About this file
This is a Combined Solicitation and Notice of Intent to Sole Source issued by the Air Force Technical Center (AFTC/PZZG) under solicitation number FA930226Q0130. The contracting office intends to negotiate on a sole source basis with Thales Defense and Security, Inc. (DSI) for QDC Mounting Brackets. The requirement is for 10 units of QDC Mounting Bracket, Part Number A13095-1, National Stock Number 5340-01-634-0021, to be delivered FOB Destination. The response deadline is September 11, 2026, at 5:00 PM PDT. This acquisition is not set aside for small business concerns and is issued as a Request for Quotation (RFQ) for calibration services.
The sole source justification identifies Thales DSI as the only available manufacturer because competing vendors Gentex Corporation and Glenair have divested their QDC Mounting Bracket production. The component is mission-critical and specific to F-22 Raptor pilot helmets; no suitable commercial off-the-shelf alternatives exist, and current USAF inventory contains no available units. The QDC Mounting Brackets are essential components for Helmet Mounted Device (HMD) system testing scheduled from September 2026 through February-March 2027 at 411 FLTS. A maximum 30-day delivery timeline from order placement is required to prevent mission delays. All responsible sources may submit capability statements or proposals, though the Government retains discretion to decide whether to conduct a competitive procurement. Questions should be directed to Contracting Officer Abel Alcantar at abel.alcantar.1@us.af.mil.

Response times. This letter does not constitute a change order, nor does it grant permission to begin work on the proposed requirements. It is requested that your proposal be submitted as soon as practical, but no later than 5PM PDT on 11 September 2026 to allow for analysis and processing.
NOTICE OF INTENT TO SOLE SOURCE
Subject Description Justification This requirement is restricted to Thales Defense and Security, Inc
(DSI). The QDC Mounting Bracket had, and one point, two (2) other manufacturers; specifically, Gentex Corporation and Glenair, However, both companies divested these items making Thales DSI the sole manufacturer. Gentex Corp stated Item A13095-1 is no longer available and there is no direct replacement for this product.
A commercial off-the-shelf is not practical nor usable. HMD program was funded direct by Congress for Hickam AFB, HI F-22 Raptor unit with the two additional F-22 Raptor operational units being fielded after Hickam unit. There are other USAF aircraft, specifically F-16 and F-35, who have HMD systems, but this QDC Mounting Bracket is specific to F-22 Raptor pilot helmets. 411 FLTS decentralized materiel support (DMS) team researched Integrated Logistics System – Supply (ILS-S) and there are no QDC Mounting Brackets in the USAF inventory.
Since these items are mission critical, a maximum of 30 days from order placement to delivery to F-22 Raptor is tantamount. A longer delivery time will result in mission impact and delayed field delivery.
Scope of Work 411 FLTS is executing Helmet Mounted Devise (HMD) tests commencing early September 2026 until February-March 2027.
The QDC mounting brackets are one of several components required for a full mission system evaluation prior to fielding to operational units. Tests cannot execute without QDC Mounting Brackets.
Part Number A13095-1, National Stock Number 5340-01-634-002
Market Research Other QDC Mounting Bracket vendor, GenTex corporation, sold all stock and rights to Thales Defense and Security Inc. (DSI) in 2013 without a replacement capability.
