COMBINED-SYNOPSIS/SOLICITATION
HUD-HHS Childcare Study Small Business Set-aside.
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this effort is 86614822R00016. This requirement is issued as a Request for Proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This solicitation is set aside for small businesses. The North American Classification System (NAICS) 541611 - Administrative Management and General Management Consulting, and the Size Standard is $16.5 million.
Below are the CLINs, Items, and Estimated Quantities for the base year and each option period. The period of performance will be for 24 months. HUD intends to award one contract from this solicitation.

The Department of Housing and Urban Development (HUD) has a requirement to procure the services of a Contractor to describe 1) the needs, preferences, and early childcare solutions used by HUD-assisted families, 2) how HUD-assisted families engage with early childcare assistance programs, 3) the current availability of on-site early childcare services, and 4) how PHAs and Federal and state programs can better support on-site early childcare. These services are necessary to develop an understanding of the challenges faced by PHAs and HUD-assisted families in accessing early childcare, and to identify solutions to the identified challenges. Detailed descriptions of specific tasks are provided in Section 5 – Specific Tasks and Deliverables.
In accordance with FAR 15.101-2, a Lowest Price Technically Acceptable source selection process will be conducted. Award will be based on the lowest evaluated price of offerors meeting or exceeding the technical acceptability standards for the non-price factors. If any of the offeror's non-price technical factors are determined to be unacceptable, the proposal shall not be further evaluated.
The Government will evaluate proposals for technical acceptability on an Acceptable/ Unacceptable basis using the process identified under the section entitled Best Value LPTA Award. All technical criteria must be rated "Acceptable" to be considered Technically Acceptable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. The failure of a proposal to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award in the absence of discussions.
Each technical factor will receive one of the ratings listed below:
• Acceptable: The proposal clearly meets the minimum requirements of the solicitation.
• Unacceptable: The proposal does not clearly meet the minimum requirements of the solicitation.

Technical and past performance, when combined, are equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
