About this file
This is a combined synopsis and solicitation for a sole-source purchase order for specialized RF test equipment. The Air Force Life Cycle Management Center (AFLCMC/C3NK) at Hanscom Air Force Base intends to award a firm-fixed-price purchase order to Rohde & Schwarz for Vector Signal Generator and RF Source equipment to support the Tactical Data Networks (TDN) Lab. The solicitation number is FA229126QB006, classified under PSC 7C20 and NAICS Code 334515. The government determined that Rohde & Schwarz is the only vendor capable of meeting the specific technical and mission requirements under RFO 12.102(a) authority. Capability statements or quotations must be submitted via email to chhunheng.phay@us.af.mil no later than 21 July 2026 at 1:00 PM EST.
The Vector Signal Generator must generate highly accurate, wide-band, digitally modulated RF signals including 5G, LTE, and GNSS with specifications including frequency range of 8 kHz to 3 GHz, modulation bandwidth up to 1 GHz, output power up to +33 dBm, error vector magnitude approximately 0.2% LTE, adjacent channel power ratio less than -72 dB, and phase noise less than -134 dBc. It must support CW, AM, FM, phase modulation, vector/digital modulation, and pulse modulation, with full 5G NR, LTE, and WLAN signal generation capabilities, advanced GNSS simulation, real-time baseband and waveform generation, touchscreen user interface, and SCPI automation. The RF Source must deliver stable, low-noise signals from 1 MHz to 6 GHz as a single-channel source supporting CW, AM, FM, and optional phase modulation and pulse modulation, capable of functioning as a local oscillator, interference source, or basic vector signal generator.

Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with standard commercial practices. This announcement constitutes the only public notice; quotes are being requested and a separate, secondary written solicitation will not be issued publicly.
AFLCMC/C3NK intends to award a firm-fixed-price sole-source purchase order to Rohde &
Schwarz for Vector Signal Generator and RF Source as described below.
This action is being conducted under the authority of RFO 12.102(a) - Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements. The government has determined that Rohde & Schwarz is the only vendor capable of meeting the specific technical and mission requirements for this acquisition.
Vector Signal Generator
Must be capable of generating highly accurate, wide-band, digitally modulated Radio Frequency
(RF) signals (e.g., 5G, LTE (Long-Term Evolution), GNSS (Global Navigation Satellite System)) with very low Error Vector Magnitude (EVM), low phase noise, and high output power for advanced Research, Development, Test and Evaluation (RDT&E). The capability breakdown is as follows:
Performance and RF Specifications
• Frequency Range: 8 kHz to 3 GHz
• Modulation Bandwidth: up to 1 GHz
• Output Power: up to +33 dBm Signal Quality
• Very low EVM: ~0.2% LTE
• Excellent ACPR (Adjacent Channel Power Ratio): less than -72 dB
• Low phase noise: less than -134 dBc Signal Mode/Modulation Type
• CW (Continuous Wave)
• AM (Amplitude Modulation)
• FM (Frequency Modulation)
• PhiM (Phase Modulation)
• Vector/Digital Modulation
• Pulse Modulation Functional Capabilities
• Full 5G NR (New Radio), LTE, WLAN (Wireless Local Area Network) signal generation
• Advanced GNSS simulation (GPS, Galileo, BeiDou, GLONASS, etc.)
• Real-time baseband + waveform generation Operational Characteristics
• Touchscreen User Interface (UI), Standard Commands for Programmable Instruments (SCPI) Automation
• High repeatability and calibration accuracy RF Source
Must be capable of delivering stable, low-noise RF signals (CW or basic vector modulation) across a wide frequency range for use as a local oscillator, interference source, or scalable test instrument. The capability breakdown is as follows:
Performance and RF Specifications
• Frequency: 1 MHz to 6 GHz
• Single-channel RF source Signal Modes
• CW
• AM
• FM
• Optional PhiM, Pulse modulation Functional Capabilities – Can act as a:
• Local oscillator
• Interference source
• Basic vector signal generator
Instructions to Interested Parties:
This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the closing date and time of this notice.
Capability statements or quotes must be submitted via email to chhunheng.phay@us.af.mil no later than 21 July 2026 at 1:00 PM EST.
