The solicitation (Number 75N94025Q00225) is set aside for small businesses and intends to award a purchase order to MEI Research, LTD. of Edina, Minnesota for whole-room indirect calorimeters maintenance services.
The scope of work includes comprehensive maintenance and repair for metabolic suite hardware, software updates and upgrades, technical advisory services for calorimeter and wearable sensor protocols, data analysis customization, and equipment calibrations. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is 75N94025Q00225 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2025-03. The North American Industry Classification (NAICS) Code is 811210 and the business size standard is 34,000,000. This solicitation is set aside for small businesses.
It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute on Child Health and Human Development (NICHD) to award a purchase order, without providing for full and open competition, to MEI Research, LTD. of Edina, Minnesota for the whole-room indirect calorimeters maintenance service contract. The package will provide maintenance and repair for all hardware associated with the metabolic suites on an on-demand basis, provide software updates and upgrades needed to incorporate new hardware and improve performance, advise on best use of calorimeter hardware, data analysis, and wearable sensors for specific clinical protocols, advise on best data analysis methods for calorimeter and wearable sensor protocols, customize data processing pipeline for metabolic suite and wearable sensor measurements and perform equipment calibrations for metabolic suites as needed.
This is a Notice of Intent to receive the services from MEI Research, LTD. because MEI is uniquely qualified. There are only ~40 sites worldwide with whole-room indirect calorimeters, meaning that all hardware, software, and data processing methods are non-standard. Few vendors/consultants have experience constructing, repairing, and maintaining hardware and software associated with whole-room calorimeters. MEI Research has constructed and/or serviced many of the whole-room indirect calorimeters in the US, has provided support for NIDDK metabolic suites in several past projects, and developed the software currently used to control and record data from our metabolic suites. This company also has extensive experience developing wearable sensors and processing data obtained in free-living settings for research purposes. Thus, MEI Research is the only US-based company with the experience and technical support staff required to provide on demand support for the maintenance, repair, and data processing of our room calorimeters and associated sensors.
