Background

USAGM’s broadcast networks include Voice of America, Radio Free Asia, Radio Free Europe/Radio Liberty, Middle East Broadcasting Networks, and Office of Cuba Broadcasting.

The United States Agency for Global Media (USAGM, or “Government”) through the Office of Business Development seeks a cloud video/television playout system to help create, maintain and deliver linear programming around the world direct to consumers and USAGM affiliates. Channels and streams shall be distributed to multiple destinations in multiple output formats.

Scope of Work

The Contractor shall demonstrate the scalability of its proposed system, citing examples of large broadcasting company clients that show experience that is relevant to the objectives presented in this document. The solution proposed by the vendor must be a Global Cloud Based Service or Platform (SaaS or PaaS) in compliance with FedRAMP/FISMA and/or similar security standards. Solutions that offer compliance with similar security standards must be willing to apply for federal security standards.

Additionally, proposed solutions must include a channel marketplace that will promote USAGM channels and facilitate channel distributions onto large, international streaming television platforms.

The proposed solution shall provide a secure cloud TV playout platform that can integrate with our agency's Active Directory Single-Sign-On (SSO) systems, to manage user access.

The platform will support content ingest and transcoding, automatically ingesting content from existing USAGM broadcast systems. The successful Contractor’s solution shall include the following:

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. FAR provisions and clauses may be obtained from the Internet Web address at: http://acquisition.gov/far/index.html. Interested Offeror(s) should submit a proposal identifying capabilities as instructed at paragraph (ix) below.

Each Offeror is required to submit: (a) a single Technical Proposal and (b) a Price Proposal as further described below.

(ix) The Federal Acquisition Regulation (FAR) provision FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021), applies to this solicitation for the evaluation of Offeror’s Technical and Price proposals as set forth below.

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical Capability;

(ii) Past Performance; and

(iii) Price.

Technical capability and past performance, when combined, are more important than price.

Evaluation Factors

Evaluation Factor 1 – Technical Approach/Methodology

The Government will evaluate the Offeror on the quality and analytical rigor of the technical proposal and ability to analyze trade-offs between statistical rigor, implementation feasibility and cost in the context of discussing design alternatives demonstrated in the technical offer.

The proposal shall be evaluated for each technical section of the statement of work.

The broad technical evaluation factors are as follows:

Vendor capabilities and overall approach to content ingest.

Vendor capabilities and overall approach to channel scheduler.

Vendor capabilities and overall approach to playout and distribution.

Vendor capability and overall approach to security items.

Vendor capability and overall approach to channel marketplace distribution.

Vendor capability and overall approach to support.

Vendor capability and overall approach to transition plan.

The proposed solution shall provide USAGM with cloud software as a service to rapidly create, schedule, and distribute linear television channels to audiences, affiliates, and media distributors around the world.

NOTE: Mere restatement of the requirements or statements from the Offeror that its Proposal is compliant with the RFP without providing a description of the approaches, techniques, solutions, and/or processes to satisfy the RFP’s technical requirements, will be considered inadequate and may be cause for rejection of the Offeror’s Proposal.

Evaluation Factor 2 – Past Performance

The Government will evaluate reference information provided to ascertain the ability of the Offeror to successfully perform the required effort of this requirement. The Government reserves the right to consider information from any other source(s) when evaluating the Offeror's past performance, including (but not limited to) CPARS assessments and knowledge of the Offeror’s performance on other USAGM contracts not cited in the Offeror’s quotation. Offerors with no relevant performance history shall be assigned a neutral rating having no negative or positive evaluated significance.

Evaluation Factor 3 – Price

While price will not be assigned a rating during the evaluation, it is a criterion in the overall evaluation of offers. Price quotations will be analyzed for fairness, reasonableness and completeness. A price offer found to be unrealistically low or unreasonably high may be considered to reflect a lack of understanding of the requirements. Offerors are cautioned that unreasonably high or unrealistically low proposed prices may be grounds for eliminating an offer from consideration for award.

Basis for Award: The Government reserves the right to make multiple awards (firm-fixed-price contract) from this solicitation to the Offerors that best meet USAGM’s operational requirements.

(b) Options. Not used

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services, with their Technical Proposals.

These representations and certifications will be incorporated by reference in any resultant contract.

Offerors may either submit a paper copy of FAR Clause 52.212-3 or submit this information through the System for Award Management (SAM) www.SAM.gov. Proposals must also include the Offeror’s UEI Number, prompt payment terms, and correct remittance address, if different from mailing address. THE OFFEROR MUST BE REGISTERED ONLINE IN THE SAM

DATABASE AND LISTED AS “ACTIVE” PRIOR TO CONTRACT AWARD, AND

PROSPECTIVE AWARDEES ACKNOWLEDGE THE REQUIREMENT TO MAINTAIN AN

“ACTIVE” SAM REGISTRATION STATUS DURING PERFORMANCE AND THROUGH

FINAL PAYMENT OF ANY RESULTING CONTRACT.
