Addendum to 52.212-2 Evaluation Commercial Products and Commercial Services
BASIS FOR CONTRACT AWARD: Government evaluation will be conducted on received quotations considering the evaluation factors listed herein. Consistent with Simplified Acquisition Procedures the quotations will be evaluated in accordance with RFO 12.201-1. Comparative evaluations will be utilized whereby the government will compare all quotes that meet the Government’s requirements as defined in
Addendum to 52.212-1 and 52.212-2. The government will select an awardee whose quote is considered the most advantageous to the government, price and other factors considered. Therefore, the Government reserves the right to select an awardee that provides benefit to the government exceeding the minimum standards but is not required to do so.
This selection will be based on an integrated evaluation of the factors as described below.
Part I - Technical Capability
Part II – Prior Experience
Part III- Past Performance
Part IV - Price.
I. Technical capability evaluation:
In evaluation of this factor, the Government will confirm if the quoter's technical part of quotation is clear, concise, and include all stated elements to ensure effective evaluation.
In evaluation of this factor, the Government shall confirm if the quoter submitted Technical
Literature demonstrating its capability to supply and deliver within 365 calendar days from the award date the combination sewer truck IAW with Attachment 1 – Technical Specifications
Combination Sewer Cleaner Truck requirements.
In evaluation of this factor, the Government shall confirm that the offeror submitted Technical Capability in the format required by Addendum to RFO 52.212-1.
II. Prior Experience evaluation
In evaluation of this factor, the Government shall confirm that the offeror submitted prior experience information of at least one (1) but no more than two (2) projects. Prior Experience must be relevant to the one required by Technical Specifications. Relevant prior experience includes contracts/projects completed or ongoing within five (5) years from the solicitation posting date for the supply and delivery of combination sewer trucks.
In evaluation of this factor, the Government shall confirm that the offeror submitted Prior Experience in the format required by Addendum to RFO 52.212-1.
III. Past Performance evaluation
In evaluation of this factor, the Government shall evaluate the positiveness of performance history from the
Supplier Performance Risk System (SPRS), the Contractor Performance Assessment Reporting System
(CPARS) and any customer references provided.
IV. Price Evaluation:
The reasonableness of the quotation will be determined on the total price provided for this solicitation.
The total price will be determined by the sum of all the unit price submitted for each of the items listed on the Price Schedule (Attachment 2).
Quoters should give the best available price to the Government for each unit price in terms of arriving at the most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed price", a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable.
The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
Important note: The listing of the above evaluation factors is not in any order of importance.
No additional requirements or terms and conditions apply to this acquisition.
Defense Priorities and Allocations System (DPAS) assigned rating is: none.
SAM Requirement - Offerors are required to be registered and have an active profile in the System for
Award Management (SAM) at the time a quotation is submitted in order to comply with the annual representations and certifications requirements.
