The government intends to award a Firm Fixed Price (FFP) purchase order through full and open competition using Lowest Price Technically Acceptable (LPTA) procedures.

Key details include a response deadline of August 18, 2025, a base performance period from September 1 to October 1, 2025, and a required delivery of isotopes by October 2025. The procurement seeks 2 units of D-Glucose (U-¹³C₆, 99%), 10 units of D-Glucose (U-¹³C₆, 99%; 1,2,3,4,5,6,6-D₇, 97-98%), 5 units of D-Glucose (1,2,3,4,5,6,6-D₇, 97-98%), and 10 units of ammonium chloride (¹⁵N, 99%). The solicitation is not set aside for small businesses, and payment will be made in one lump sum according to NIH Invoicing Instructions.

STATEMENT OF NEED:

1.0 PURCHASE ORDER TITLE

Isotopes for isotopically labeling proteins for solution Nuclear Magnetic Resonance (NMR) investigation.

2.0 BACKGROUND

Structure/function studies of proteins, protein/protein complexes and protein complexes with other molecules (large like DNAs and RNA’s or small, like potential drug molecules) almost always requires proteins to be uniformly 13C/15N labeled, and most of the time proteins also need to be perdeuterated. To express these kinds of proteins, expressing media need 15N ammonium chloride and glucose in the form of 13C, 13C/deuterated and just deuterated as nitrogen and carbon sources and requires the medium prepared in D2O instead of H2O.

3.0 OBJECTIVE

The objective of this acquisition is to acquire isotopically labeled proteins.

4.0 CONTRACTOR REQUIREMENTS

The Government intends to award a Firm-Fixed-Priced Purchase Order from this solicitation to the responsible Offeror using Lowest Price Technically Acceptable (LPTA) procedures.

The Government may reject any quote that is evaluated to be non-compliant with the solicitation requirements, unreasonably high or low in price, or reflects a failure to comprehend the complexity and risks of the work to be performed. The Government intends to make award selection without clarifications but may determine after evaluating the quotes submitted that clarifications are necessary and conduct them as appropriate with all, some, or none of the firms’ submitting quotations in response to this RFQ. The

Government reserves the right to make no award if quotes do not meet the requirements of this solicitation.

The Government intends to evaluate quotations and make a single award without conducting "discussions" as defined in FAR Part 15. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to contact the quoter (or multiple quoters) to request quotation revisions that seek additional price discounts, provide revisions to the technical quotation or explain other aspects of the quotation to improve the terms of the deal reflected in the quotation. In the event quotation revisions are requested, the Government will not necessarily be seeking revisions from all quoters. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received. The Government reserves the right to make no award if quotes do not meet the requirements of this solicitation.

Award will be made to the responsible offeror, whose quote is responsive to the solicitation, technically acceptable, and has the lowest evaluated price among all proposals meeting or exceeding the specified technical acceptability standards.

Award will be made to the contractor providing the most advantageous quote to the government, technical factors and cost/price considered.

Vendors will be evaluated on their capabilities to provide the product to the specifications described on the Statement of Needs section.
