Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate offers and award a contract without discussion.

Acceptable - Offer meets the minimum requirements of the solicitation
Unacceptable - Offer does not meet the minimum requirements of the solicitation
Note: Any offeror receiving a rating of "Unacceptable" for Technical Capability will no longer be considered for award.
Factor 2. Price will be evaluated separately from Technical and will be evaluated for fairness and reasonability in terms of the Government's requirement. Price must be determined to be balanced, complete and fair and reasonable.
