All items must be provided in full for each phase or none at all; failure to deliver all supplies within a designated phase triggers liquidated damages. Phase 1 includes 25 line items spanning pH/gas sensors, chemistry sensors, calibrators, reagent cartridges, and cleaning solutions with specified quantities. Subsequent phases contain similar consumable replenishment items. Pricing must be all-inclusive of shipping, handling, and applicable fees with firm pricing for one year post-award. The contractor must provide at least one year extended warranty covering defects in workmanship and component failure. Deliveries require coordination with the Technical Point of Contact and must occur Monday-Friday, 8:00 AM to 4:00 PM Eastern Time, excluding federal holidays. Items requiring refrigeration or classified as flammable must be shipped overnight for early morning delivery with appropriate DOT/IATA compliance. Questions are due June 22, 2026 at 12:00 PM EDT, and proposals are due June 26, 2026 at 12:00 PM EDT to brandon.rafus@fda.hhs.gov.
