About this file
This is a Combined Synopsis/Solicitation and Request for Quotation (RFQ) issued by the Department of the Interior, U.S. Fish and Wildlife Service for grounds maintenance services at the Klamath Falls Fish and Wildlife Office in Klamath Falls, Oregon.
The solicitation seeks firm-fixed-price quotations for seasonal bi-weekly grounds maintenance, weed spraying, and spring/fall yard clean-up services. The work location is 1936 California Avenue, Klamath Falls, Oregon 97601, encompassing lawn areas, parking lots, walkways, and an auto yard area directly across the street. The performance period is one year from award (approximately August 1, 2026 through July 31, 2031) with four optional one-year periods. Seasonal services operate primarily April through September, with spring clean-up in April, fall clean-up in September, and initial weed spraying in late April, all subject to weather and administrative officer discretion. The RFQ deadline is July 16, 2026 at 11:00 AM Pacific Time, with an anticipated award date of July 24, 2026. This is a Total Small Business Set-Aside under NAICS Code 561730 (Landscaping Services, $9.5 Million threshold).
Quotations must include completed SF 1449 forms, company information with SAM.gov Unique Entity Identifier (UEI), technical capabilities evidence, past performance references (three similar projects with two valid references each), and detailed pricing breakdowns for the base period and four option periods. The contractor must be registered and active in SAM.gov prior to award and maintain this status throughout performance. Non-price factors—technical experience and capacity, technical approach, management plan, and past performance—are weighted as more important than price. Evaluation prioritizes demonstrated experience with grounds maintenance services specifically within the size, location, and proximity of the current requirement. The government will conduct 95 percent inspection of contractor performance, and deficiencies must be corrected within 48 hours of notification or payment deductions apply. All questions must be submitted via email to oscar_orozco@ios.doi.gov within 72 hours of posting. Quotes must be submitted via email to the same address.
