This solicitation is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing an offer. The Government reserves the right not to award a contract in response to this Request for Quote (RFQ).

Solicitation

Number:

FA910127QB001

Solicitation Type: Request for Quotation (RFQ)

NAICS Code: 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance (Size Standard - $12.5M)

Product Service

Code (PSC):

J034 – Maint/Repair/Rebuild of Equipment – Metalworking Machinery

Set-Aside Status: Restricted Competition (Sole Source)

Description of Requirements:

The 704th Test Group (704 TG) and 846th Test Squadron (846 TS) at Holloman Air Force Base in New Mexico have a new requirement of replacing OEM spindle cartridge and gearbox assembly, with embedded services for installation and calibration, for a Mazak MTV 655/80N

Vertical Machining Center (SN: 198141). The primary purpose of this acquisition is the procurement of the manufactured hardware. The requirement shall reference the Statement of

Work (SOW). The contractor shall provide one (1) fully operational, factory-rebuilt OEM 6K

RPM spindle cartridge and associated gearbox assembly (consistent with Magnum Precision

Machines Quote/Order HOL5100). Delivery is required to Holloman AFB no later than 90 Days after receipt of order (ARO).

Embedded services incidental to the delivery of the supply include:

• Removal of the damaged spindle cartridge and gearbox assembly.

• Physical installation of the replacement OEM spindle and gearbox hardware.

• Full system calibration of home positions and the tool measurement system.

Operational testing to demonstrate the unit meets OEM factory specifications. Provide a clear and concise description of the supplies or services that does not unnecessarily restrict competition. This description should allow prospective offerors to make an informed business judgment about whether to submit an offer.

• For supplies: Include agency nomenclature, National Stock Number (NSN), part number, and a brief description of the item’s form, fit, function, physical dimensions, and predominant material of manufacture.

• For services: Include a comprehensive description of the services required.

Justification for Limiting Competition:

The intended source for this action is Magnum Precision Machines (CAGE: 0BWF6). This acquisition is restricted to a single source under the authority of RFO Part 12. Magnum Precision

Machines is the sole authorized regional distributor and certified service provider for the Mazak

Corporation. They are the only source capable of providing the mandatory genuine OEM parts, proprietary calibration firmware, and manufacturer-backed one-year warranty required to return this mission-critical asset to service without introducing unacceptable technical risk or voiding

OEM certifications necessary for flight-safety hardware fabrication.

Non-Applicability of Non-Manufacturer Rule (NMR):

In accordance with (IAW) RFO 19.104-3(e), the Nonmanufacturer Rule and its associated clause

(RFO 52.219-33) are strictly prescribed for acquisitions that are set aside or awarded on a socioeconomic sole-source basis. This acquisition is conducted as an unrestricted commercial sole-source procurement based on OEM brand-name exclusivity and is not set aside for small business competition, the NMR is not applicable.

CMMC Exemption:

Cybersecurity Maturity Model Certification (CMMC) is not applicable to this requirement. The contractor will not process, store, or transmit Controlled Unclassified Information (CUI) on its internal systems. The work is performed on a standalone, non-networked industrial machine.

Basis for Award:

Award will be made to the responsible source whose quote, conforming to the solicitation, is determined to be technically acceptable and provides a price that the Contracting Officer determines to be fair and reasonable. Technical acceptability will be determined based on the offeror's ability to meet all minimum requirements outlined in the SOW (Attachment 1), including the provision of genuine OEM parts and the mandatory one-year warranty. Price reasonableness will be determined using the commercial pricing techniques authorized under

RFO Part 12.

Instructions to Offeror:

Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.

Submission Method

The quote must be submitted electronically via email to the Contracting Officer, Mikayla Roland

(mikayla.roland@us.af.mil) and Contract Specialist, Lindsay Jones

(lindsay.jones.5@us.af.mil) no later than 10:00 AM Central Time on 21 October 2026. Late quotes will not be accepted.

Quote Format and Content

To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections: Administrative/Price and Technical.

Section I: Administrative & Price

This volume must contain all pricing information and required administrative representations.

• Company Information: Provide the Company Name, Point of Contact (Name, Phone, Email), Unique Entity ID (UEI), and CAGE Code.

• System for Award Management (SAM): Confirm active registration in SAM.gov.

• Price Schedule: Submit a total Firm-Fixed-Price (FFP) quote for all requested items. The total FFP must include all applicable costs, including shipping/freight (FOB Destination) to Holloman AFB, NM.

• Delivery Schedule: State the proposed delivery timeframe in number of Days After

Receipt of Order (ARO).

Section II: Technical Capability

This volume must include sufficient documentation to verify compliance with the physical and functional parameters of the requirement:

• Submit technical documentation (e.g., product literature, specification sheets, or technical narrative) demonstrating that the quoted product meets all minimum objective requirements outlined in Attachment 1 – Statement of Work. Simple statements of "will comply" are insufficient.
