This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR part 12, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to SAM.gov. The RFQ number is SPMYM323Q5051. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-04 and DFARS Change Notice 20230817. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.ecfr.gov. The FSC Code is 3460 and the NAICS code is 541519. This requirement is being processed utilizing 100% Small Business Set-Aside.

Evaluation criteria is Lowest Price Technically Acceptable (LPTA). PPIRS will be used to determine vendor responsibility. Potential contractors will be screened for responsibility in accordance with FAR 9.104.

This is to be evaluated as “All or None”

The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing:

CLIN 0001: NEW POST PROCESSOR FOR MAZAK RAMTEC V /8 5-AXIS MILLING & TURNING MACHINE: The processor will include the five deliverables, Items 1-5, listed below as well as the data requirements identified in CLIN 0002.

Item 1: Productive Modeling Environment Contractor will provide PNSY with the tools to author programs for the Mazak RAMTEC V /8 5-Axis Milling & Turning Machine in a visual and intuitive way, apply machine-specific functions, and fully validate CNC programs with a digital twin and G-code simulation engine.

The NX environment is to support the following machine functions for the machines described above where appropriate and required by the end user. The functions include:

• X, Z + B - Turning

• X, Y, Z, B, C- 5-axis o Tool Centerpoint Control

oTWP Pre-positioning
oCoordinate System Fixed on Table

• X, Y, Z + B, C - 3-axis o Tilted Work Plane o G68.2 (or equivalent)

•X, Y, Z + C (B = 0°) - 3-axis o Selectable C-angle

•X, Z, C + (B = 0°) - 3-axis o Polar Mode o G12.1 (or equivalent)

•X, Y, Z + B, C- Variable Axis Hole Making o TWP Positioning

•Auxiliary RAM o Turning

oVertical Milling
oRight-angle milling (fixed angle)

•Right-Angle Heads o Automatically loaded into RAM

•Tool probing cycles o Any requested tool probing cycles

•Part probing cycles o Single edge, bore/boss, rectangular pocket/boss, slot/web, align edge, and any other probing cycles requested o Renishaw RPM600 o Inspection Plus Macros Support

• Mazak Matrix 2 controller

Item 2: Probing Package Post processor to include support for the above-mentioned probing cycles.

Post processor is to to include support for the above-mentioned right-angle head.

Simulation is to be driven by G-code and behavior is to be customized to match the real machine motion. Simulation is to include motion of spindles, probing, all motion axes, and any other motion or custom cycles required.

Contractor will develop an NC program for an acceptance workpiece that tests all the relevant machine functions. This program will be created with the post processor and simulation developed during this project and will serve as a post processor and simulation acceptance test. Program is intended to be post processed and reviewed for proper format, simulated, and dry run on the machine tool to confirm correct machine behavior. Geometry will be created by contractor.

Item 3: Technical Package Support Contractor will provide unlimited remote technical support for one year beginning on delivery. Support will include any technical problems developing programs or implementing functionality related to what has been developed by contractor. Remote support is not a replacement for basic post processor training, but rather will aid experienced post processor users with tackling any important production related problems that may arise. Support requests by email to technical services coordinators. An initial response will be provided within 48 hours and any additional action required will be planned accordingly and communicated to the requestor. Any environment specific training, beyond what is included in the instructions provided, will be provided as part of this remote technical support in the form of group web meetings on an as-needed basis.

Item 4: Productive Modelling Environment Training The NX environment will be specific to the machine described above. Includes a configuration and a sample CAM setup file. Deliverables include all files necessary to open post processor into the configured environment and instructions to utilize the environment. This environment will be developed in the native windows file structure but will be presented in a way that is convenient for incorporating in the end user's existing environment.

Item 5: Maintenance Provide one year of maintenance after acceptance of deliverables to ensure that any functionality originally delivered remains usable throughout changes in computer operating systems, network structure, post processor version updates, or any changes not related to the machine. Reasonable change requests are also included. New functionality available with future releases of post processor will be supported assuming it is relevant to machining operations that were previously supported.
