STATEMENT OF WORK

Little Pend Oreille NWR Herbicide Supply & Application

(NAICS 561730)

1. General:

1.1 The U.S. Fish and Wildlife Service, Little Pend Oreille National Wildlife Refuge, 1310 Bear

Creek Road, Colville, WA 99114, has a requirement to manage habitat for migratory birds on the Little Pend Oreille National Wildlife Refuge (NWR) and its satellite units. One of the primary stressors on the habitat of the refuge is invasive plants. Control of noxious weeds is required by both state and federal laws. Control of weeds is identified as a priority management tool in the refuge’s Comprehensive Conservation Plan (CCP) and

Environmental Impact Statement.

1.2 Purpose/End Application: The refuge seeks to maintain the ecological health of refuge habitat by controlling invasive plants via the application of specific and/or approved herbicides, surfactants and marker dyes to the Little Pend Oreille NWR and its satellite units in Stevens and Pend Oreille counties, Washington.

1.3 Contractor Qualifications: The contractor/applicator must maintain an appropriate pesticide applicator’s license issued by the Washington State Department of

Agriculture.

2. Place of Performance and Period of Performance:

A list of application sites is provided below. Actual locations will be a subset of these areas and will be determined in the pre-work meeting with refuge staff. Annual totals are listed in section

4.2. deliverables below. Additional application locations may be identified to meet refuge needs but will not exceed the annual deliverables.

2.1 Stevens County Units of the Little Pend Oreille NWR:

Stevens County (LPONWR) Kaniksu Unit road miles (approx. 7.625)

Stevens County (LPONWR) Kaniksu Unit field acres (Approx 20)

Stevens County (LPONWR) road miles (approx. 80)

Stevens County (LPONWR) ATV passable road miles (approx. 50)

Stevens County (LPONWR) hand spray campgrounds (approx. 34 acres).

Stevens County (LPONWR) fields (approx. 250 acres); fields and acreage require ATV or UTV spot spraying or strip spraying

2.2 Pend Oreille County Units of the Little Pend Oreille NWR:

Pend Oreille County (LPONWR) road miles (approx. 0.8)

Pend Oreille County (LPONWR) field (approx. 286 acres); this acreage requires spot spraying with ATV or UTV

2.3 Chemical herbicide application will occur on RIGHT OF WAYS (roadsides), FIELDS, CLEARINGS, PASTURES, HISTORIC AGRICULTURAL LANDS, in and around CAMPGROUNDS and ALONG PUBLIC ACCESS TRAILS throughout the Little Pend Oreille NWR. The contractor/applicator will use a pressurized double injection system for ground broadcast, low volume/low pressure spot spray application methods in and around dense vegetation, and backpack/ATV low volume/low pressure spot applications and wick/wipe applications in dense vegetation or when adjacent to water.

2.4 Period of performance will cover from May 2026 to September 2027 a total of two field seasons. Within each field season applications will begin no earlier than May 1st and end no later than September 30th. Effective herbicide use depends on factors like chemical type, target species, weather, and timing. As a general best practice commonly understood in the industry, postemergence herbicide treatments MUST be made to actively growing plants to prevent seed set and achieve optimal control.

2.5 Normal duty hours Monday thru Friday 5:00 a.m. - 4:30 p.m. The contractor shall provide contact information that can be used in the event of an emergency. The contractor will keep the Refuge Manager informed of what area they will be spraying each week.

2.6 Non-duty hours include weeknights, weekends, and government holidays (New Year’s Day, Martin Luther King JR.’s Birthday, Washington’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day). The contractor must inform the Refuge Manger if they wish to spray on non-duty days and receive approval. Holidays with expected high visitor numbers expected are not likely to be approved.

One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.

b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c) All information provided should be reviewed for accuracy prior to submission.

d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

6) The following guidelines apply concerning your use of the past performance evaluation:

a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or http://www.cpars.gov/ http://www.cpars.gov/
