The Bureau of Land Management is soliciting quotes under RFQ 140L3726Q0084 as a Small Business Set-Aside using a comparative best value source selection process in accordance with FAR 52.212-2. The contractor shall perform all services in accordance with the Performance Work Statement (PWS) and all supporting documents for a total of 52 acres.
Award will be made to the responsible small business offeror whose quote is determined to provide the best value to the Government, considering technical capability and price.
Technical factors are more important than price; however, price will be evaluated to ensure it is fair, reasonable, and commensurate with the proposed technical approach. Vendors shall submit pricing using the attached Price Bid Schedule.

The Bureau of Land Management (BLM), Wyoming, is seeking quotes for contractors to complete hand pile work on previously thinned slash units across approximately 52 acres.
This notice is a combined synopsis/solicitation issued under FAR Part 12. It serves as the Request for Quotes (RFQ 140L3726Q0084). No separate solicitation will be issued.
This requirement is set aside for small business.

The Government intends to award a single firm-fixed-price purchase order.

C.1 General and Site-Specific Specifications
Project Name 2026 Burdick Piling
Scope of Contract This contract requires piling slash on 52 acres in the Burdick Focus Area of the Wyoming Range Mule Deer Project on the Pinedale Field Office.
This is a request for quotes from contractors to complete hand pile work on previously thinned slash units. Prices for the bid items should be based on the Description provided below. Please use this Performance Work Statement to assist with quotes.
Base all quotes on site specific conditions and prescription.
Maps are georeferenced for use with mapping apps. Shapefiles can be provided upon request.
Location The project area has two units. Both units are located on Miller Mountain approximately 12 miles WSW of La Barge, WY, T26N R115W Section 20
Performance Period
Time of Award through September 30, 2026.
Description The project will cut and pile slash per the specifications in accordance with the dimensional requirements specified in Section Specifications. All material shall meet the pile size and slash treatment criteria identified in this Performance Work Statement. Piles will be burned by the BLM. Units are labeled by acreage on the maps and are 27, 17, 7 and 1 acres.

Hand Pile - 52 acres FY 26 WY Range Hand Piling An average of 41 to 60 piles per acre.
Specifications The Burdick Piling Project is designed to remove conifer encroachment from aspen stands along the Eastern slope of the Wyoming Range. The units identified for piling were previously slashed with the intent of broadcast burning. To accomplish the amount of burning required with small burn windows, units are being piled to increase burn windows.
Similar units have been completed showing strong response in aspen regeneration, conifer mortality and grass, shrub, and forb response. Fuel reduction goals are accomplished in this project in WUI area. The total project is over 30,000 acres and the targeted area for this contract is 52 acres, shown on the attached maps.
All slash between 2 inches and 10 inches in diameter and greater than 2 feet in length shall be piled. Slash less than 2 inches in diameter and less than 2 feet in length shall be left on the ground. Slash left on the ground shall not exceed 6 inches in depth. All material greater than 10” DBH shall be cut to lengths no greater than 10’. These lengths will be scatted to maximize ground contact and ensure larger, un-pilled materials are separated and not stacked or resting on top of each other.
Snags that present an immediate hazard to personnel conducting contract work may be felled. All resulting activity fuels shall be treated in accordance with this PWS. Any snags that are “hung up” and oriented so that the slope of the tree is less than 45 degrees to the ground will be felled and activity fuels placed in piles. Any snags that are hung up with boles oriented 45 degrees to vertical (90 degrees) from the ground are not requires to be felled but may be cut for safety and activity fuels placed in piles.
All piles shall be constructed by laying limbs, stems, cut boles, and other slash in the pile so as to be rectangular in shape (example on next page). Slash that causes large air spaces in piles shall be cut to eliminate air spaces. Each pile shall include an area of small sized slash (small branches less than ¼ to ½ inch in diameter and/or small branches with needles or leaves attached) to provide “kindling” for prompt ignition and to aid in combustion of larger slash. These fuels shall be placed in the center of the pile. Maximum pile size shall be 14 feet in length, 12 feet in width, and 10 feet in height. Minimum pile size shall be 8 feet in length, 7 feet in width by 6 feet in height at the time of final inspection. Any slash protruding more than one (1) foot beyond the general contour of the pile shall be cut off and placed in the pile.
Piles shall be constructed adjacent to designated treatment trees identified by the Government for mortality objectives, except for excluded species and reserve trees.
Reserve trees in addition to all Douglas Fir and 5 Needle Pines will be identified by flagging prior to contract implementation. All 5 Needle Pines, Douglas Firs, and reserve trees will have a 20’ exclusion buffer from the canopy drip line where no piles will be permitted.
Slash will be removed, and piles will be created outside of this buffer. If any trees with historic carvings are found in the units, piles will be placed a minimum of 20’ away and trees will be reported to the COR/designated inspector within 5 business day(s). Piles shall be located at the base of designated conifer and aspen trees targeted for treatment, except where prohibited by exclusion requirements identified in this PWS. Piles shall be located outside of ephemeral draws, riparian vegetation, seeps, and bogs. Piles shall be located at least 20’ from roads.
Units are designated on the attached project maps for treatment. Treatment activities shall be limited to the unit boundaries depicted on Government-provided georeferenced maps. The Contractor is responsible for operating within those boundaries.
The COR or designated inspector may identify deficiencies during inspections. The Contractor shall correct identified deficiencies prior to final acceptance.
Noxious Weeds Prior to entering the project area, all vehicles and equipment shall be free of visible soil accumulations, plant material, seeds, roots, and other vegetative matter capable of transporting noxious weeds. Remove all dirt, grease, and plant parts that carry noxious weed seeds or vegetative parts. This may be accomplished with a pressure hose. If the COR determines equipment has operated within an area containing noxious weeds, the Contractor shall clean the equipment at a location designated by the COR before leaving the project area or entering another treatment area.

C.2 Inspection and Acceptance
Piling Inspection Procedure
The Contracting Officer or designated representatives will make periodic inspections, which may include plots. The Contractor or representative is encouraged to observe the inspection and will receive inspection summaries upon request. Acceptance of work shall be based on compliance with all Specific Tasks that correspond to the treatment. Work shall be acceptable when at least 85 percent of inspected sample plots comply with all applicable contract requirements. The Government shall document inspection results and identify deficiencies requiring correction. If inspection results indicate compliance below the 85-percent acceptance threshold, the Contractor shall correct deficient work identified by the Government at no additional cost prior to final acceptance.
Measurement and Payment
The acreage was measured on a horizontal plane within the established boundaries.
C.3 Basis for Award (Comparative Evaluation)
1. General The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose submission is most advantageous to the Government, considering price and the evaluation factors identified below. This acquisition is conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with simplified acquisition procedures.
2. Evaluation Process In accordance with FAR 12.203, the Government will use a comparative evaluation to assess quotes. A comparative evaluation involves directly comparing one quote to another to determine which provides the best overall value.
No Formal Scoring: The Government will not use a formal evaluation plan, numerical scoring, or adjectival ratings.
Professional Judgment: The Government will rely on its professional business judgment to determine whether technical advantages or more favorable terms (e.g., schedule, warranty, performance features) justify paying a higher price.
Price Consideration: The Government may first conduct a price analysis. If the lowest-priced quote is determined to provide the best value, the Government may make award without further comparison.
Best-Value Determination: The Government reserves the right to select a quote that is not the lowest priced if it provides superior value based on the evaluation factors.
3. Evaluation Factors Quotes will be evaluated based on the following factors:
A. Technical Capability The Government will assess the extent to which the quoter demonstrates the ability to meet the requirements of the Performance Work Statement. A technical narrative (maximum 5 pages) shall address:
1. Understanding of the project requirements, scope, location, and schedule.
2. Approach to organizing, staffing, and managing the contract, including methods and resources.
3. Understanding safety, sustainability, energy efficiency, and risk-management requirements.
4. Experience and approach to managing permitting processes.
5. A schedule demonstrating how the work will be completed within the Period of Performance.
B. Relevant Experience Quoters shall provide at least two (2) similar projects completed or ongoing within the past five (5) years. Each project description must include:

Total dollar value
The Government will evaluate the relevance and quality of the quoter’s experience in performing similar work.
C. Price The Government will evaluate the total evaluated price for reasonableness and overall value. Price will be considered in conjunction with the non-price factors to determine the quote most advantageous to the Government.
4. Award Decision The Government will make an integrated assessment of all factors using comparative evaluation. The quote that represents the best value to the Government will be selected for award.

1452.201-70 AUTHORITIES AND DELEGATIONS (SEP 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

1452.204-70 Release of Claims (JUL 1996)
After completion of work and prior to final payment, the Contractor shall furnish the Contracting Officer with a release of claims against the United States relating to this contract. The Release of Claims form (DI-137) shall be used for this purpose. The form provides for exception of specified claims from operation of the release.

DOI-AAAP-0028 ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS-INVOICE
PROCESSING PLATFORM (IPP) (FEB 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
1. The contract number.
2. The invoice number.
3. Dates of transactions.
4. A description of the line items being billed
5. The unit prices for each line item.
6. Quantities for each line item.
7. Total amount of each line item.
8. Overall invoice total.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3
- 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

The Contracting Officer may issue the Contractor an authorization to use Government supply sources in the performance of this contract. Title to all property acquired by the Contractor under such an authorization shall vest in the Government unless otherwise specified in the contract. The provisions of the clause at FAR 52.245-1, Government Property, apply to all property acquired under such authorization.

52.204-90 Offeror Identification (DEVIATION MAR 2026)
If the Offeror will not have an active Federal Government contracts registration in the System for Award Management (https://www.sam.gov) when submitting its offer, it shall complete paragraphs (c) and (d) of this provision and include its responses with its offer.
(a) Definitions. As used in this provision—
Commercial and Government Entity (CAGE) code has the meaning provided in the clause at FAR 52.204-91, Contractor Identification, of this solicitation.
Common parent means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.
Electronic Funds Transfer (EFT) indicator means a bank account identifier to establish additional System for Award Management records for identifying alternative EFT accounts (see part 32) for the same entity.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest-level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees. There may be more than one immediate owner (e.g., joint ventures).
Predecessor means an entity whose assets were acquired by the offeror or another entity (most often through merger or acquisition) and whose affairs are now carried out by the offeror or the other entity under a new name.
Taxpayer Identification Number means the number required by the Internal Revenue Service (IRS) to be used by the offeror to report income tax and other returns. It may be either a Social Security Number or an Employer Identification Number.
Unique entity identifier (UEI) has the meaning provided in the clause at FAR 52.204-91, Contractor Identification, of this solicitation.
(b) Unique entity identifier (UEI).
(1) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “Unique Entity Identifier” followed by the UEI that identifies the Offeror's name and address exactly as stated in the offer. The Offeror shall also enter its EFT indicator, if applicable.
(2) If the Offeror does not have a UEI, it shall go to https://www.sam.gov to obtain one. The Government will independently validate the existence and uniqueness of the Offeror before assigning a UEI.
(c) Taxpayer identification. The Offeror shall provide with its offer the following information that is necessary to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d); reporting requirements of 26 U.S.C.
6041, 6041A, and 6050M; and the implementing IRS regulations:
(1) Taxpayer identification number (TIN) connected with the conduct of a trade or business in the United States and does not have an office or place of business or a fiscal paying agent in the United States;
(2) Type of organization.

(4) The TIN provided in paragraph (c)(1) of this provision may be matched with IRS records to verify the accuracy of the Offeror's TIN. The Government may use the TIN to collect and report on any delinquent amounts arising out of the Offeror's relationship with the Government (31 U.S.C. 7701(c)(3)).
(d) Commercial and Government Entity (CAGE) code.
(1) The Offeror shall provide its CAGE code with its offer with its name and location address or otherwise include it prominently in its offer. The CAGE code shall be for that name and location address. Insert the word “CAGE” before the code. The Offeror may obtain a CAGE code as indicated in the following table.

52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Basis for Award (Comparative Evaluation)
1. General
The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose submission is most advantageous to the Government, considering price and the evaluation factors identified below. This acquisition is conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, in conjunction with simplified acquisition procedures.
2. Evaluation Process
In accordance with FAR 12.203, the Government will use a comparative evaluation to assess quotes. A comparative evaluation involves directly comparing one quote to another to determine which provides the best overall value.
No Formal Scoring: The Government will not use a formal evaluation plan, numerical scoring, or adjectival ratings.
Professional Judgment: The Government will rely on its professional business judgment to determine whether technical advantages or more favorable terms (e.g., schedule, warranty, performance features) justify paying a higher price.
Price Consideration: The Government may first conduct a price analysis. If the lowest-priced quote is determined to provide the best value, the Government may make award without further comparison.
Best-Value Determination: The Government reserves the right to select a quote that is not the lowest priced if it provides superior value based on the evaluation factors.
3. Evaluation Factors
Quotes will be evaluated based on the following factors:
A. Technical Capability
The Government will assess the extent to which the quoter demonstrates the ability to meet the requirements of the Performance Work Statement. A technical narrative (maximum 5 pages) shall address:
1. Understanding of the project requirements, scope, location, and schedule.
2. Approach to organizing, staffing, and managing the contract, including methods and resources.
3. Understanding safety, sustainability, energy efficiency, and risk-management requirements.
4. Experience and approach to managing permitting processes.
5. A schedule demonstrating how the work will be completed within the Period of Performance.
B. Relevant Experience
Quoters shall provide at least two (2) similar projects completed or ongoing within the past five (5) years.
Each project description must include:
Project name
Start and end dates
Description of services and project size/location
Owner name and contact information
Total dollar value
The Government will evaluate the relevance and quality of the quoter’s experience in performing similar work.
C. Price
The Government will evaluate the total evaluated price for reasonableness and overall value. Price will be considered in conjunction with the non-price factors to determine the quote most advantageous to the Government.
4. Award Decision
The Government will make an integrated assessment of all factors using comparative evaluation. The quote that represents the best value (comparatively) to the Government will be selected for award.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
