The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price contract to acquire Powered Flight Training Program services in support of The United States Naval Academy (USNA) under FAR Part 13.5 ‘Simplified Acquisition Procedures for Certain Commercial Products and Commercial Services”. The Government intends to solicit and negotiate with only one source, Pray Aviation, Inc. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This is a combined synopsis/solicitation for commercial supplies in accordance with the information in FAR Subpart 12.6 and FAR 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about 22 May 2024 under Request for Quotation (RFQ) number N0018924Q0270 at the following website: https://beta.sam.gov/ This solicitation documents and incorporates provisions and clauses in effect through FAC 2023- 04 and DFARS Change Notice 20230531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are available in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price contract under NAICS 611512.

Powered Flight Training Course: Powered Flight Program training, including all Pre and Post flight briefings and Flight Instruction to be performed by Contractor FAA Certified Flight Instructors. If a Midshipmen does not complete the full training, the contractor shall only bill for the proportionate amount of training completed. Remedial training shall be billed under CLIN 0002. A unit is defined as one training course that results in successful completion of the program. Aircraft use shall be billed under CLIN 0003.

Remedial Training: Additional coursework in excess of CLIN 0001 required for Midshipmen to complete the Powered Flight Program. Any C590 stage checks performed by Contractor personnel are also included in this CLIN.

Aircraft Rental: Aircraft rental based on the Hobbs meter. This covers use of the aircraft by Navy Pilots, Midshipmen instruction led by USNA personal, Midshipmen flight time under CLIN 0001, and Midshipmen solo flight time.

Period of Performance: 01 June 2024 through 31 May 2025
