Combined Synopsis Solicitation N6134020R0094
Dell PowerEdge R7515 Rack Mount Servers
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a
Firm Fixed Price (FFP) Purchase Order (PO) on a competitive basis, which includes Brand Name Only components. A Brand Name justification is attached to the announcement in accordance with FAR
5.102(a)(6).
Reference N6134020R0094 Request for Quotation (RFQ) in all responses.
Evaluation Criteria: The Government will award on a lowest price technically acceptable basis to the responsible offeror meeting the specifications of this combined synopsis/solicitation. The evaluation will include all line items. The Dell PowerEdge R7515 specifications are “Brand Name Only”. The components must be priced at both the unit price and total price level. The offeror’s price will be evaluated at the total price level only. The failure of an offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the offeror being ineligible for award.
The North American Industrial Classification System (NAICS) Code for this solicitation is 443142 with a size standard of $35 Million. This procurement is being solicited as a small business set-aside.
All items/components shall be NEW. Refurbished items/components will not be accepted.
Requirements: Please see the specification attached to the announcement.
Best and most favorable pricing is requested. Where applicable, items must be Trade Agreements Act
(TAA) Compliant. Offerors are advised that any responses/quotes will be evaluated to see if the quoted specifications match those provided above for compliance and the lowest price quote will receive the award.
Quotes shall use the following CLIN Structure:
CLIN 0001 – DELL PowerEdge R7515 Rack Server ESXI Server
CLIN 0002 – DELL PowerEdge R7515 Rack Server Backup Server
The Government requests delivery of all items to be no later than four (4) weeks after contract award. If a contractor does not believe the delivery date can be met, a reason shall be provided in the quote.
Award will be made on an All or None basis. Each item must be shipped complete. Quotes must remain valid for 45 days after combined synopsis/solicitation.
Delivery shall be F.O.B. Destination in accordance with FAR 52.247-34.

The following FAR and DFARS Clauses and Provisions apply:
FAR provision 52.212-1, Instructions to Offerors – Commercial applies to this acquisition.
FAR provision 52.212-2, Evaluation Commercial Items: Does not apply; evaluation criteria is Lowest
Price Technically Acceptable (LPTA) as discussed above.
FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items ALT. I applies to this acquisition. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award
Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
FAR clause 52.212-4, Contract Terms and Conditions – Commercial Items applies to this acquisition.
52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items DEVIATION 2013-O0019 (July 2018) applies to this acquisition. The following paragraphs of FAR 52.212-5(b) apply:
(1) (1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

To be eligible for award the successful offeror must be properly registered in the Government’s System for Awards Management (SAM). Companies may register at: http://www.sam.gov/.
All new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal
Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration. Quotes are due no later than 3:00 PM Local Time (Orlando) on 07-May-2020. Quotes will only be accepted by e-mail to Andrew.mohr@navy.mil. In addition to the requirements found at clause
52.212-1(b) and throughout this synopsis/solicitation, responses must also include a direct point of contact; delivery schedule(s); commercial warranty terms, business type, size standard; CAGE code; and DUNS number. Vendors are reminded to include a completed copy of 52.212-3 and its
ALT I with quotes or indicate that your firm’s Certifications and Representations are current in the System for Award Management. If your response does not include this data, it may be disqualified. Proprietary data in responses will be protected where designated. Vendors are encouraged to obtain a confirmation of quote receipt immediately following quote submission.
