Text version

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is 75N94025Q00192 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2025-03. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. This solicitation is not set aside for small business.

It is the intent of The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute on Child Health and Human Development (NICHD) to award a purchase order, without providing for full and open competition, to ProteinSimple of San Jose, California for the Jess System (with PC). The system is a capillary-based nano-immunoassay size-based separation platform with chemiluminescent, two color fluorescence detection and RePlex™. System includes the instrument, computer, Windows® operating system, Compass software (10-seat license), and one year warranty that includes depot service. A virtual and onsite training package to cover system operations and applications, principles of capillary immunoassay separation and detection, assay set-up, method development, and troubleshooting.

This is a Notice of Intent to receive the lab equipment from ProteinSimple because ProteinSimple is the sole provider of the Jess system. The unique combination of attributes of the Jess system position it as the only one capable of fulfilling the need to perform high throughput in-gel detection of picogram levels of protein in small sample sizes (<1ml). This need can not be fulfilled by any other system on the market.
