1. COMBINED SYNOPSIS/SOLICITATION DESCRIPTION: The SF1449 serves as the solicitation and is further supplemented with additional information listed below. The offeror is required to comply with all instructions contained in the SF1449 including the additional requirements found in this document.

2. REQUIREMENT DESCRIPTION: The Department of the Air Force (DAF) Libraries require access to a Video Game Collection Development Point System providing video games to DAF Libraries including remote and isolated locations and DAF Base Library locations.

The subscription:

1. Must be able to provide under CLIN 0001, Video Game Point Plan for Remote and Isolated Kits, the following minimum characteristics:

i. Must be able to provide materials for collection development in formats that include video games.

ii. The vendor must offer video game plans providing selection from a significant collection of new release or high demand titles.

iii. The vendor must provide reliable monthly selection lists ensuring that selections will be new release or high demand titles. The customer also desires the ability to select older titles re-released in video game titles that may not be on the selection lists. Following formats: Xbox 1, PlayStation 4, Nintendo Switch, PlayStation 5 and Xbox Series X.

iv. Each remote and isolated kit should be 1 box and shipped to requested locations and consist of 6 Video Game titles, selected from current popular titles. Will ship to: 25 sites, 12 monthly shipments of 6 video games per kit, for a total of 1,800 video games.

v. Must be able to provide material of new releases, current best sellers as well as a back catalog of older material.

vi. NO Duplication of titles in the kits.

vii. Requires access to the vendor's pre-publication lists with advance notice of new releases, and access to information about other titles available.

viii. Shall provide a multi-tier web-based system for review and selection. The system shall offer access to information about publications such as reviews, selection lists, release dates, publisher's list prices, video game covers, descriptions, etc. Librarians shall have their own unique logins to select items, build carts, and submit selections to the

Contractor, or notifications to the ordering officer, who will then submit the selections to the Contractor.

ix. Selections shall be allowed at minimum once a month.

x. Items received in error or in unacceptable condition shall be replaced and shipped to the customer at no additional cost. Return of such items shall not be required.

xi. Shipping shall be via U.S. Postal Service First Class and Priority Mail, UPS, FedEx

Ground, or similar to APO addresses, either New York, NY or San Francisco, CA. No international shipping is required.

xii. No technical or physical processing is required.

xiii. The vendor shall ship items in complete kits on a monthly basis. Kits must be packaged and labeled separately for each location.

xiv. Must be able to dedicate customer service representative to resolve all service issues.

2. Must be able to provide under Option CLIN 1001, Video Game Point Plan for Remote and

Isolated Kits, the following minimum characteristics:

i. The same characteristics listed under CLIN 0001.

Access to CLIN 0001 shall provide for twelve (12) months from 30 September 2021 to 29 September

2022. Access to Option CLIN 1001 shall provide for twelve (12) months from 30 September 2022 to 29

September 2023. The Air Force anticipates a Firm Fixed Price (FFP) purchase order.

3. Must be able to provide under CLIN 0002, Video Game Point Plan for DAF Library Kits:

i. Must be able to provide materials for collection development in formats that include video games.

ii. The vendor must offer video game plans providing selection from a significant collection of new release or high demand titles.

iii. The vendor must provide reliable monthly selection lists ensuring that selections will be new release or high demand titles. The customer also desires the ability to select older titles re-released in video game titles that may not be on the selection lists. Following formats: Xbox 1, PlayStation 4, Nintendo Switch, PlayStation 5 and Xbox Series X.

iv. Each Department of the Air Force Base Library kit should be 1 box and shipped to requested locations and consist of 7 Video Game titles, selected from current popular titles. Will ship to: 63 libraries, 12 monthly shipments of 7 video games per box, for a total of 5,292 video games.

v. Must be able to provide material of new releases, current best sellers as well as a back catalog of older material.

4. QUOTE REQUIREMENTS: The offeror shall provide the following within their quote to be considered responsive:

1. This is not a brand name requirement as offerors are encouraged to offer products other than those specifically referenced by brand name. The quote shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.

This may include product literature or other documents if necessary.

2. The Government will evaluate the quotes for CLINs 0001, 1001, and 0002 separately, and reserves the right to award, or not award, each individual CLIN. The Government reserves the right to select all, part, or none of the separately priced efforts contained in each contractor's quote in response to this solicitation. The Government reserves the right to award each effort separately to multiple contractors. If a contractor is only able to provide a portion of the supply, this should not preclude them from submitting a quote.

3. The contractor may propose additional products to the one requested, if they feel it provides additional value to the United States Government. If additional products are proposed, the vendor should ensure it is severable from the base requirement of the USG, where possible.

4. If an offeror requires an end user license agreement, this shall be included in the quote.

5. The quote should include the past performance information found in Attachment 2 of the solicitation. This shall include at least one previous example of a previous job of the similar size.

Please, include a POC for the customer, and sufficient detail to display the parameters of the similar pervious performance.

6. The CO is also requesting electronic access to the offered products for three (3) days. Please include instructions to obtain this access. The access provided is strictly for evaluation purposes only. The Government shall not receive a benefit from the three day access. This will be used if the selection cannot be made based on the vendors quote alone. It may also be used to verify the content in the quote.

5. EVALUATION DESCRIPTION: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Capability: Technical capability will be evaluated by the vendor’s ability to meet the minimum requirements listed throughout this solicitation. Any additional technical capability provided will be used to determine best value.

2. Price: Price will be evaluated by comparing pricing for product.

3. Past Performance: Past performance will be evaluated IAW FAR 13.106-2(b)(3)

The relative importance assigned to each evaluation factor is not provided, in accordance with FAR

13.106-1(a)(2). Comparative evaluations of offers will be conducted to determine which product is most advantageous to the Government, price and other factors considered.

Additional Terms that apply to this acquisition:

1. Advanced payments are authorized with invoice.

2. Anticipated Award Date is: 29 September 2021
