COMBINED SYNOPSIS/SOLICITATION - MULTIBEAM TRAINING
This is a Combined Synopsis/Solicitation (N0018926QL053) for commercial services issued by Naval Supply Systems Command Fleet Logistics Center Norfolk on behalf of the Naval Information Warfare Training Group Gulfport. The Government intends to award a sole-source Indefinite-Delivery, Indefinite-Quantity (IDIQ) firm-fixed-price contract to Norbit US, LTD (CAGE: 6P4L8) for on-site hydrographic surveyor training services. The contract covers multibeam theory instruction, operation of the Norbit Multibeam Echosounder (MBES), the Norbit iLiDAR system, and associated Otter Unmanned Surface Vehicle operation. The ordering period extends from June 1, 2026 through May 31, 2031 (five years), with the initial performance period running June 1, 2026 through July 31, 2026, located in Pass Christian, Mississippi. The sole-source justification cites that only the equipment manufacturer can provide the required proprietary training as an integral component of the International Hydrographic Management and Engineering Program supporting Naval Meteorology and Oceanography Command's Theater Security Cooperation initiatives with partner nations. The NAICS code is 611430 with a small business size standard of $34.0 million. Quotation submissions are due by May 7, 2026 at 11:00 AM CST and must be sent to Rachel Appleby and Stephanie Lent at designated email addresses.
The Performance Work Statement specifies instruction in survey planning, Otter USV functions and operations, swath systems including beam characteristics and multibeam sonar principles, multibeam calibration procedures (patch testing), LiDAR fundamentals, bottom classification, and data collection techniques. Students must achieve learning outcomes including system installation and calibration, vessel offset measurement, comprehensive hydrographic surveys using both vessel of opportunity and Otter USV platforms, and multibeam data analysis in compliance with International Hydrographic Organization Category B Hydrographic Surveyor standards. Government-furnished property includes utility boat with driver, NORBIT MBES and iLiDAR systems, Otter USV, classroom facilities, and student curriculum materials. The contractor must provide qualified instructor(s), with instruction scheduled Monday through Friday, 0730 to 1600 central standard time. Contract administration is assigned to Stephanie Lent (Procuring Contracting Officer and Contract Administration Office) and Keith Barbazon (Contracting Officer's Representative). The evaluation methodology uses sole-source procedures with price reasonableness determination as the primary evaluation criteria; non-price factors are not evaluated. Quotation validity must extend 180 days from solicitation closing date. Payment will be processed through Wide Area Workflow (WAWF) electronic invoicing, with a minimum order threshold of $10,000 and payment to DFAS Cleveland.
