Combined Synopsis-Solicitation Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The most current Federal Acquisition Circular can be found at Acquisition.gov.
This solicitation is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).
The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, Plumbing, Heating and Air-Conditioning Contractors, with a small business size standard of 19 million.

STATEMENT OF WORK
Maintenance Service Contract – Stormwater Maintenance and Inspection
1.0 INTRODUCTION
The VA Medical Center in Manchester is seeking a qualified contractor to perform comprehensive stormwater infrastructure maintenance services and inspections at our campus. Service performance will be for the VAMC- Manchester at 718 Smyth Road, Manchester, NH 03104.
2.0 BACKGROUND
VA Manchester’s stormwater infrastructure requires periodic maintenance on a tri-annual basis through the year. The Facility Service, Maintenance Department, requires assistance in keeping up with required PMs on the infrastructure to ensure proper operations and prevent failure points on the infrastructure. Our current Maintenance staff is shorthanded to ensure proper PMs are being completed as well as responding to maintenance calls, performing regular duties, and handling the increase work order requests. A service contract is needed to ensure the proper and timely of the required PM s on the system. Contractor shall provide triannual preventative maintenance and inspections to these stormwater systems.
3.0 SCOPE
3.1 Item 1 – Stormwater Infrastructure Maintenance
Contractor shall furnish all labor, supervision, materials, supplies, and equipment necessary to accomplish each listed task in this performance work statement to accomplish the requirements of the VAMC Stormwater Management contract.
Asphalt Sweeping Perform tri-annual street sweeping of all roadways and parking lots. Contractor shall provide the VAMC with total volumes of street sweepings collected. Street sweeping shall occur at the following intervals:
· Early Spring (March-April)
· Late Summer (July-August)
· Early Fall (September-October)
All sweeping will occur outside of the VAMC regular business hours. Waste generated shall be disposed of by the contractor in accordance with the New Hampshire (NH) Solid Waste Rules. With total volume collected reported to the VAMC. The street sweeping activities shall occur during the outlined times above and two weeks’ notice shall be provided by the contractor to allow for proper notifications throughout the facility. Notifications will let employees know of the service occurring, designated parking spaces will be assigned so that vehicles do not infer with the street sweeping.
Reference Attachment A Stormwater Maintenance plan as part of this contract for asphalt surfaces (roadways and parking lots).
Perform catch basin cleaning as needed. Catch Basin Inspections will be conducted by VA Facility Personnel. Contractor shall provide the VAMC with total volumes of catch basin debris collected. Catch basin cleaning shall occur as needed at the direction of the
VAMC.
Cleaning will be prioritized for catch basins located near construction areas or are more than 50% full. Reference Attachment A for the number and location of catch basins as part of this contract. This accuracy of this plan (as well as all other plans) cannot be guaranteed and shall be field verified by contractor.
If contractor notices any damage or deficiencies to catch basins (settling rims, broken grating, other deficiencies, etc..) they shall notify the VA COR in writing of the condition found. Notification shall describe what was found as a condition and the location of the catch basin.
Contractor will provide the VAMC with all records pertaining to the quantity of materials removed from catch basins after each cleaning. Waste generated from catch basin cleaning will be disposed of by the contractor in accordance with the NH Solid Waste Rules.
Maintenance of Stormwater Treatment Structures
Perform inspection and cleaning of the underground stormwater infiltration systems as needed, at the direction of the VAMC. Contractor shall provide the VAMC with total volumes of cleanout materials collected.
Mountain Entrance – Plan detail #1:
· The existing CULTEC Subsurface Stormwater Management System is installed at the Mountain Entrance of Bldg. 1 and is equipped with an inspection port. The contractor will inspect the stormwater treatment structure as outlined above. If sediment depth is in excess of 3 inches, provide cleaning with high water pressure. Reference Attachment A Stormwater Maintenance plan for details and exact location as well as Cultec O&M guidelines for Contactor & Recharger Stormwater Chambers (www.cultec.com) for the manufacture’s recommendations.
New Clinical Services Building- Plan detail #2:
· The existing CULTEC Subsurface Stormwater Management System is installed at the Mountain Entrance of Bldg. 1 and is equipped with an inspection port. The contractor will inspect the stormwater treatment structure as outlined above. If sediment depth is in excess of 3 inches, provide cleaning with high water pressure. Reference Attachment A Stormwater Maintenance plan for details and exact location as well as Cultec O&M guidelines for Contactor & Recharger Stormwater Chambers (www.cultec.com) for the manufacture’s recommendations.
3.2 Item 2 – CCTV Inspection and Jetting Services
Perform inspection of underground stormwater and sewer infrastructure using CCTV (when and if needed). This will be a separate line item to be performed at the request of the VAMC should any deficiency’s or obstructions be found during routine maintenance operations and inspections. Anticipate that up to 50ft of underground piping may require CCTV inspections annually and jetting as needed.
4.0 PERFORMANCE REQUIREMENTS
All work shall be completed such that the integrity of the systems is maintained. All work shall be done in accordance with OSHA, EPA regulations, NFPA codes, with particular attention to VA codes, Federal, State, and local regulations throughout the course of this service contract.
The contractor shall schedule all site visits, to include emergencies, with the COR.
All work (except for street sweeping) will be performed between the hours of 7:00am to 4:30 pm Monday through Friday, excluding holidays, except where off hours are specified. Off hours and weekend work may be requested of the VAMC Point of Contact (POC) with a 48-hour request notice.
Street sweeping shall occur outside Medical Center hours of operation (Monday through Friday 7am-430pm). Work shall be performed off hours or on weekends.
Work sites shall be left in the same manner of cleanliness and order in which they were found. Vendor will provide their own waste disposal, if any.
All vendor technicians performing work on site must report to Facility Service in Building 6 to the contractor badge check in/out room to sign in on the contractor log and get a “Contractor” badge. Badges must be returned, and log signed out prior to departing the premises. Vendor shall then coordinate with the COR prior to performing their work.
Personnel must wear the proper personal protective equipment (PPE) at all times. Work done under this project must comply with infection control requirements.
The contractor shall receive all deliveries of materials, equipment, tools, or other goods off of station, and bring them to the job site. The Manchester VA shall not accept deliveries for project purposes.
Special care will be taken to secure tools and equipment.
Material Safety Data Sheets (MSDS’s) must be submitted to the COR for approval for all hazardous materials before they are brought to the work site.
End of day cleanup of the work area(s) is mandatory, and all trash shall be bagged and properly disposed of offsite.
Contractor vehicles, including those of their employees, are to be parked in the lower level of Lot D.
All travel costs associated with performance of this contract are the responsibility of the Contractor and are provided at no additional cost to the government as part of this contract. Travel costs are defined but not limited to time and vehicle costs for personnel in travel to and from job site for all duties outlined in this specification, normal shipping charges on any parts or materials covered by this contract, costs associated with the normal shipping of parts or equipment out for repair that are covered under this contract, etc.
5.0 PROTECTION AND RESTORATION
The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which is not to be removed, and which do not unreasonably interfere with the work required under this contract.
The Contractor shall protect from damage all existing improvements and utilities at or near the work. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the CO may have the necessary work performed and charge the cost to the Contractor.
Upon completion of contract, deliver work complete and undamaged. Existing work (walls, ceilings, partitions, roofs, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work, shall be patched, repaired, reinstalled, or replaced with new work, and refinished and left in as good condition as existed before commencing work.
At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings and which are not scheduled for discontinuance or abandonment.
6.0 SAFTEY REQUIREMENTS
No personnel shall enter any storm water catch basins or piping unless the area is treated as a confined space. Prior to entering the confined space, a Confined Space Safety Plan shall be submitted to the VHA for approval and submittal. It is anticipated that this contract can executed without having to enter any confined spaces.
VH Manchester has a site-specific Safety plan shall be followed as part of this contract to protect contractor as well as occupants (patients and employees) of the Medical Center. This site-specific safety plan can be refenced as Attachment C Safety Plan as part of this contract.
Some of the items required are as follows (whether included in Safety Plan):
· Traffic control if equipment if being used during working hours Use of safety precautions established by EM385 including but not limited to;
· safety cones, signs, flaggers, etc.
· No manhole shall ever be left uncovered at any time unless supervised
· All uncovered manholes shall be barricaded to prevent injuries to people
· 1 week notice of any road closures or lane closures on the campus Place of Performance/Place of Delivery

1. Questions: Any questions must be submitted in writing no later than Monday 17 June 2024 at 3:00 PM EST. Answers to the questions will be posted the following week.
2. Quote: Offeror shall provide a quote using the Line item 0001 table above. Offerors must also provide all applicable labor rates for the solicited services so they can be compared to the applicable wage determination for compliance with the Service Contract Labor Standards.
All quotes shall be sent to the Contracting Officer, David Valenzuela at david.valenzuela2@va.gov.
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The following are the decision factors:
1. Price: Quotes will be compared by price.
1. Technical: The offeror’s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Statement of Work in a timely efficient manner.
1. Contractor shall provide specification sheets for proposed equipment and include within the solicitation response.
1. Vendors shall be certified as a SDVOSB in VetBiz or VetCert, failure to be certified will remove vendors from consideration.
The award will be made to the response most advantageous to the Government.
Responses should contain your best terms, conditions.
Submission of your response shall be received not later than 28 June 2024 at 3:00:00 PM EST. All quotes shall be emailed to David Valenzuela at david.valenzuela2@va.gov.
Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1.
