About this file
This is a combined Sources Sought Notice and Notice of Intent to Sole Source for software support services. NIST seeks information from potential sources capable of providing Spatial Analyzer Metrology Software Support for the Center for Neutron Research (NCNR). The estimated contract value is $47,000,000 under NAICS code 513210 (Software Publishers). If no alternate sources are identified, NIST intends to issue a sole source award to Hexagon Manufacturing Intelligence (UEI: EK4EVQQNEFC6) located in North Kingstown, Rhode Island under the authority of FAR 12.102(a).
The procurement covers software support, upgrades, and license renewal of Spatial Analyzer software used by the Research Facility Operations (RFO) Engineering Group since 2008. The RFO Engineers use this software to interface with 3D metrology tools for collecting measurements and performing analysis of neutron guidelines and instruments. NIST states that Spatial Analyzer is the only software capable of opening and editing the proprietary file format containing substantial historical data accumulated over the years, making replacement or allowing support to lapse prohibitively expensive. Interested parties must submit responses by July 24, 2025 at 11:00 AM Eastern Time to robert.singman@nist.gov. Responses should include company information, capability details, evidence of authorized reseller status, identification of any unduly restrictive requirements, small business status relative to NAICS code, existing federal contracts, and relevant experience. The Government retains sole discretion to determine whether to conduct a competitive procurement based on responses received.

Title: Spatial Analyzer Metrology Software Support – Combined Sources Sought/Notice of Intent to Sole Source
BACKGROUND
***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO
SOLE SOURCE***
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing Spatial Analyzer Metrology Software Support. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Hexagon Manufacturing Intelligence, 250 Circuit Drive, North Kingstown, Rhode Island 02852-7441, Unique Entity ID (UEI) EK4EVQQNEFC6, under the authority of FAR 12.102(a). The North American Industry Classification System (NAICS) code for this acquisition is 513210.
This procurement is for software support, upgrades, and license renewal of Spatial Analyzer software for the Research Facility Operations (RFO) Engineering Group at the NIST Center for Neutron Research (NCNR). The RFO Engineering Group is responsible for the designing, installing, aligning, and maintaining neutron guidelines and neutron instruments at the NCNR. A key aspect of this work is a suite of highly accurate 3D metrology tools. Since 2008 the RFO Engineers have been using Spatial Analyzer software from New River Kinematics (NRK) to interface with these metrology tools to collect measurements and perform analysis. The RFO Engineers have generated a substantial quantity of data over the years using Spatial Analyzer.
Spatial Analyzer software is the only software that can open and edit the Spatial Analyzer file format. It would be prohibitively expensive to replace or to allow support service to lapse. If we let the support lapse this year additional charges would be incurred to renew in the future.
