2. The technical proposal will be evaluated and given a rating of acceptable or unacceptable based on Table

http://www.sam.gov/ mailto:jaeden.alvarez.2@us.af.mil mailto:trevor.wilson.8@us.af.mil
Unacceptable
Based on the offeror’s technical quotation, the Government does not have a reasonable expectation that the offeror will successfully perform the required effort in accordance with the Statement of Requirement.
The Technical Evaluation Team (TET) will evaluate the contractor’s technical quote against the minimum requirements identified below:
a. contractor provided a quote that clearly demonstrates their ability to provide the items as outlined in SOR Para 2.0.
3. Price: The Government may use any of the following price analysis techniques IAW FAR 13.106-3(a) to determine price reasonableness: competitive quotes, comparison of the proposed price with prices found reasonable on previous purchases, a comparison with similar items in a related industry, comparison to an independent Government estimate, or any other reasonable basis.
4. By submission of its offer, the contractor agrees to comply with all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. The contractor must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale for exception. If exceptions are stated, the contracting officer will determine if the exception is detrimental to the successful performance of the requirements of the SOR. Any exceptions considered detrimental will be considered as failure to meet the requirement.
5. Award: The Government intends to evaluate quotes and award a purchase order without discussions with the responsible contractor. Therefore, the contractor's initial offer should contain their best value terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
6. Summary: The Technical Evaluation Team (TET) will evaluate the contractor’s technical quote against the minimum requirements identified above. All quotations that did not receive an overall rating of “unacceptable” on their technical solution will be ranked according to the TEP from lowest to highest.
Award will be made to the lowest technically acceptable offer. ** Extreme care should be exercised to ensure that no price data of any kind is included in any other parts of the quote.
