About this file

This is a Combined Synopsis/Solicitation (RFP) for the procurement of a commercial Selective Laser Sintering Three-Dimensional Additive Manufacturing System by the Naval Research Lab (NRL) in Washington, DC. The solicitation number is N00173-26-R-TJ03, posted on June 8, 2026, with responses due 30 days after posting. The requirement involves three line items: the Selective Laser Sintering system itself, installation services, and warranty coverage, all priced on a lot basis. The contract will be awarded on a firm fixed-price basis to a responsible offeror whose offer provides the best value to the Government through a price/technical tradeoff analysis. Required delivery is 60 days after award, with destination at Naval Research Laboratory, LASR Facility B271, 4555 Overlook Ave. SW, Washington, DC 20375. FOB is Destination, with all costs borne by the contractor.

Offerors must submit new equipment only (no remanufactured or gray market items), include product literature demonstrating compliance with specifications in Attachment 1, provide a cost breakdown for equipment, installation, training, testing, and warranty as separate line items, describe standard and extended warranties, include authorization letters if reselling another manufacturer's products, and confirm shipping inclusion in pricing. Offerors must be registered in SAM.gov and provide company information including name, address, CAGE, Unique Entity ID, website, and point of contact. Evaluation criteria prioritize Technical Capability (compliance with specifications) as most important, followed by Past Performance (assessed via Supplier Performance Risk System data), and Price Reasonableness as least important. The Government reserves the right to conduct exchanges with the best-suited contractor and may award to an offeror that does not have the lowest price if technical factors justify the tradeoff. The solicitation incorporates numerous FAR and DFARS clauses and provisions, including those addressing ethics, labor standards, cybersecurity compliance, buy American requirements, and payment processing through Wide Area Workflow (WAWF).

SECTION 6- EVALUATION AND BASIS FOR AWARD

FAR 52.212-2 - Evaluation - Commercial Products And Commercial Services (NOV 2021) applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Factors other than price shall be considered, and a Price/Technical Tradeoff analysis of both price and non-price factors will be conducted as part of each submission’s evaluation. Trade-off considerations may result in the determination that it is in the best interest of the Government to award to an Offeror that does not have the lowest price technically acceptable offer, or similarly, and Offeror that does not have the highest technically-rated offer. The following factors shall be used to evaluate offers:

1. TECHNICAL CAPABILITY:

The Government will evaluate quotes based on how well the proposed product(s) meet the requirement of the Specifications defined in Attachment 1.

Vendors will be evaluated from Outstanding to Unacceptable on above parameters. The Technical capability rating methodology is as follows:

Adjectival Rating Description

Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is un-awardable, and/or risk of performance is unacceptably high.

For the purpose of evaluation of Technical Capability, the Vendor shall provide documentation that confirms the proposed solution is capable of meeting and/or exceeding all the Government’s required specifications. Vendor shall include a copy of the quoted system’s manufacturer’s specifications.

General statements, that the vendor can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quote.

2. PAST PERFORMANCE:

IAW DFARS 252.213-7000, The Contracting Officer shall consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) in Accordance With (IAW) DFARS 252.204-7024 to evaluate the Offerors performance.

SPRS risk assessments will be considered during the evaluation of quotations/offers received in response to this solicitation, as follows:

(1) Item risk will be considered to determine whether the procurement represents a high performance risk to the Government.

(2) Price risk will be considered in determining if a proposed price is consistent with historical prices paid for a product or a service or otherwise creates a risk to the Government.

(3) Supplier risk, including but not limited to quality and delivery, will be considered to assess the risk of unsuccessful performance and supply chain risk.

3. PRICE REASONABLENESS:

The Government anticipates making a determination of fair and reasonable price based on competitive quotes. If only one response is received, the Government may use other methods as described at 13.106- 3(a)(2).

Based on the factors above, Technical Capability is more important than Supplier’s Past Performance and Supplier’s Past Performance is more important than Price Reasonableness.

(b) Award on Initial Responses; Exchanges with Best-Suited Contractor

The Government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with vendors. Vendors are strongly encouraged to submit their best technical solutions and price in response to this RFQ. However, the Government may engage in limited exchanges to clarify certain aspects of quotes. Once the Government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only that contractor to address any remaining issues and revise quotes, if necessary, and finalize an award with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined in the sole discretion of the Government, the Government reserves the right to conduct exchanges with the next best-suited contractor and address any remaining issues and revise quotes, if necessary, and finalize an award with that contractor.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, within the time for acceptance specified in the offer, shall result in a binding contract, without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
