COMBINED SYNOPSIS/SOLICITATION / REQUEST FOR QUOTATION

Solicitation Number: W519TC-26-Q-UL26 Title: Brand-Name Ultralytics Commercial Software License (YOLO Models) Issuing Agency: U.S. Army Contracting Command – Rock Island (ACC-RI), Rock Island Arsenal, IL 61299 Solicitation Type: Request for Quotation (RFQ) Contract Type: Firm-Fixed-Price Set-Aside: Unrestricted (Brand-Name Commercial Buy) NAICS Code: 513210 – Software Publishers Small Business Size Standard: $47.0 Million Product Service Code (PSC): 7A21 – IT and Telecom – Business Application Software (Perpetual License Software) / IT Software Applications FAC / RFO / Deviation Reference: Revolutionary FAR Overhaul (RFO) 12.102 Restricting Competition (Brand Name Buy) / FAR Simplified Acquisition Procedures

1. Combined Synopsis/Solicitation Notice This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format prescribed by current Department of War and agency acquisition policy, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular, applicable deviations, and Revolutionary FAR Overhaul (RFO) 12.102 implementation procedures.

2. Requirement Description U.S. Army Contracting Command – Rock Island (ACC-RI), on behalf of Headquarters, Army Sustainment Command (HQ, ASC), requires a brand-name firm-fixed-price commercial software license purchase from Ultralytics. The license must enable up to two (2) developers to utilize YOLO (You Only Look Once) model(s) against up to five (5) real-time video/camera feeds. This license is required to allow developers to build, test, and execute proprietary, closed-source computer vision applications leveraging YOLO models.

Award is projected for September 2026, utilizing FY26 Operations and Maintenance (O&M) funds.

3. Brand-Name Requirement This requirement is being solicited as Brand-Name Only for Ultralytics commercial software licenses.

In accordance with 41 U.S.C. § 1901 and RFO 12.102, the Government has determined that only brand-name Ultralytics software can fulfill this operational and technical requirement. Ultralytics is the sole developer and copyright holder of YOLO software models, holding exclusive licensing rights, trade secrets, and intellectual property. Commercial, closed-source deployment strictly requires Ultralytics commercial licensing to avoid intellectual property non-compliance with the open-source community. Furthermore, alternative computer vision architectures cannot process the required real-time feeds across up to five (5) cameras with equivalent accuracy, processing speed, and low latency without incurring prohibitive engineering costs and critical schedule delays.

Supporting rationale is documented in the approved Limited Source Justification (LSJ). Vendors shall provide only the genuine, authorized brand-name software license identified herein.

4. Line Items The Government anticipates award of the following line item:

· CLIN 0001 – Brand-Name Ultralytics Commercial Software License - Commercial software license enabling up to two (2) developers to utilize YOLO model(s) against up to five (5) cameras. Supports closed-source software development, testing, and deployment. Period of Performance: 12 Months from date of award.

Offerors shall provide pricing firm-fixed pricing for the CLIN above. All quotes must be valid through September 30, 2026.

5. Salient/Minimum Requirements The quoted software license shall satisfy, at a minimum, the following mandatory characteristics:

· Brand Authenticity: Must be an authorized, genuine commercial license issued directly by Ultralytics for YOLO models.

· Developer Access: Provides commercial licensing entitlement enabling up to two (2) software developers to build, test, and maintain closed-source applications.

· Camera / Feed Concurrency: Fully supports execution and deployment against up to five (5) concurrent real-time camera/sensor feeds with low latency and high-accuracy object detection.

· Closed-Source / Proprietary Utilization: Conveys full commercial rights to deploy and distribute closed-source, proprietary software products incorporating YOLO models without invoking open-source copyleft obligations (AGPL compliance relief).

· Model Functionality: Provides access to standard Common Objects in Context (COCO) pre-trained object classes (e.g., person, vehicle, truck) as well as the complete capability to integrate custom-trained classes.

· Support & Maintenance: Includes standard commercial software updates, patches, and technical developer support during the 12-month period of performance.

6. Delivery / Performance Delivery/Performance Location:
