This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation number FA560626QA064 is issued as a request for quotation (RFQ) for the procurement of two (2) Ballistic Shacks incl. delivery of the booths IAW Attachments 1 and 2 of this solicitation.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference.

The Government will use the comparative evaluation procedure in Section 6 and anticipates issuing a purchase order on or about 30 September 2026.

All responsible sources may submit a quotation, which will be considered by the agency.

Legal Effect of Quotations

Neither a quotation nor the purchase order issued by the Government in response to a quotation form a binding contract. The purchase order is the Government’s offer to a supplier to buy certain products or services upon specified terms and conditions.

A binding contract is formed when the supplier accepts the Government’s offer, either by written acceptance of the purchase order or substantial performance of the purchase order. The contracting officer may request that the contractor provide written acceptance of the order.

Funds Availability Notice

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. 5. QUOTATION INSTRUCTIONS – ADDENDUM TO RFO 52.212-1

For this RFQ, references to an “offer” or “Offeror” mean a quotation or quoter for submission and evaluation purposes only. This terminology difference does not change the legal effect stated in Section 2.

1. All quoters must be registered and active in the System for Award Management (SAM.gov) at the time of quotation submission and at time of award, unless an exception at RFO 4.203-1(b) applies.

2. Submit the quotation by email to rylan.tuson.1@us.af.mil and keoni.quanico@us.af.mil in English no later than 16 SEP

2026, 0900 CET.

3. Identify the RFQ number, legal business name and address, point of contact, UEI, and CAGE or NCAGE code. The SAM legal name and address must match the quotation and resulting purchase order.

4. Provide a completed pricing schedule for every evaluated line item and option, identify the quoted currency, and state whether prices include all transportation to the stated destination.

5. Provide technical information sufficient for the Government to evaluate the quoter’s adherence to the technical requirements of this solicitation, including any attachments. Simply restating the requirement as it is written in the solicitation or its attachments is NOT considered sufficient information.

6. Provide recent and relevant past-performance references for evaluation, including past Government contracts, or identify where equivalent commercial or Government performance information can be obtained.

7. Submit representations, certifications, exceptions, and fill-ins that not incorporated through the System for Awards Management (SAM) and clearly identify any exception(s).

8. Quotations submitted in response to this solicitation shall remain available for Government acceptance until 31 December 2026. Late quotations will be considered under the RFO 52.212-1(c) standard.

A quotation that fails to meet any of these requirements may be determined ineligible for purchase-order issuance.

6. EVALUATION AND BASIS FOR PURCHASE ORDER

Per RFO 12.203, the Contracting Officer has broad discretion in how quotations will be evaluated. For this RFQ, the Government will comparatively evaluate quotations using Technical Merit, Past Performance, and Evaluated Price.

Technical Merit

The Government will comparatively assess how well each quoted product or service meets the requirement, considering Evaluated Price, Technical Merrit and Past Performance. A quotation that fails to meet the stated minimum requirements of this solicitation may be determined ineligible for purchase-order issuance.

52 CONS | Germany RFO Part 12 Core RFQ | Page 3 of 7 | Working corpus 25 Aug 2026

Evaluated Price

Evaluated price is the total price of all evaluated line items and options, including transportation charges from the supplier’s shipping point to the delivery destination. Prompt-payment discounts will not be included in evaluated price. If more than one currency is permitted, the Government will convert quotations using Foreign Currency Fluctuations, Defense (FCF,D) appropriation as of 09 SEP 2025. The Contracting Officer must determine whether the price is fair and reasonable prior to the issuance of a Purchase Order for the quoted products or services.

Measure of Merit

Acceptable: Price is clearly stated, correctly calculated, and includes all required CLINs Unacceptable: Price is missing, unclear, miscalculated, or incomplete. Quotes may be rejected as non-responsive

Technical Merrit

Each technical factor will be evaluated on an acceptable/unacceptable basis and assigned a rating on whether the quote meets the solicitation requirements. Extra credit will not be assigned for exceeding the acceptable/ unacceptable criteria. A rating of "Acceptable" will be required in the factors to be eligible for award.

Measure of Merit -- Compliance with Attachment 1 – Salient Characteristics FA560626QA064

Acceptable: Quote demonstrates the ability to meet all solicitation requirements Unacceptable: Quote fails to meet one or more requirements. Restating the Salient Characteristics or copying website content does not constitute an acceptable technical response

Past Performance

The Government will consider recent and relevant performance information from Government and commercial sources, including Contractor Performance Assessment Reporting System (CPARS) and available Supplier Performance Risk System (SPRS) supplier-risk information. Recency and relevance will be assessed as follows: Quoters found to have an active exclusion referenced in either of the above-mentioned systems will be excluded from the competitive range. A quoter without an SPRS risk assessment will not be considered favorably or unfavorably.

SPRS and Responsibility

The Government will consider available SPRS price and supplier risk assessments, and available item-risk assessments for an identified end product, as part of the award decision. SPRS will not be the sole basis for price reasonableness. Responsibility is a separate pre-award eligibility determination and is not a comparative evaluation factor.

Basis for Purchase Order

The Government intends to offer a purchase order to the responsible quoter whose quotation complies with the RFQ submission requirements and provides the best value after comparative consideration of the stated factors. The Government may select a higher-priced quotation when its evaluated benefit warrants the additional price. The Government may communicate with one or more quoters and may request revised quotations. The Government is not required to establish a competitive range, use numerical scoring, or prepare a source-selection plan.

Ombudsman

An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman:
