Quotes must be emailed to the primary point of contact shown. It is your responsibility to make sure your quote is received.

This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-05, effective 07 August 2025, and Defense Federal Acquisition Regulation Supplement (DFARS) Change 01/17/2025, effective 17 January 2025.

This acquisition is set-aside for Small Business concerns.

Description of Requirement:

a. The 115th FW has a requirement for provision of a trailer to haul aircraft jacks on the flightline.

b. This is a brand name or equal requirement for one EACH Wing Jack Trailer, Triple L Group’s Part Number 12600, also known as model EPT2-220. Equivalent items will be considered but must have the following salient characteristics:

1. Approximate deck size is 8.5’ wide by 20’ long. Trailer must have the sufficient size and capacity capable of loading and transporting comfortably all of the following aircraft jacks:

a. Model 782D1100-CE wing jack. 2 EACH loaded on trailer.

b. Model 1041-1100-CE nose jack. 1 EACH loaded on trailer.

2. Trailer is preferred to be without fenders, lights, brakes, or any other components necessary for public road use. This trailer will only be used on the flightline, so additional unnecessary components present FOD (Foreign Object Damage) concerns and require future maintenance tasks.

3. Integrated hydraulics to move trailer deck from travel height to ground level for loading. Trailer deck lowers hydraulically, allowing ground loading with a minimal loading angle, facilitating loading without ramps.

4. Primed and painted Air Force grey

5. Included accessories

a. 2-1/2” (63.5 mm) Lunette Eye (Pintle) Hitch

b. Tie-down rails and d-rings

Therefore, the quoter's initial quote should contain the quoter's best terms from a price and technical standpoint. However, the Government reserves the right to conduct negotiations, with one or more quoters, if later determined by the Contracting Officer to be necessary or advantageous. The Contracting Officer will not negotiate with any quoters other than those of the Government's choice and will not use the formal procedures described in FAR subpart 15.3 (e.g., FAR 15.306). The Government may reject any or all quotes if such action is in the public interest; and waive informalities and minor irregularities in quotes received.
