Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03.

The associated North American Industrial Classification System (NAICS) code for this procurement is 336612 with a small business size standard of 1000

The Cape Lookout National Seashore, 131 Charles Street Harkers Island, NC, 28531, is seeking to purchase a pilothouse boat and trailer.

All interested companies shall provide a quotation for the following:

LE Division- Pilot House Boat Specs:

-This procurement is for a total package, to include hull, motors (2), trailer, and all accessories installed.

-Vessel will be fully rigged with (2) motors and all listed accessories.

-Vessel will be delivered to park fully operational and ready for sea trial as described below. Vessel to be delivered on trailer specified below.

-Pre-Delivery inspection will be complete prior to acceptance.

-Sea trial will be complete with 2 NPS personnel at time of delivery, prior to final acceptance.

-Vessel, outboard motors, and trailer will be delivered on trailer ready for seal trial to:

-Hull:

-Forward pilot house style, ¾ cabin.

-Fiberglass construction, chopper and hand-laid.

-Full marine gelcoat interior and exterior for industrial use.

-Exterior gloss white.

-Interior white base, flake or speckle finish suitable.

-Interior surface to be of non-skid finish.

-Gunwales and front deck to be of non-skid finish.

-Vee-Modified Vee Hull, 21 degrees dead rise. +/- 1 degree.

-Gunwale top width, minimum 8”, maximum 9”.

-Anti-skid/ Traction aid integrated into gelcoat on horizontal surfaces of gunwale, engine bracket, and bow.

-Maximum draft, 17”

-Minimum freeboard, 24.5”

-Overall hull length, 25’ 3” minimum, 25’ 7” maximum.

-12 Passenger Capacity.

-Fuel Capacity, 175 gallon minimum, 190 maximum.

-Hull Color- White

-Bottom to be etched and painted with anti-fouling paint. Color Black.

-Bottom paint to extend from water line to all submerged surface area of hull.

-Trilux 33, or equivalent.

-Bottom to be etched, sanded, and prepped per paint manufacturers specifications

-Pilot house style boat, fiberglass cabin, forward helm, enclosed on both sides, top, and front. Windows, windshields, and fiberglass cabin. Cabin interior will accommodate 4-6 adults. Seating for 4 minimum.

-Cabin to include sliding windows on port and starboard walls.

-Cabin to include 2 individual front windows (windshield), tilt out, stainless hardware

-Cabin, walls, roof, to be hand-laid and gel-coated fiberglass.

-Cabin to contain 1 integrated bench seat on port wall.

-Cabin to contain 1 Seaspension captains chair(or equal) at helm.

-Vessel will have an enclosed forward cabin with cushions/seating for 4 adults.

-Vessel will be self-bailing, floor will be above water line and drain through rear scuppers. Boat will not require bilge pumps to stay afloat during heavy rain.

-Open back cabin. No wall, no door.

-Include canvas spray curtain, attachment by buttons.

-Buttons to be placed in matching locations on cabins and curtain.

-Bench seat incorporated into left side of cabin interior.

-Bench seat to have enclosed storage underneath.

-1 Additional seat to be located directly behind captain’s chair.

-Seaspension, Suspension captain chair.

-Full perimeter rubber, D-style, rub rail.

-Twin outboards to be mounted on external motor bracket.

-Bracket to be integrated into hull structure.

-Bracket to be reinforced internally and rated for 150% of engine power.

-Stern to have access door for motor bracket access.

-Door to be of fiberglass construction and integrated into hull.

-All stainless hardware, hinge, and locking mechanism.

-No manufacturer decals, no graphics.

-Paint Law Enforcement Stripe, Green, on port and starboard bow. (See Spec Below)

-Paint to be marine-rated topside enamel paint.

-Color codes to match SW6454, Shamrock.

-All hardware, screws, bolts, fasteners, and hinges located anywhere inside/outside on the vessel will be marine rated Type 316 Stainless Steel.

Motors:

-Twin (2)Yamaha F200, four stroke, digital controls. LH and RH.

-50 amp alternator.

-2.8L displacement.

-Command Link Plus controls.

-Powertech, Offshore, Stainless Steel, 3 blade props. Cushionlok Hub. (or equivalent)

-(2) 10 micron, racor style fuel filters, with clear bowl.

-Dual digital Yamaha gauges in dash.

-Outboards Engines to be warrantied for a period of 5 years.

-Engines to be rigged, tested, and delivered as a fully operational vessel.

Rigging: (All to be installed prior to delivery)

-Windshield with dual wipers.

-Side windows will slide to open, no screens.

-Dual batteries with dual switch. Batteries to be deep cycle Marine type, sealed, AGM.

-900CCA Nominal, each.

-Dual bilge pumps, with dual switch. Controlled on main rocker/switch panel.

-Rear bilge pump to operate on float switch, wired direct to battery.

-Rear bilge to still operate on manual switch when required.

-Horn, activated on dash switch panel.

-Horn to be roof mounted. Stainless steel.

-Amarine, dual, 125db, or equivalent.

-Stainless steel grab rails alongside-top of cabin. Both sides. Full length of cabin.

-Stainless tube diameter, 5/8 nominal

-Mounted with stainless hardware, bedded with 5200 sealant.

-Stainless steel cleats on rear corners and single large cleat on bow deck. Able to accept

½” braided dock line.

-10” cleat ear-to-ear.

-Stainless cleats at mid-point of vessel, slightly aft of cabin. Total of (5) cleats on vessel.

-Full navigational light package, USCG requirements, LED.

-All navigational lights to be LED.

-Illuminated and waterproof, marine rated, switch panel for all accessories, labeled as installed.

-Switch/rocker panel and all accessories to be protected by marine-rated breaker panel. Blue Seas Systems Breaker panel or equivalent. Each circuit to be individually protected.

-Hydraulic, zero-feedback steering. Seastar Commercial Application or Equivalent.

Electronics/ Nav: (All to be installed prior to delivery)

-In-dash navigation, Garmin, GPSMAP 942XS bundle with Radar. (or equivalent)

-Garmin, GC 12 Camera, integrated to chart plotter. Installed. (or equivalent)

-Garmin, 18 HD+ Radar/Sonar. Installed. (or equivalent)

-In-dash VHF radio. Installed.

-Cabin mounted spotlight, spotlight to be controlled from inside cabin. Forward facing.

-Spotlight to be LED.

-225,000 candela rating, minimum.

-Law enforcement LED Blue Strobe, Marine rated, mounted on top of cabin

-Controlled from interior, via master switch/accessory panel.

-Utilize mounting bracket as required to mount in conjunction with Radar and

Spotlight.

-Law Enforcement Siren/Speaker combo.

-Dyanmax/ ES100C or Equivalent.

-Law Enforcement Siren/Speaker controller.

-Federal Signal Pathfinder or Equivalent.

-Dash mounted.

-LED Spreader light mounted on cabin facing rear, to illuminate deck.

-Controlled by main rocker/switch panel.

-Bunks will be standard timber and carpet.

-Surge Brakes.

-Full aluminum construction. All supports, all brackets, all I-beams.

-LED light package.

-Rated capacity 150% of full fueled weight of vessel.

-Nylon webbed hand winch, NOT WIRE, NOT ROPE.

-Aluminum mag wheels.

-Trailer will be setup specifically for the above listed vessel and be delivered to CALO on this trailer.

-Trailer to be delivered with 1 spare wheel/tire. Mounted to front of trailer.

-Accessories:

-2 Anchors, traditional, 10lb. With 10’ stainless chain and 50’ braided line.

-4 Life vests, Mustang Self-inflating. Red.

-USCG approved day/night flare and signal package.

-USCG approved throwable lifesaving flotation device.

-3 Dock lines, 5/8 double braid nylon, UV resistant. Closed eye one end. 20’ length.

-Include first 2 Yamaha factory required service. All parts and labor.

-Park will deliver vessel up to 25 miles for service. Otherwise dealer responsible for transport of vessel to and from park.

-LE Green Stripe specification:

"Vessels will be marked, to the extent that vessel design allows, with three adjacent diagonal stripes running from water line to the gunwale on both port and starboard, approximately one-quarter of the length topside from the bow. The stripes are set at an angle of 30 degrees from the vertical, approximately parallel to the bow. The markings consist of a broad forest green stripe nearest to the bow, followed by one narrow white stripe and one narrow forest green stripe. The width of the broad green stripe is one-half the vertical distance between gunwale and water line. The narrow white and green stripes are 8 percent and 11 percent the width of the main green stripe, respectively."

Delivery shall be provided no later than 30 days after receipt of order/award of contract. FOB destination. The contractor shall deliver line item to 131 Charles Street, Harkers Island, NC, 28531

Award shall be made to the quoter whose quotation the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: meeting or exceeding the requirement, past performance, technical capability, and price.

Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.”

The following contract clauses apply to this acquisition:

This is an open-market combined synopsis/solicitation for products as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Quoter shall list exception(s) and rationale for the exception(s).

Submission shall be received not later than April 20,2021 at 4:00 pm Eastern Daylight Time. All submissions shall be emailed to William_leady@nps.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
