COMBINED SYNOPSIS/SOLICITATION

628th Medical Group On-Site Shredding Service IAW FAR 12.603(c)

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued.

(ii) The synopsis/solicitation reference number is FA4418-20-Q-0007 and is being issued as a Request for Quote (RFQ). The RFQ format is attached to this combination synopsis/solicitation that will be used to submit quotes.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through FAC

2020-04, Effective 15 January 2020.

(iv) This acquisition is 100% set aside for small business under NAICS code 561990 with a size standard of $12M and PSC R614.

The Contractor shall submit a quote to provide on-site shredding services at the 628th Medical Group at Joint Base Charleston – Charleston AFB, SC 29404. The Contractor shall provide all personnel, equipment, vehicles, supplies, facilities, transportation, tools, materials, supervision and other items necessary to perform shredding services as defined in the attached Statement of Work (SOW). Contractor will provide containers (23 Consoles and one 95-gallon rolling bin) to be used for depositing paper in accordance with the SOW.

FAR 52.212-1, Instructions to Offerors - Commercial Items

(viii) FAR 52.212-2, Evaluation - Commercial Items

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Basis for award is lowest price, technically acceptable, price and other factors considered. The following factors are required and must be included with your submission:

(ix) All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item or complete electronic annual representations and certifications at the System for Award Management http://www.sam.gov.

(x) The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition.

(xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive

Orders – Commercial Items (DEVIATION), applies to this acquisition.

Question Submission: Interested offerors must submit any questions concerning this solicitation no later than 2 April 2020 in order to enable the Contract Specialist to respond in a timely manner. Responses to this combined synopsis/solicitation must be received via email by 9 April 2020, no later than 12:00 AM EST.

Requests should be marked with solicitation number FA4418-20-Q-0007. Quotes must be valid for 30 calendar days after close of this RFQ.
