FA3099-24-Q-1023, Laser Engraver Machine Laughlin Air Force Base, Texas

9 July 2024 This is a combined synopsis/solicitation for commercial commodities prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotations are being requested and a written solicitation will not be issued. Solicitation number “FA3099-24-Q-1023, Laser Engraver Machine” is hereby issued as a Request for Quotation (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.

The award shall be made under North American Industry Classification System code 332812 with a small business size standard of 600 employees. This acquisition is considered total small business set aside. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 May 2024, the Defense Federal Acquisition Regulation (DFARS) Change Notice 30 May 2024, effective 30 May 2024.

Funds are presently available for this project. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any costs.

CLIN 0001: Laser Engraver Machine in accordance with the salient characteristics

It is the responsibility of the offeror to be familiar with the applicable clauses and provisions.

Clauses and provisions may be accessed via the internet at website https://www.acquisition.gov.

The provision FAR 52.212-1 Instructions to Offerors – Commercial Items (Sept 2023) and the applicable addendum apply to this acquisition. The addendum references FAR 52.212-1(b)(8) and is hereby tailored as follows:

FAR 52.212-1 Addendum

SUBMISSION OF COMPLETE QUOTES: All quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Failure to furnish a complete quote, at the time of quote submission, may result in the quote being unacceptable to the government and eliminated from consideration for award. A complete quote must include the following:

• Clause 52.212-3 Alt I – Offeror Representations and Certifications – Commercial Items (May 2024)

• Clause 52.219-28 – Post-Award Small Business Program Representation (Feb 2024)

• Clause 52.222-22 – Previous Contracts and Compliance Reports (Feb 1999)

9 July 2024 Evaluation

Quoters Shall submit the following items:

1. Price: Quoters are required to provide a quote on company letterhead which must provide the following information, as listed under the CLINs section of this document, Unit Prices, and Total Prices. The government intends to award based on initial responses, therefore, you are encouraged to offer your most advantageous pricing to include discounts, in the initial response.

2. Technical Specifications – Quotations must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The quotations shall demonstrate the contractor’s ability to provide and deliver commodities identified in the CLINs section of this document. The quotation submittal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiation of the validly of stated claims.

3. Amendments (if applicable) – Vendors shall acknowledge all amendments in writing with the quotation submittal.

4. Completed Representation and Certifications (e.g. 52.212-3/52.204-24)

a. Addendum to 52.212-1(d), Product Samples, is deleted in its entirety.

b. Addendum to 52.212-1(e), Multiple Offers, is deleted in its entirety.

c. Addendum to 52.212-1(h), Multiple Awards, is deleted in its entirety.

5. The FAR provisions 52.212-2, Evaluation – Commercial Items, applies to this acquisition. Reference the addenda statements below to this provision.

If three (3) or fewer quotes are received, the government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the government will then evaluate the three (3) lowest priced quotes for Technical Acceptability. However, the government reserves the right to evaluate additional quotes for technical acceptability. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of increasing total price, when the agency determines that none of the initial three (3) lowest priced quotes are qualified as acceptable. The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ.

Best Value will be based on a Lowest Priced Technically Acceptable (LPTA) approach. For this RFQ, best value means a single purchase order shall be made to the responsible contractor whose products are technically acceptable and quotes the lowest total evaluated price. The following two

(2) factors shall be used to evaluate quote(s):

Technical and Price

a) Technical – The technical response shall demonstrate compliance with providing and delivering the laser engraver machine and associated equipment, as specified in the CLINs section of this document. The technical factor shall be rated acceptable or unacceptable as follows:

Adjectival Rating Description

9 July 2024 Acceptable Quote provides sufficient information to demonstrate ability to provide and deliver the required commodities in the CLIN section of this document.

Unacceptable Quote does not provide sufficient information to demonstrate ability to provide and deliver the required commodities in the CLIN section of this document.

b) Total Evaluated Price – Vendors will be ranked from lowest to highest based on initial assessment of total evaluated price.

In accordance with DFARS 252.232-7006, Wide Area Workflow Payment Instructions (Jan 2023), invoicing and payments must be made utilizing the Wide Area Work Flow (WAWF). To register and submit invoice go to https://wawf.eb.mil. Payment information may be accessed using the DFAS website at https://dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment.

This purchase will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.

Also, the full text of a clause may be accessed electronically at this address:

https://www.acquisition.gov. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management (SAM), https://www.sam.gov. The quote format shall match the line items listed above, with a unit price and total line item price. Include FAR 52.212-3 Alternate I, Offer Representation and Certification with offer. No telephonic or facsimile responses will be processed.

Award shall be made on the basis of the quotation which provides the lowest prices, so long as quotation is deemed to be in accordance with the requirements of the CLINs and Salient Characteristics, and offer can be determined to be responsible.

1) Full description and price of each item

2) Any applicable prompt payment discount terms

3) Length of time quote is valid (Quote shall be valid until 31 Aug 24)

4) Contract information for individual authorized to provide pricing information
