Text version

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ) and is 100% set-aside for small businesses. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334220, with a small business size standard of 1250.

The Armed Forces Network (AFN) is in need of adding to its programming overlaid notifications in the form of a text crawl in the upper/lower third, and a bug in one of the four corners. The text in the crawl and the bug used are contextual depending upon the event or emergency. AFN is in need of a new crawl and bug overlay system. Today, AFN has a few formats available with this programming. A consumer HDMI connection (with CVBS for capturing Closed Captioning), MPEG-TS, (MPTS/SPTS) or HD-SDI (3G-SDI). The AFN HD programming, once overlaid with crawl and bug, will need to be encoded to MPEG2/4 Single Program Transport Streams (SPTS) to pass to the cable television franchise via IP and ASI. Each program must retain Closed Captioning (CC) information. The CC must be audience member selectable at their television. The CC shall not be burned into the video.

All interested companies shall provide a quote using the Attachment 1 Pricing Spreadsheet included in this notice:

The period of performance consist of a base plus four option years.

All quotes shall include one (1) separate copy of Attachment 1 Pricing Spreadsheet. Submission of a quote that does not contain all items requested in the spreadsheet may result in elimination from consideration of award. For additional information, offerors’ shall review Attachment 2 – Salient Characteristics. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each quote. Quotes shall be forwarded to Shawnte Miles shawnte.l.miles.civ@mail.mil and Rodney johnson rodney.a.johnson77.civ@mail.mil by 10 MAY 2022 @ 1000EST.

This letter is a Request for Quote only and in no way obligates the Government to award a contract or to reimburse the offeror for any cost incurred in preparing the response to this Request for Quote.

SALIENT CHARACTERISTICS

Background: AFN is in need of adding to each program overlaid notifications in the form of a text crawl in the upper/lower third, and a bug in one of the four corners. The text in the crawl and the bug used are contextual depending upon the event or emergency. AFN is in need of a new crawl and bug overlay system. Today, AFN has a few formats available with this programming. A consumer HDMI connection (with CVBS for capturing Closed Captioning), MPEG- TS, (MPTS/SPTS) or HD-SDI (3G-SDI).

Specific operational capabilities:

1. Specify crawl placement and position anywhere in the upper/lower-third screen space.

2. Specify bug placement in any of the four corners.

3. Adjustable text font size, color, background, opacity, and crawl speed.

4. Ability to layer bugs/crawls in the screen space and have crawls and bugs activate concurrently.

5. Ability to preconfigure event messages (bug/crawl) and store for recall and playback.

6. Ability to call up and initiate/terminate a bug/crawl.

Technical capabilities:

1. Crawl system must be hardware based, not services based. System will operate locally and not require connectivity to manufacturer, vendor, or service provider for proper operation.

2. If requiring software or licensing, one-time fee - no recurring service fees.

3. Local network access to initiate, change, publish, or terminate a bug/crawl.

4. Ability to define/schedule text message execution. For example: If a Typhoon condition of readiness changes, AFN wants to be able to initiate a crawl notification to be played through a number of times at differing intervals. Such as:

Play crawl once every 15 minutes for the first two hours. Then, Play crawl once every 30 minutes for the next two hours. Then, Play crawl once every hour until crawl is updated or terminated.

Note: Scenario above is an example only. Scheduling needs to be flexible.

5. Ability to manage content and execute changes on all program channels at the same time; i.e., changes are made once and affect all channels.

6. Inputs: (either) o HDMI/CVBS (HDMI must be able to defeat HDCP).

o HD-SDI o MPEG-TS

7. Outputs:

o Encode to MPEG2/MPEG4 Single Program Transport Streams (SPTS).

o Both networked IP and ASI output options.

Nice to have:

1. GPI triggers to remotely call up one of the preconfigured event messages and initiate the bug/crawl, and a GPI trigger to remotely terminate the bug/crawl.

2. Ability to playback pre-recorded programming that interrupts/steps on the regular programming.

o Would use this if a US Commander wishes to record a message and have it disseminated to the service members and their families.

o Ability to import pre-recorded programming via network or portable USB media.

3. Ability to add the AFN logo, in line with the crawl, at the start of each crawl sequence.

o Ability to adjust the logo size and opacity.

o Logo must support transparent background/alpha channels.

The below equipment/system has been identified as capable of meeting all of the above requirements. Differently manufactured products with EQUIVALENT capabilities will be considered technically acceptable.
