About this file

This is a combined Sources Sought Notice and Notice of Intent to Sole Source for a Cryogenic Noise Thermometer System. The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources capable of meeting requirements for a Magnicon MFFT-1 Noise Thermometer System, with a response date of August 6, 2026. The requirement is for one unit including a SEL-1/1 single channel dc SQUID electronics module, a DAQBox 16-bit data acquisition system, two CC-1/1 cryocables with DN25KF flanges, and one MFFT-1 sensor module, all with FOB Destination delivery, warranty, and accessories included.

The thermometer must operate as a noise thermometer deriving temperature from magnetic field fluctuations in pure metal, capable of semi-primary operation with a range of 0.001 K to 4.2 K and linear range of 0.01 K to 1 K. Key specifications include maximum temperature resolution of 1 percent in 30 seconds, maximum power dissipation of 200 pW, SI traceability calibration by manufacturer, user calibration capability via liquid helium immersion, Windows-compatible software, magnetically screened copper sensor packaging, and electrostatically shielded cryogenic cable with DN25FK vacuum feedthrough. NIST has not determined its final acquisition strategy and is soliciting voluntary responses from interested vendors to submit company information, product specifications and pricing, feedback on draft requirements including domestic manufacturing considerations, compliance with small business subcontracting limitations, and information on existing governmentwide contract vehicles. The Government reserves the right to conduct a competitive acquisition if alternative capable sources are identified, with no obligation to award a contract or compensate respondents for submitted information.

Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract for Brand Name or Equal Magnicon MFFT-1 Thermometer System

Notice ID: NIST-SS26-164

Contract Opportunity Type: Sources Sought Notice of Intent to Sole Source

Response Date: August 6,2026

Product Service Code (PSC): 6640

NAICS Code: 334513

BACKGROUND

The National Institute of Standards and Technology (NIST) is conducting market research to identify alternative sources that (a) are capable of meeting NIST’s minimum requirements for the following commercial products and commercial services and (b) would be interested in competing for that requirement:

The Applied Electrical Metrology group at NIST has a need for a “Cryogenic noise thermometer”. The Cryogenic noise thermometer will be used at NIST in a metrology setting to disseminate the SI kelvin for cryogenic quantum computing and sensing applications. The Cryogenic noise thermometer is needed to calibrate existing secondary thermometry infrastructure and to compare against novel quantum-based thermometers.

The Contractor shall deliver a quantity of one (1) Cryogenic Noise Thermometer with required accessories and add-ons indicated below. All items are inclusive of FOB Destination delivery, warranty, and accessories listed.

A. Technical Specifications

1. This is a brand-name or equal requirement for a Magnicon MFFT-1 Noise Thermometer:

a. SEL-1/1, single channel dc SQUID electronics, Quantity = 1

b. DAQBox for MFFT, 16 Bit data acquisition for MFFT read-out, Quantity = 1

c. CC-1/1 Cryocable with DN25KF flange, Quantity = 2

d. MFFT-1 Sensor Module, Quantity = 1

The salient features and specifications for the purposes of this requisition are listed below.

a. Shall be a noise thermometer, wherein temperature is derived from magnetic field fluctuations in a pure metal.

b. Shall be capable of semi-primary operation.

c. Shall have operation range of at least 0.001 K to 4.2 K

d. Shall have linear temperature range of at least 0.01 K to 1 K

e. Shall have maximum temperature resolution in 30 s measurement time, UNIT: PERCENT, VALUE: 1

f. Shall have maximum power dissipation, UNIT: pW, VALUE: 200

g. Shall be calibrated by the manufacturer with traceability to the SI.

h. Shall be capable of calibration by the end user by immersion into liquid helium.

i. Shall include all bias and readout electronics necessary for operation.

j. Shall include Windows-compatible software for computer-controlled operation.

k. Sensor shall be packaged on a magnetically screened, copper holder for maximum thermal contact.

l. Shall include an electrostatically shielded cryogenic cable with DN25FK vacuum feedthrough.

NIST has not yet determined its acquisition strategy for this requirement and encourages interested sources to respond to this Notice.

If NIST’s market research indicates there are alternative sources that are capable and interested in competing to fill this requirement, separate and apart from Magnicon GmbH UEI: CUWTMWLD7HS3 then NIST will consider conducting a competitive acquisition in accordance with law and regulation. To be clear, NIST’s identification of Magnicon GmbH in this Notice does not constitute a binding commitment or obligation for it to conduct a sole source procurement with Magnicon GmbH for this requirement.
