About this file

This is a Request for Quote (RFQ) issued by the Mission & Installation Contracting Command at Dugway Proving Ground for LabWare LIMS (Laboratory Information Management System) software development services. The solicitation (W911S6-26-QA002) is a sole source procurement intended to negotiate directly with LabWare, Inc. for advanced development and testing of an existing LIMS system at the West Desert Test Center, Chemical Test Division. The RFQ is set for a firm-fixed price contract, with quotes due on January 8, 2026, and is specifically seeking LabWare Certified Consultants who can demonstrate direct access to source code, programming expertise, and capability for compliance and audit readiness.

The procurement is structured in two phases, each involving LabWare Certified Consultants, Associate Consultants, and a Project Advisor, with additional line items for travel expenses. Technical evaluation will focus on three key factors: access to software source code (weighted as Successful/Unsuccessful), LabWare programming experience (also Successful/Unsuccessful), and past performance (Acceptable/Unacceptable). The government will select the lowest-priced technically acceptable quote, with a NAICS code of 513210 (Software Publishers) and a size standard of $47,000,000. Offerors must be registered in the System for Award Management (SAM) and meet specific requirements, including certification as a LabWare Consultant with proven capability of working on existing LIMS.
