PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2).

Request for Quote (RFQ) number is N66604-23-Q-0659.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to purchase on a Firm Fixed Price basis, small antenna shroud parts, as detailed below.

This requirement is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 332710. The Small Business Size Standard is 500 employees.

Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular (FAC) Number 2023-04.

Offerors shall complete attached FAR provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and include signed as part of the quote.

Required delivery lead-time for all items must be indicated in the submitted quote, F.O.B. Destination, Naval Station, Newport, RI.

Payment will be via Procurement Integrity Enterprise Environment (PIEE) (formerly known as Wide Area Workflow (WAWF)).

This solicitation requires active registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the Offeror must (1) quote the items, which meet the requirements specified above, in the required quantities, (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable, and (3) provide a Technical Capability Statement, which meets the criteria described above.

Offerors shall include price, shipping costs, and the following additional information with the submissions: point of contact (including phone number and email address), Offeror CAGE, Offeror UEI number, and shall include a validity date of no less than 60 days from due date for receipt of offers.

Quotes shall be submitted electronically via email to laina.j.ouellette.civ@us.navy.mil and must be received on or before Friday, August 4, 2023 at 2:00PM Eastern Standard Time (EST). Quotes must include signed representation in FAR 52.204-24. Quotes received after this date are late and may not be considered for award.
