REQUEST FOR QUOTE FOR SOLE SOURCE MOTOR CABLE ASSEMBLIES – N66604-20-Q-8359

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotation (RFQ) number is N66604-20-Q-8359.

The North American Industry Classification Systems (NAICS) code for this requirement is 335312. The Small Business Size Standard is 1,250 employees. This action is being processed on a sole source basis to Empire Magnetics, Inc. as concurred by the Naval Undersea Warfare Center Division, Newport’s (NUWCDIVNPT’s) Office of Small Business Programs.

NUWCDIVNPT requires the procurement of the original equipment manufacturer (OEM) stepper motors and cables that are required to perform daily tests for the Navy, as the current ones are failing and at the end of their useful life, in order to support the Acoustic Pressure Test Facility (APTF). These stepper motors are within a water filled pressure tank to finely adjust the position of the unit under test (UUT). NUWCDIVNPT requires specialized stepper motors that can survive the extreme requirement of the testing environment.

Empire Magnetics, Inc. is the OEM of the stepper motors that were originally installed in the APTF system. Empire Magnetics is the only supplier capable of this procurement because they are the only vendor that can fulfill all of NUWCDIVNPT’s needs for a custom designed and built stepper motor, gearbox, pressure comensation system, deep vaccuum compatability seals, compatable waterproof cableing interface system, redesigned computerized motor control system, operator training, and custom instruction manuals. Empire Magnetics does not have any authorized resellers and is the only vendor that is capable of meeting the Government's minimum requirements.

NUWCDIVNPT intends to award a sole source, firm-fixed price contract to Empire Magnetics, Inc. for the following:
