Deliverables include 155 dock sections (60" x 120" beige), 14 dock sections (80" x 120" beige), 1,000 coupler sets with composite rod, one gangway rental, 120 nylon 8" cleats, 34 heavy duty Y-beams with offset mounts (7'6"), 120 tie-up cleat bracket kits, and associated services. Award will be made on a firm-fixed-price basis following price reasonableness determination using DFARS 212.204 procedures. The NAICS code is 488390 with a small business standard of $47.0M. All inspections and acceptance will occur at the destination and be performed by the Government. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part

12. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to the SAM website (https://sam.gov/).

The reference number is N0018926QL153. The proposed contract action is for commercial supplies, in accordance with the Statement of Work (SOW. The North American Industry Classification System (NAICS) code is 488390 and the Small Business Standard is $47.0M. This solicitation incorporates provisions and clauses by reference. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, intends to solicit – on behalf of the Unites States Fleet Forces Command (USFFC) – EZ Dock Unlimited LLC (CAGE: 12GL7) on a sole source basis.

FAR PART 12.

TO THE EXTENT THAT THE TERMS APPEAR IN THE SOLICITATION, THE TERMS “RFP”, “OFFER”, “PROPOSAL”, AND “OFFEROR” SHALL MEAN “RFQ”, “QUOTE”, AND “QUOTER”, RESPECTIVELY.

SECTION C – Descriptions and Specifications:

STATEMENT OF WORK (SOW)

1.0 Introduction & Background

The United States Navy requires a temporary floating dock system to support the mooring of Harbor Security Boats.

This requirement is in support of waterborne security operations for INR 250. The contractor shall provide all necessary materials, equipment, and labor to deliver, install, and subsequently remove the dock system.

2.0 Scope of Work

The contractor shall provide a complete turn-key rental solution for a 770-foot floating dock system with a gangway.

The work includes freight, delivery, mobilization, providing a lull for material handling, complete installation of the dock system, and subsequent removal of the system upon completion of the security event.

3.0 Location

The work shall be performed at the UPS Bayonne pier, 400 Port Lincoln Rd, Bayonne, New Jersey 07002.

4.0 Delivery

The dock system must be fully installed and operational no later than 20 June 2026 to support the arrival of Navy Harbor Security Boats on 21 June 2026. The removal date will be coordinated with the government representative upon conclusion of the event.

Evaluation Criteria The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12. Award will be made on a sole source basis in accordance with FAR 12.102(b) after the price is determined to be fair and reasonable. The Government intends to evaluate and award a contract based on initial quote; therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price standpoint.

Price analysis using procedures of DFARS 212.204 will be used to evaluate price reasonableness.

The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.
