About this file

This is a combined Sources Sought Notice and Notice of Intent to Sole Source issued by the National Institute of Standards and Technology (NIST) for repair services to a Sapphire Laser. NIST conducted market research from December 2025 through January 2026 and determined that only Thomas Laser Consultancy (located at 10 Ruskin Terrace, Glasgow, UK G12 DY) appears capable of meeting the stated requirements. If no alternate qualified sources are identified, NIST intends to award a sole source contract to Thomas Laser Consultancy under FAR 12.102(a) authority. The NAICS code for this acquisition is 811210 (Electronic and Precision Equipment Repair and Maintenance). The Primary Point of Contact is Liz Timberlake (Elizabeth.timberlake@nist.gov) and the Secondary Point of Contact is Donald Collie (Donald.collie@nist.gov).

The required services include providing all parts, labor, materials, and a cost estimate for sapphire laser repairs. All parts and methodologies must be approved by the Original Equipment Manufacturer (OEM). The contractor must provide a worst-case price quotation, secure replacement parts within 72 hours of identification, provide a standard one-year warranty on parts and labor, and include shipping costs to NIST in Gaithersburg, Maryland. Upon completion, the contractor must submit a detailed field service ticket documenting the model and serial number, services performed, parts repaired or replaced, diagnostic test results, and certification by both the service technician and NIST personnel. Interested sources should submit responses by email to the primary and secondary contacts with company information, capability details, evidence of manufacturer authorization, small business status, relevant contract experience, and suggestions for less restrictive requirements. Questions must be submitted by 12:00 PM Eastern Time on February 11, 2025, and will be answered anonymously via sources sought notice amendment. This notice is not a commitment to issue a solicitation or make an award, and no award will result from responses submitted.

Title: Parts and Repairs to Sapphire Laser

BACKGROUND

***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing repairs to a Sapphire Laser. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Thomas Laser Consultancy (10 Ruskin Terrace, Glasgo, UK G12 /DY) under the authority of FAR 12.102(a) only one reasonably found source. The North American Industry Classification System (NAICS) code for this acquisition is 811210.

NIST has a need for repairs to a sapphire laser that meets or exceeds the following draft minimum specifications:

The Contractor shall provide repairs that meet the following minimum specifications:

The Contractor shall provide all parts, labor, material, services, and provide a cost estimate for the repair.

The Contractor shall provide a worst-case price quotation to repair the existing system in accordance with the following minimum requirements:

1. All parts shall be approved for use with the instrument by the Original Equipment Manufacturer (OEM). The Contractor shall only employ tools, parts, instruments, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times.

2. The standard 1-year warranty for parts and labor shall apply to all work performed by the Contractor after NIST acceptance of the work.

3. The Contractor is responsible to obtain all parts that may be required (as indicated in item 3 above) for all repairs. The Contractor shall make a commercially reasonable effort to secure parts within 72 hours after identifying the need for a replacement part for the covered equipment.

4. Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties. The Contractor shall assume liability for all parts removed from the NIST campus.

5. Shipping cost to NIST, 100 Bureau Drive, building 222, Room B149, Gaithersburg, MD shall be included in the repair price.

Reporting Requirements and Deliverables The Contractor shall submit a field service ticket with the repaired item upon its return to NIST. The service ticket shall include the following:

Model number.

Serial number.

Description of service performed.

Name and quantity of any parts that were repaired.

Name and quantity of any parts that were replaced.

Diagnostic test results or narrative summary demonstrating that the instrument is meeting the performance standards.

Any additional comments or recommendations.

Printed name and signature of service person Signature block for NIST personnel accepting the services rendered

NIST conducted market research from December through January 2026 by attending conferences, speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements. The results of that market research revealed that only Thomas Laser Consultancy appears to be capable of meeting NIST’s requirements.
