This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart
12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION
WILL NOT BE AVAILABLE.
The RFQ number is N42158-22-Q-S027. This solicitation documents and incorporates provisions and clauses in effect through FAC
2020-02 effective 23 Dec 2019 and DFARS Change Notice 20190531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

Treating. This U.S. industry comprises establishments primarily engaged in heat treating, such as annealing, tempering, and brazing, and cryogenically treating metals and metal products for the trade with a size standard of 750. The Product Service Code is J020.
The proposed contract action is for commercial services for which the Government intends to solicit and negotiate as full and open competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This posting is a request for competitive proposals. All bids, proposals or quotations received by the closing response date may be considered by the Government.

52.212-1 INSTRUCTIONS TO OFFERORS –COMMERCIAL ITEMS (FEB 2012) ADDENDUM
Quotations shall be emailed to Troy Weathers (E-mail: troy.j.weathers2.civ@us.navy.mil) by 12 April 2022 at 12:00 AM EST.
This procurement action is being processed in accordance with FAR Part 12 Acquisition of Commercial Items, using Simplified
Acquisition Procedures under FAR 13.106.
Quotations will consist of the following information and documentation submitted together:

1. Completed representations and certifications, unless otherwise available in SAM;
2. Technical Acceptability Statement:
Contractor shall provide capabilities statement and past performance information that demonstrates ability to meet all requirements IAW the SOW
— FAILURE TO PROVIDE THIS INFORMATION WILL RENDER QUOTE INELIGIBLE FOR
AWARD;
3. Pricing for line item being quoted IAW all specifications listed in the SOW.
Award will be made for the technically acceptable item or combination of technically acceptable items that result in the lowest aggregate price to the Government.
FAR 52.212-2, Evaluation — Commercial Items is applicable to this procurement. The Government will award a contract resulting from this Request for Quotation (RFQ) to the responsible quoter whose quotation conforms to the RFQ and represents the best value to the Government, price and other factors considered.
The following factors shall be used to evaluate quotations:
1. Technical Capability;
2. Price
Technical acceptability will be determined by reviewing the technical certifications submitted for each item to ensure that all of the technical requirements identified are met. Technical acceptability will be defined as follows:

Acceptable Quote meets all of the requirements identified.
Unacceptable Quote does not meet all of the requirements identified.
Contractors who fail to possess acceptable technical capability will not be considered for award and the other elements of their quotation will not be evaluated.
Price:
The estimated amount for each line item will be added together to determine the total estimated price, which will become the evaluated price.
The vendor’s proposed price will be evaluated on the basis of price reasonableness. All prices must be considered fair and reasonable as determined by the Government. Price quote shall be held firm and valid for sixty (60) days.
The completion and submission of the above items will constitute a quote and will be considered the vendor’s unconditional assent to the terms and conditions of this Solicitation and any attachments and/or exhibits.
Failure to provide all of these documents by the required date and time may preclude a quotation from award consideration at the discretion of the Government.
STATEMENT OF WORK
1. Scope:
1.1 Accomplish shot peening of one (1) each fillet area distributed on one (1) each SSBN propeller shaft coupling flange
(SN 1866) and one (1) each fillet area distributed on one (1) each SSBN stern tube shaft coupling flange (SN 1869), in accordance with MIL-S-13165C, Memo Ser. 05P/386, and their associated references, as required.
1.2 Approximate area to be shot peened: Approx. 1300 in2
2. Location of work:
Within the Controlled Industrial Area (CIA) of Norfolk Naval Shipyard (NNSY), Portsmouth, VA, Building 171, Shop
31, Section 102.
Period of Performance: Six (6) months
a. Contractor shall be provided four (4) to eight (8) days advanced notice prior to date of required shot peening services. Contractor shall be available and onsite at NNSY to provide shot peening at time designated by NNSY
Project POC. The services will take three (3) to four (4) days within the Period of Performance.

4. General Specifications:
4.1 Shaft SNs 1866 and 1869 material is MIL-S-23284A CL1, Nickel-Molybdenum steel.
4.2 Shaft is to be free from externally applied loads or forces during shot peening (i.e. shaft cannot be mounted in a lathe without steady rest supports while shot peening is being conducted).
5. Contractor Responsibilities:
5.1 Contractor shall supply a copy of the shot-peening procedure to be used during the course of work as laid out in this
SOW for review by NNSY and NAVSEA 05P2 after the contract has been awarded.
5.2 Contractor shall provide services to shot peen one (1) ea. fillet area on one (1) ea. SSBN propeller shaft coupling flange
(SN 1866) and one (1) ea. fillet area on one (1) ea. SSBN stern tube shaft coupling flange (SN 1869).
5.3 The Contractor shall complete shot peening IAW MIL-S-13165C (ref. a) and Memo SER. 05P/386 (ref. b).
5.4 The Contractor shall observe the following requirements per paragraph 6.2 for work performed IAW ref. (a):
a. Specification to be used is reference (a).
b. The issue of DODIS is to be cited in the solicitation, and if required, the specific issue of individual document referenced.
c. Steel shot is to be used when peening per MIL-S-13165C and must adhere to AMS 2431/1.
d. Shot size is to be 0.033 inches nominal.
e. Automatic shot peening is required for use with MIL-S-13165C. The peening gun shall not be manually manipulated and will comply with the requirements of MIL-S-13165C, paragraph 3.2.1.
f. NNSY will be responsible for the surface cleaning prior to peening.
g. The locations of the area to be peened will be provided by NNSY and masked off on the shaft to designate applicable area. The total area to be peened is approximately 3150 in2.
h. No NDT will be required during the peening operation. Any NDT will be performed by NNSY after peening operations.
i. No externally applied forces are permissible during peening.
j. Peening intensity to be 0.012-0.016A.
k. No over performance of peening coverage is required.
l. Method of coverage verification required. The contractor may use either coverage method as described in
MIL-S-13165C, paragraph 6.11.(a), or 6.11.(b) when peening IAW MIL-S-13165C.
m. Shot size limitations are not applicable for obstructed areas.
n. A specific cleaning procedure is not applicable.
o. Protection of peened surface from corrosion is not applicable.
5.5 Contractor shall provide containment, equipment, and shot media required to accomplish on-site shot peening of aforementioned shafts. Containment erected shall properly contain all shot during the shot peening process to outside personnel/equipment.
5.6 Contractor shall notify NNSY Project POC, or NNSY designated representative, prior to and upon completion of work.
5.7 Per (ref. j, 3.17.2): If contractor work is incomplete or complete with discrepancies, the contractor shall provide supporting rationale and impact statement with recovery plan to the SUPERVISOR (or applicable Government POC listed in Section 10) via submission of one (1) legible copy of Attachment A (ref j), in hard copy or approved transferrable media. Upon contractor completion of work or correction of discrepancies, a revised Attachment A (ref j) with the updated status must be submitted to the SUPERVISOR (or applicable Government POC listed in Section 10) in hard copy or approved transferrable media
6. Quality Assurance (QA) provisions:
6.1 Contractor shall provide the following certification documents:
a. CERTIFICATION OF SHOT PEENING - (CDRL: A001, in accordance with DI-MISC-80678)
b. ALMEN STRIP INTENSITY REPORT - (CDRL: A002, in accordance with DI-NDTI-80809B)
Contractor shall provide all Almen strip specimens, and saturation curve data used to determine actual intensity for each shaft. The strips shall be numbered to identify an individual test strip to a specific
Certification of Shot Peening document and shaft.
c. PEENING MEDIA CERTIFICATION – (CDRL: A003, in accordance with DI-MISC-80678)
7. Government Responsibilities:
7.1 NNSY Code 266 will forward the contractor’s procedure, to be used during the course of work as laid out in this SOW to NAVSEA 05P2 for approval prior to the contract being awarded. Saturation curve data will be provided to NAVSEA
05P2 by NNSY Code 266 after shot peening services are provided. NNSY Code 400 to coordinate between the contractor, Code 266 and NAVSEA 05P2 during the course of procedure review. Government approval to be provided within five (5) to seven (7) days; if updates are required, contractor to provide updated documents within two (2) days;
final approval provided by the Contracting Officer.
7.2 NNSY to provide services to roll shaft by means of motorized rollers or lathe to facilitate peening.
7.3 NNSY to provide compressed air at approx. 106 PSI @ CFM 45 to 98, depending on the distribution piping.
7.4 NNSY can provide electrical connections, including 440V 3-phase as needed, and 110V 1-phase.
8. Safety/Security Requirements:
8.1 Service will be performed inside the NNSY Controlled Industrial Area (CIA), Bldg. 171, Shop 31, Section 102.
Contractor shall apply for security access through DBIDS with pass office security office. Yellow badges are acceptable for work performance in Building 171. Project POC will assist the contractor in gaining access to NNSY.
8.2 Contractor entering Norfolk Naval Shipyard shall be responsible for adhering to OSHA Safety requirements while inside the PPE line of the project as outlined in 29 CFR 1915.153, 1915.155 & 1915.156, eye, face and foot protection in shipyard environments.
8.3 "Per FAR 22.102-1(a) entitled "Safety", Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements OSHE
OSHECM Chapter Hazardous Energy Control (HEC) requirements or safety requirements for site specific location of the contract.
a. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM)
Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by
Contractors and NNGAs requires that NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s
Representatives (CORs) be notified of the HEC scope of work prior to starting work. Any changes or deviations in the initial scope of HEC work requires the NNSY TPOCs and/or CORs be informed of the change/deviation. Appendix
250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY
LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM
Chapter 250 Tags-Plus procedures will be strictly followed.
b. Contractors and NNGAs may obtain electronic copies of OSHECM Chapter 250 (latest revision) and access the OSHA
1915.89 web site by using the following link to NNSY’s public access web site:

c. Names and contact information for NNSY LOTCs and/or the Building Monitor will be provided by NNSY TPOC and/or CORs prior to performance.
