This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-24-Q-0326. The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as 100% Total Small Business Set-Aside. NAICS Code 712110 Repair or Alternation of museums and exhibition buildings is applicable and business size is $34 Million. The solicitation will start on the date this solicitation is posted and will end on 18 September 2024 9:00 AM Pacific Standard Time within www.sam.gov.

STATEMENT OF WORK (SOW)
CENTER FOR SEABEES AND FACILITIES ENGINEERING (CSFE)
PORT HUENEME, CA
1.0 OVERVIEW
The Center for Seabees and Facilities Engineering (CSFE) in Port Hueneme, CA, requires contractor support in Exhibit Services. CSFE’s mission is to develop and delivers trained construction, engineering and environmental professionals to the Navy, joint services and Department of Defense (DoD) enabling optimal performance of construction and engineering across the full spectrum of military operations. As a means of educating the students and staff of CSFE about the history of the Navy’s construction and engineering accomplishments, CSFE has several historical exhibits located throughout the headquarters building. These displays are outdated and require rehabilitation and/or replacement.
2.0 SCOPE
The scope of this effort is to provide exhibit services to the Center for Seabees and Facilities Engineering at Building 1444 on Naval Base Ventura County, Port Hueneme. Exhibit Services involves rehabilitating or replacing old and outdated exhibits or producing new exhibits. The definition of exhibits shall be defined as including, but not be limited to, any one of the following or combination thereof: display cases; exhibit panels; platforms; information desks;
cabinets for visitor- activated video and audio programs; glass or Plexiglass barriers; graphics;
photographs; photo murals; models; artifact mounts; and all planning documents.
Principal spaces containing exhibits may include lobbies; assembly spaces; classroom; and hallways.
Work may involve travel to the facility to meet with site staff, inspection of the facility, assessing rehabilitation of existing resources and/or scope of work for new design, preparing cost estimates for the work, providing measurements and drawings, and fabrication and installation of exhibits and may also include various types of museum planning.
The Contractor shall provide all necessary direct labor, supervision, management, and materials and equipment, except material and equipment specified as government-furnished, to meet the performance objectives defined in the performance work statement.
3.0 REQUIREMENTS
Contractor support is required to provide Exhibit Services to assist the Commanding Officer (or appointee) at CSFE in achieving their goals and objectives. The Contractor shall furnish all work, management, supervision, labor and materials necessary to ensure the effective and efficient performance of functions identified throughout this PWS, which make up this requirement. The Contractor shall be capable of providing flexible, responsive, and high quality services and support, as expected at an expert level of knowledge.
4.0 SPECIFIC TASKS
The Contractor shall be responsible for assisting with all aspects of Exhibit Services including exhibit planning, design, fabrication and installation.
The Contractor shall provide planning services for existing and/or new exhibits. They will need to perform research related to the history of the U.S. Navy Seabee and the Civil Engineer Corps in order to assist in graphics selection to illustrate stories. Research may include both primary and secondary sources. Script Writing and/or Editing may be needed during the design process and to finalize label copy (subject to CSFE review and approval).
The Contractor shall provide design services for existing and/or new exhibits. Exhibit design may include any or all of the following: developing overall conceptual design, designing all elements of an exhibit, and modular design of standard components. The goal is to provide a coordinated graphic design and installation system for signs, labels and other print descriptions for historical displays throughout the building.
The Contractor shall provide technical support during the fabrication and installation phase of the renovated and/or new exhibits. This includes, but is not limited to the preparation of computer-generated material that is ready for output by others and includes high-resolution scans of graphic material, final text, colors and graphic treatments.
5.0 MINIMUM QUALIFICATIONS
The Contractor shall possess working knowledge at an expert level to successfully perform all requirements of this PWS, which includes the following;
• Adobe Illustrator
• Sketch Up
• Communicate verbally and in writing to deal effectively with internal CSFE staff and
Navy personnel
• Work collaboratively in a team environment as well as independently.
• Current museum exhibit standards and best practices
• Physical ability for walking, climbing ladders, standing, bending, stooping or carrying of objects weighing up to 50 pounds
6.0 HOURS OF OPERATION
Normal working hours is Monday through Friday from 0745 to 1615.
Contractor personnel are not required to work on federal holidays when the CSFE is closed.
7.0 SPECIAL REQUIREMENTS
7.1 Contractor personnel performing under this contract shall be U.S. Citizens and ARE NOT required to obtain/retain a security clearance nor a CAC.
7.2 Contractor personnel may be required during the performance of this contract; however, it is not anticipated. Travel within a 50-mile radius of the museum will not be reimbursed.
8.0 GOVERNMENTAL MANAGERIAL CONTROLS:
This is a non-personnel services contract to provide museum and exhibit design services located in Naval Base Ventura County, Port Hueneme, CA. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
8.1.1 Government personnel: Do not exercise any of the following functions over contractor employees:
8.1.2. Supervise or direct.
8.1.3. Approve leave or other absences.
8.1.4. Train or approve training.
8.1.5. Conduct performance appraisals or other evaluations.
8.1.6. Provide or approve awards and recognition.
8.1.7. Tell or suggest to a contractor whom to hire or fire.
8.1.8. Discipline contractor employees.
8.1.9 Contractor/Vendor: May not exercise any of the following functions:
8.1.10. Supervise government personnel.
8.1.11. Supervise employees of other contractors.
8.1.12. Administer or supervise government procurement activities.
8.1.13. Perform inherently governmental functions.
8.1.14. Evaluate, discipline or reward government personnel
9.0 GOVERNMENT FURNISHED EQUIPMENT
The Government will provide adequate working space in government facilities, all equipment (e.g., desk, chair, computer, printer, scanner, copier, telephone, etc.), utilities, janitorial services and expendable operating supplies for the duration of this contract. The contractor shall maintain the assigned office space in a neat and orderly manner. Personal or company use of phones, utilities, computers, printers, scanners, copiers, etc., not directly related to required services is strictly prohibited. Contractor shall not remove any government-furnished equipment or supplies from the worksite without the express written permission of the Contracting Officer or his/her designated representative.
10.0 PERIOD OF PERFORMANCE
The period of performance is anticipated to One Year after contract award.

Payment: Choose One: The US Navy anticipates using Wide Area Workflow (WAWF) to pay invoices IAW DFAR 252.232-7003 and DFARS 252.232-7006.

TECHNICAL QUESTIONS are to be submitted via e-mail to Jheanna.u.poblete.civ@us.navy.mil received no later than 10 September 2024 10:00:00 AM Pacific Standard Time. Answers to questions will be provided in the form of an amendment to this solicitation.
The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and by full text. It is the responsibility of the interested contractors to obtain copies of the necessary provisions and or clauses that are required as a part of this solicitation. Required clauses/provisions that are not submitted may render a quote not to be accepted by the Government.
THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE STATEMENT OF
WORK/PERFORMANCE WORK STATEMENT.
NAVSUP FLC San Diego may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC San Diego contract.

The contracting activity, Fleet Logistics Center San Diego (FLCSD) will process agency protests in accordance with the requirements set forth in FAR 33.103(d).
Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate reviewing authority; or, a protester may appeal a decision rendered by a contracting officer to the reviewing authority.
The reviewing authority for FLCSD is the Director, Regional Contracts Department, Fleet Logistics Center San Diego at 3985 Cummings Road, San Diego, CA 92136-4200. Agency procurement protests should clearly identify the initial adjudicating official, i.e., the "contracting officer" or "reviewing official".
Offerors should note this review of the Contracting Officer's decision will not extend GAO's timeliness requirements. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.
UNIT PRICES
Contractor unit prices, when incorporated into a Government contract, may be releasable under the Freedom of Information Act (FOIA) in the event NAVSUP FLCSD receives a FOIA request.
New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.
No partial shipments are permitted unless specifically authorized at the time of award.

52.212-2 Evaluation—Commercial Items (NOV 2021) Addendum to 52.212-2:
1.0 BASIS FOR AWARD:
1.1 Award will be made to the responsible offeror whose offer conforms to the solicitation requirements and is determined to be the most advantageous to the Government, price and other factors considered.
The acquisition will utilize the Performance Price Tradeoff (PPT) process to make a best value award decision. For proposals determined technically acceptable, a trade-off between price and past performance will be conducted with past performance being significantly more important than price considerations.
1.2 The Government intends to award this contract without discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a technical, past performance and price standpoint. Notwithstanding this intent, the Contracting Officer reserves the right to conduct discussions, a matter within his/her discretion.
1.3 The Offerors must fully comply with the instructions included in Section L (Instructions, Conditions, and Notices for Submission of Offers), and sufficiently address all solicitation requirements. Taking exception to any requirement in the solicitation without addressing the exception with the contracting office before the proposal due date specified within the solicitation will render the proposal ineligible for award.
2.0 EVALUATION PROCESS AND FACTORS
2.1 The Government will evaluate proposals based on the following factors and sub-factors:
Factor I – Cover Letter and Technical Factor
Factor II – Past Performance
Factor III – Price
2.2 If three (3) or fewer quotes are received, the Government will evaluate all quotes. If more than three
(3) quotes are received, the Government will then evaluate the three (3) lowest priced quotes.
However, the Government reserves the right to evaluate additional quotes if none of the initial three (3) lowest priced quotes are qualified as technically acceptable under Factor I and have at least a Satisfactory Confidence performance assessment under Factor II. If additional quotes are evaluated, they will be evaluated in the order of increasing total evaluated price.
2.3 The Government’s technical evaluation team will evaluate Factor I, Technical, on an
“Acceptable”/”Unacceptable” basis. Only technically acceptable quotes are eligible for award.
2.4 Factor I, Technical: Staffing and Training Plan. An “Unacceptable” in will result in an overall Factor I rating of “Unacceptable,” rendering the entire proposal ineligible for award.
2.5 Only those offerors that are determined to be technically acceptable under Factor I, Technical, will be further evaluated under Factor II, Past Performance. Past Performance history will be evaluated as being significantly more important than Price.
2.6 Only those proposals determined to be technically acceptable under Factor I with at least a Satisfactory
Confidence performance assessment under Factor II, either initially, or as a result of discussions, will be considered for award.
3.0 FACTOR I – TECHNICAL
The Government will conduct technical evaluation on the three lowest priced offerors. The Government will evaluate the offeror’s technical proposal against the listed sub-factors to determine whether they are technically acceptable or technically unacceptable:
3.1 Cover Letter and Technical Factor:
3.1.1 The Government will evaluate the adequacy of the Offeror’s cover letter and technical factor to determine whether or not it properly addresses the staffing requirements for on-going day-to-day operations. Offerors will be evaluated on their ability to respond to workload fluctuations and overlapping tasks in a timely manner.
3.1.2 The Government will evaluate all proposed Key Personnel and the supporting information to determine the extent to which the described knowledge, experience, and education are in accordance with the key requirements in the PWS.
3.1.3 The Government will evaluate the adequacy of the Offeror’s training plan.
3.1.4 The Government will evaluate the adequacy of the Offeror’s transition plan

4.0 FACTOR II – PAST PERFORMANCE
The Government will conduct the past performance evaluation on the three lowest priced offerors if they are determined to be technically acceptable under Factor I, Technical.
4.1 The assessment of the Offeror’s past performance will be used by the Government as a means to evaluate the relative capability of the Offeror and other competitors to successfully meet the requirements of the PWS and as a measure of performance risk for contract award. The government’s assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror’s performance on list of contracts, but rather the product of subjective judgment of the government after it considers all available relevant and recent information.
4.2 The rating tables identified below as “Past Performance Relevancy Rating” Table and “Past
Performance Confidence Assessment” Table will be utilized for the assignment of ratings for relevancy and confidence assessment.
4.3 Each past performance data sheet will be evaluated to determine whether the work performed by the
Offeror is recent and relevant to the instant requirement. Relevant past performance is performance under contracts accomplished within the past three (3) years that is of the same or similar scope, complexity, and magnitude to that which is described in the solicitation. Common aspects of relevancy include, but are not limited to, the following: similarity of product/service/ support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting.
4.4 The Government will assign one relevancy rating for each past performance effort submitted using the four levels of relevancy as shown in “Past Performance Relevancy Rating” Table below. Past performance of greater relevancy will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
Past performance reference that that has no relevance to the instant requirement will not be evaluated favorably or unfavorably and will not be considered in the overall assessment of Past Performance Confidence.

4.5 Each past performance reference under each offeror’s Past Performance submission that is found to have at least some relevance to the instant requirement will be evaluated to determine the quality of the offeror’s performance under that reference. The Government will focus its inquiry of the Offerors record of performance as it relates to timeliness, quality, cost control, and customer satisfaction.
4.6 Quality of the relevant past performance will form the basis for the Offeror’s overall rating for Past
Performance.
4.7 The Government will assign one Past Performance Confidence rating to each Offeror using the five levels of confidence as shown in “Past Performance Confidence Assessment” Table below. This rating will become the Offeror’s overall rating for Past Performance.

Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will successfully perform the required effort.
Unknown Confidence (Neutral):
No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
The government intends to verify past performance information on contracts listed by the Offerors. The government may contact some or all of the references. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. The Contractor Performance Assessment Reporting System (CPARS) will be accessed to locate recent and relevant information.
5.0 FACTOR III – PRICE
5.1 All proposals will be ranked by the total evaluated price. Total Evaluated Price will be calculated by summing the evaluated price for the base year plus the Option to Extend, per FAR clause 52.217-8.
Evaluation of options WILL NOT obligate the Government to exercise the options.
5.2 Each Offeror's price proposal will be evaluated for completeness and reasonableness. Also, unbalanced pricing will be evaluated of the proposed unit prices of the fixed price list, including options, IAW FAR 15.404-1(g). A proposal is considered complete when all items outlined in the Schedule of Supplies/Services of the Solicitation. Price reasonableness will be determined using one or more techniques identified in FAR 15.404-1(b) such as comparison of proposed prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items or subline item(s) appear to be significantly overstated or understated as indicated by the application of price analysis techniques.
5.3 Option to Extend Services: As part of the Price Factor evaluation, the Government will evaluate the
Option to Extend Services under FAR 52.217-8 by including six (6) months, priced at the monthly rate of the last option period. The Government may choose to exercise the extension of services at the end of all options, utilizing the rates for that ordering period.

252.225-7000 Buy American—Balance of Payments Program Certificate. (NOV 2014)
(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “component,” “domestic end product,” “foreign end product,” “qualifying country,” “qualifying country end product,” and “United States,” as used in this provision, have the meanings given in the Buy American and Balance of Payments Program—Basic clause of this solicitation.
(b) Evaluation. The Government—
(52) Will evaluate offers in accordance with the policies and procedures of Part 225 of the Defense Federal Acquisition Regulation Supplement; and
(2) Will evaluate offers of qualifying country end products without regard to the restrictions of the Buy American statute or the Balance of Payments Program.

Addendum to 52.212-1:
1. GENERAL INSTRUCTIONS
1.1 This section provides general instructions for preparing proposals as well as specific instructions on the format and content of the proposal. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors and subfactors. Taking exception to any provision in the solicitation without addressing the exception with the contracting office before the proposal due date specified within the solicitation will render the proposal ineligible for award.
1.2 The Government intends to award this contract without discussions. Notwithstanding this intent, the
Government reserves the right to conduct discussions with Offerors in the competitive range, if necessary and permit such Offerors to revise their proposals.
1.3 An Offeror’s proposal is presumed to represent the Offeror’s best efforts to comply with the solicitation requirements. Clarity and completeness of the proposal are of the utmost importance. The proposal must be written in a practical, clear, and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. Offerors are cautioned against restating PWS requirements in their proposal, particularly with regard to technical requirements and must state how all RFP and PWS requirements will be met. Statements such as "the Offeror understands" and "the Offeror shall/can comply", along with responses that paraphrase the RFP, are inadequate. The use of phrases such as "standard practices" (with a specific government reference or industry reference) does not indicate that an Offeror understands the requirements and will likely result in a diminished evaluation rating.
1.4 The offer should be complete as submitted and not include references to data or information previously submitted. Data previously submitted to the Navy, if any, will not be incorporated “by reference” into the offer and will not be considered in the evaluation of the proposal.
1.5 At the Government’s discretion, the Contractor’s proposal may be incorporated into the final contract, either in whole or in part.
1.6 The Offeror’s proposal shall remain valid for at least 120 calendar days after the proposal due date.
1.7 Questions regarding any aspect of this procurement must be submitted in writing to the Contract Specialist. Other methods of submitting questions are not authorized and will not be acknowledged or addressed. Both questions and answers will be posted to the Government Point of Entry (www.sam.gov) in a form of amendment to the solicitation for all parties to view. The Government will make every attempt to answer all questions in a timely manner. However, questions submitted within three days of the posted closing date may not allow for ample time to respond, and Offerors cannot be guaranteed a response will be issued. All questions must be submitted by date referenced on sam.gov.
2. PROPOSAL FORMAT AND CONTENT
2.1 The Offerors proposal shall be submitted in severable volumes based on the Factors as set forth below and all information specific to each Factor shall be confined to that volume. Failure to provide any volume may result in the proposal being given an Unacceptable rating. Information provided shall be specific to each Factors.
2.2 The offeror’s proposal shall consist of three (3) separate volumes:
Volume I – Cover Letter and Technical Factor Volume II – Past Performance Volume III – Price
Note: All information pertaining to price data shall be included exclusively in Volume III. Under no circumstances shall any pricing data be included elsewhere in the proposal.
2.3 Each volume must include the Cover Sheet. The cover sheet shall include:
• Title – N00244-24-Q-0326 CSFE Museum and Exhibit Design Services
• Volume Name (Technical and Price)
• Volume Number
• Name and address of the offeror, point-of-contact (POC), title, telephone number, fax number, email address, Taxpayer Identification Number (TIN), and Commercial and Government Entity (CAGE) code.
• Table of Contents – The table of contents shall provide enough detail to easily locate all important elements of the proposal.
Data submitted directly to the Government by subcontractors in support of the prime offeror’s price proposal shall follow the above format. In addition, the prime offeror shall be prominently identified. All submissions are subject to the posted submission requirements including the posted closing date and time.
2.4 All text shall be single-spaced and on white background with black color font (Black and white requirement does not apply to graphics or photos. Company stationary and logos are acceptable).
Cross-references should be utilized to preclude unnecessary duplication of data between sections.
Digital copies shall be provided in Microsoft Word, PDF, PowerPoint, and/or Excel.
2.5 Electronic copies of all offers are to be submitted via email to jheanna.u.poblete.civ@us.navy.mil.
All copies must be able to be printed out single-sided, on either an 8.5” by 11” paper or 11’ by 17’ paper for diagrams, charts, or graphic materials. Minimum font type size 10, Times New Roman font or similar common desktop environment font is to be used. Pages of each volume must be numbered consecutively. All offers must be received by date posted through SAM.gov. The posted closing date and time applies to all electronic copy submissions.
3. SPECIFIC VOLUME INSTRUCTIONS
3.1 VOLUME I: COVER LETTER & TECHNICAL FACTOR
NOTE: Data previously submitted, if any, will not be used in the evaluation of this Request for Proposal. Therefore, previously submitted data should not be included in proposals “by reference”.
3.1.1 The technical proposal should be written so that the government can make a thorough evaluation and arrive at a sound determination as to whether the proposal meets the requirements of this solicitation. To this end, the technical proposal shall be so specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of and ability to perform the technical requirements contained in the PWS.
3.1.2 The technical proposal shall be page numbered, contain a table of contents, be organized in the order specified for (1) Cover Letter & Technical Factor
3.1.3 The proposal shall not exceed the limits stated below. The maximum page requirement excludes cover sheets, tables of content, or separation/index pages. Page limitations are as follows:
3.1.4 Maximum of 15 pages, exclusive of resumes, letters of intent, table of contents. All charts and matrixes are permitted to be submitted on fold-out pages. (Fold-out pages shall not exceed 14 inch by 17 inch).
Note: To ensure fairness to all offerors, the above page limitations must be strictly enforced by the Government’s evaluation process. Material over and above the page limitation established for any one plan will not be reviewed and / or evaluated by the Government.
3.1.5 TECHNICAL: Cover Letter and Technical Factor
3.1.4.1 Cover Letter: Offerors shall include the name of the company, the cage code, the physical address, the point of contact information (name, email and phone number), and the titles or names of all of the documents submitted in mailto:jheanna.u.poblete.civ@us.navy.mil.%20All mailto:jheanna.u.poblete.civ@us.navy.mil.%20All http://www.sam.gov.the/ response to this solicitation. If applicable, the cover letter can be used for any assumptions forming the basis of the RFQ submission.
3.1.4.2 Factor 1—Technical Approach
Technical Factor section of Volume I shall provide information in sufficient detail to allow the Government make a thorough evaluation and arrive at a sound determination as to whether the offer meets the requirements of this solicitation. To this end, the proposed technical approach shall be as specific, detailed and complete as to clearly and fully demonstrate that the prospective contractor has a thorough understanding of and ability to perform the technical requirements contained in the PWS
3.2 VOLUME II – PAST PERFORMANCE
3.2.1 The past performance evaluation factor assesses the degree of confidence the Government has in an Offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.
3.2.2 Offerors should provide relevant past performance information for similar or related work under contracts completed during the last three years. Offerors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this solicitation. Each Offeror has the opportunity to provide in its proposal any information regarding its past performance of contracts similar to the Government's requirement that it would like the Government to consider. The Offeror may include Federal, State and Local Government and private sector contracts.
3.2.3 Offerors should provide the following information below, but a Past Performance Datasheet will be provided as an attachment to this solicitation. There is a limit of three past performance entries.
• Contract Number and, in the case of Indefinite Delivery type contracts, contracts, and Blanket
Purchase Agreements, also include Delivery Order Numbers
• Customer/Agency (name, e-mail address, and telephone number)
• Contracting Officer and Technical Point of Contact (name, e-mail address, and telephone number)
• Brief description of the scope of work: Offerors shall provide a specific narrative explanation of each contract describing the objectives achieved and detailing how the effort is relevant to the requirements of this solicitation.
• Contract type (specific type such as Fixed Price (FP), Cost Reimbursement (CR), Time & Materials (T&M), etc.)
• Award Price
• Total Labor-Hours of Effort
• Period of Performance
• Contract Deliverables
3.2.4 For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence.
3.2.5 Offerors may submit past performance information regarding the following: predecessor companies, key personnel who have relevant experience and subcontractors that will perform major aspects of the requirement.
3.2.6 To obtain information, the Government may contact the points of contact listed by Offerors, however, the Government is not required to contact the points of contact provided by Offerors and may limit the number of references it decides to contact. The Government is also free to contact references other than those provided by the Offeror to evaluate past performance of Offerors.
3.3 VOLUME III – PRICE
3.3.1 The price proposal shall cover all aspects of the proposed effort. Data contained in the price proposal shall be consistent with data contained in Volume I.
3.3.2 The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offeror's may be required to submit information other than cost or pricing data to support a determination of price reasonableness
3.3.3 The Offeror is required to submit a price proposal breakdown for each CLIN included in the
Schedule of Services of the Solicitation. For an offer to be considered reasonable, applicable base rates must at a minimum meet the applicable collective bargaining agreement rates. The proposal shall include employees’ vacation, sick pay, and other fringe benefits. In addition, any overhead, profit, G&A must be included to determine reasonableness.
The offeror must state explicitly whether any exceptions are taken to the terms and conditions of the solicitation. If so, the offeror shall list, and provide its rationale for any such exception. Any comments or exceptions must be addressed in this section and may form the basis for an offeror to be considered ineligible for award. Alternate proposals are not authorized and will be rejected.
