COVID Safety Requirements for Working at CDC Campuses (05/21/2021)
This contract requires performance on-site at one or more CDC campuses. Therefore, Contractor’s employee(s) must follow CDC COVID safety policies and restrictions for in-person work on a CDC campus. These requirements include honestly completing a mandatory self-screening questionnaire in order to access campus each day and wearing a CDC approved mask following specific protocols while on campus. The self-screening questionnaire is attached and available publicly on the internet at https://www.cdc.gov/screening/.
An answer to self-screening questions that indicates a COVID safety risk will result in Contractor’s employee(s) being denied campus access, potentially for numerous days in order to ensure safety through sufficient quarantine. In such case, the denial of access to CDC campus will in no way be considered as Government caused delay in performance, will not be considered to be a change to the contract, and will not justify a request for equitable adjustment to the contract.
https://www.cdc.gov/screening/
Contractor is required to plan for their staff being unable to access campus after traveling in a manner that results in campus access being denied and ensure performance under this contract continues with no diminishment in quality. Contractor is required to manage their staff in a manner that ensures compliances with CDC safety requirements and make contingency plans in the event their staff are denied access to CDC campus for COVID safety related reasons.
Contractors must immediately discuss instances in which campus access will be denied with the Contracting Officer’s Representative (COR) in order to determine impact on contract performance and discuss mitigation strategies. Contractor should discuss with the COR whether any variances to campus access restrictions will be permitted on a case-by-case basis. Whether the individual being denied campus access is fully vaccinated or has tested positive for COVID- 19 in the last 90 days and is post isolation period will be relevant considerations.
Masking Fully vaccinated individuals are not required to wear masks, but CAN if they choose to. People are considered fully vaccinated for COVID-19 2 weeks, or more, after they have received the second dose in a 2-dose series (Pfizer0BIoNTEch or Moderna), or 2 weeks, or more, after they have received a single-dose vaccine (Johnson & Johnson/Janssen).
All persons in all CDC facilities who are not fully vaccinated are required to wear masks and maintain physical distancing. If not fully vaccinated, masks must be worn in any common areas or shared workspaces (including open floorplan office space, cubicle embankments, and conference rooms). Masks must also be worn in outdoor shared spaces when physical distancing of at least 6 feet cannot be maintained. The only exception to this guidance is for individuals alone in an office with floor to ceiling walls and a closed door or for a limited time when eating or drinking and maintaining distancing in accordance with CDC guidelines. Individuals may be asked to lower their masks briefly for identification purposes in compliance with safety and security requirements.
Quarantine Following Any Travel For the purposes of this guidance, travel is defined as any trip that is overnight AND on public transportation (plane, train, bus, Uber, Lyft, cab, etc.) OR any trip that is overnight and with people who are not in your household.
Consistent with the CDC self-screening questionnaire, Contractors who are not fully vaccinated are not permitted to access any CDC facility after any travel, during the recommended post travel self-quarantine period to reduce exposure risk to coworkers, per CDC guidance. The length of the post-travel quarantine period must align with CDC guidance on travel (see CDC internet references in attached self-screening questionnaire).
