(i) “This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.”
(ii) The solicitation number is NICHD-21-279 and the solicitation is issued as a request for quote (RFQ).
(iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 effective 12 July 2021.
(iv) The associated NAICS code is 541990, All Other Professional, Scientific and Technical Services, and the small business size standard is $15M.
The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13.5.

Award will be made to the contractor providing the most advantageous quote to the Government, technical, past performance, and price factors considered.
Technical Factors:
Quotes will be evaluated based on the offeror's understanding of the requirements and technical approach, as demonstrated by an appropriate range of relevant expertise, experience, and the soundness, practicality, and feasibility of the plans to accomplish all the tasks in the Statement of Work (SOW). This includes familiarity with the conduct of clinical research protocols and NIH funder and sponsor responsibilities as related to the assessment of compliance with study protocol and procedures, and adherence to Food and Drug Administration (FDA) regulations, Good Clinical Practice (GCP) guidelines, and other applicable laws or regulations at awardee institutions or subaward/subcontract locations of an extramurally funded multi-center consortium.
Past Performance Factors:
The evaluation will be based on information obtained from references provided by the offeror, other relevant past performance information obtained from other sources known to the Government, and any information supplied by the offeror concerning problems encountered on the identified contracts and corrective action taken.
When evaluating past performance, the Government will focus on the past performance of the offeror as it relates to all acquisition requirements, such as the offeror's record of performing according to specifications, including standards of good workmanship; the offeror's record of controlling and forecasting costs; the offeror's adherence to contract schedules, including the administrative aspects of performance; the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the offeror's business-like concern for the interest of the customer.
Price Factors:
The quote will be evaluated on its price reasonableness.
Evaluation of Options:
In accordance with FAR clause 52.217-5 Evaluation of Options, (July 1990) the Government will evaluate offers for award purposes by addition the total price for all options to the total price of the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise the option(s).
(x) FAR clause 52.212-3, Offeror Representations and Certifications –
Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs
(c) through (p) of this provision.
