SECTION 1 – GENERAL INFORMATION
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. Solicitation FA461024QSESS is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 19 April 2024.
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03 and DFARS Change 03/26/2024.
4. The applicable NAICS code for this acquisition is 561612, and the applicable PSC is R430.
This acquisition will be made as a 100% Small Business Set-Aside, with a size standard of $29.0 million.
5. The Defense Priorities and Allocations System (DPAS) rating program does not apply.
6. This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.
SECTION 2 – SUPPLIES OR SERVICES AND PRICING
1. See Attachment 1, Performance Work Statement (PWS), for a detailed description of the services required.
2. A Pricing Schedule is incorporated as Attachment 2, Pricing Schedule. Vendors shall complete the attachment in its entirety and return with any other documentation/data required.

SECTION 3 – SPECIFIC INFORMATION
1. Inspection and Acceptance. Inspection and acceptance of deliverables will be performed by the Contracting Officer Representative (COR).
2. Place and Period of Performance (PoP). Building 12006, Vandenberg SFB, CA. Estimated PoP is 06 May 2024 through 17 May 2024.

SECTION 4 – CONTRACT CLAUSES AND PROVISIONS
1. The following Provisions and Clauses are applicable to this requirement: 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services; 52.212-2, Evaluation—Commercial Products and Commercial Services; 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services with the quote, see Attachment 5 for the full text of the clause.

SECTION 5 – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award to the responsible offeror whose quote conforming to the solicitation is determined to represent the best value for the Government based on meeting price and technical acceptability. In accordance with 13.106- 2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:
1. Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items and is highlighted green in Attachment 2 – Pricing Schedule.

2. Technical Capability: Offerors shall prepare and submit a technical narrative with sufficient information to allow the Government to evaluate the technical capability. The offeror shall include Attachment 4, DD 254, with block 6 completely filled out as part of the technical narrative. The technical narrative shall be limited to 20 pages. The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set forth in the attached Performance Work Statement.
If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.
Note: Offeror shall provide proof that they have at least two (2) cleared escort available to start by the required date. Offeror will provide the following information for the identified escort(s): full legal name, phone number and email address.

SECTION 6 – NOTICE TO INTERESTED PARTIES
1. Quotations are due no later than 1:00 PM (PDT) Tuesday 16 April 2024
