Text version

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is 75N94025Q00215 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2025-03. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. This solicitation is not set aside for small business.

It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute on Child Health and Human Development (NICHD) to award a purchase order, without providing for full and open competition, to Bio-Rad Laboratories, Inc. of Hercules, California for the QX600 Droplet Digital PCR System. There are several accessories being procured with the system ddPCR 96-well plates package of 25 clear well/clear shell semi, PCR plate heat seal piercable package of 100, DG8 Gasket package of 24, DG8 Cartridges package of 24, ddPCR multiplex supermix, Dithiothreitol 2ml, ddPCR droplet reader oil, droplet generation oil for probes, ddPCR supermix for probes, ddPCR buffer control for probes, and one-step RT-ddPCR advanced kit for probes.

This is a Notice of Intent to receive the PCR system from Bio-Rad because Bio-Rad is uniquely capable of offering a Droplet based digital PCR. Using droplets, paired with Poisson statistical data analysis, allows for higher precision than other digital PCR technologies. The QX600 Droplet Reader only records data from high quality droplets, and gates out poor quality ones. Poor-quality droplets are detected by measuring multiple criteria, including droplet width, droplet height, and proximity between droplets, using proprietary algorithms. The Droplet Reader uses three light-emitting diodes for excitation and differentially detects emissions using six avalanche photodiodes, one for each channel, while automatically detecting fluorescence from each channel simultaneously, with a precision of +/- 10%.
