1.0 SCOPE
1.1 Description of Services
The Federal Bureau of Investigation’s (FBI) Operational Technology Division (OTD) has a requirement for the removal and replacement of Government-furnished SD214-SF2P2SNM 4-element antenna on the WKRG tower at 11400 Austin Lane, Spanish Fort, AL 36527.
This is a contract to provide technical services for the removal and installation of an FBI antenna at the WKRG tower site (MO-043) for the FBI’s OTD. The contractor must provide services to install the antenna and lines on Government leased tower space in accordance with the specifications identified in this document.
This is a guyed tower that is 1,849 feet tall, and the antenna is located at approximately 1,100 feet. The existing feedline will remain in place. The tower elevator on site is operational to assist the assigned contractor. The FBI will supply the replacement antenna and mounting hardware.
This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the
Government.
The Contractor must supply the necessary materials and labor to complete the described antennareplacement and installation at the primary radio tower site. When the offeror provides installation, configuration or integration services for equipment and software pursuant to this contract, the offeror must not install, configure or integrate the equipment and software in a way that reduces the level of conformance with the applicable Revised 508 Standards. The
Government anticipates installation services being performed prior to July 01, 2026.
1.2 Applicable Documents

1.3 Requirements
• Provide technical services to remove an existing 4-dipole array antenna and replace it with a Government-Furnished SD214-SF2P2SNM 4-element antenna at the 1,100-foot mark of the WKRG tower (MO-043).
• Be responsible for any permit fees to complete the antenna installation, if applicable.
• Installation of the equipment must be completed no later than July 1, 2026.

• The tower owner requires that the contractor carry at least 5 million dollars in liability insurance for their work crew, and must provide OSHA competent personnel to complete the work
• Remove all debris from site and dispose of it accordingly.
1.4 Place of Performance
The primary place of performance will be at WKRG tower (MO-043), 11400 Austin Lane, Spanish Fort, AL 36527.
1.5 Deliverables
The Contractor must be responsible for providing the following deliverables:

Installation of the equipment must be completed no later than July 1, 2026. The installation will not be accepted until onsite FBI representatives have fully tested and approved the installation.
The contractor is encouraged to complete installation ahead of schedule. The contractor shall remain onsite and schedule no additional work until the government has tested the site to its satisfaction.
1.6 Electronic Invoicing Requirements
The FBI requires vendors to submit invoices and supporting documentation electronically through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service
(Treasury) in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit IPP.gov.
Invoice Submission
Vendors are required to create and submit electronic invoices using the IPP system. Invoices submitted by email will not be accepted. This requirement applies immediately upon contract

Obtaining IPP Access
If your company has already enrolled in IPP:
You will not be required to re-register. Please contact your company's IPP account administrator so that he/she may add you as an additional user to your company’s IPP Collector account.
If your company has NOT enrolled in IPP:
Your company will be auto-enrolled for IPP using information from your SAM.gov account.
Your company's Primary Electronic Business Point of Contact (POC) will be designated as an
IPP administrator. This POC will be contacted by email to register when the FBI initiates the enrollment process through IPP. To prevent enrollment delays, please ensure your designated
Electronic Business POC in SAM.gov is up to date.
Your company’s IPP administrator will be responsible for initial account registration as well as creating and managing your company’s IPP users and permissions. Please note that due to U.S.
Department of the Treasury guidelines, IPP cannot set up User IDs using a shared email address.
How to register for IPP:
1. Once FBI initiates the enrollment process, your company’s designated Electronic Business
POC in SAM.gov will receive two emails from IPP Customer Support
(ipp.noreply@mail.eroc.twai.gov):
• The first email contains the initial administrative IPP User ID
• The second email, sent within 24 hours of receipt of the first email, contains a temporary password
• You must log in with the temporary password within 30 days
2. Registration is complete when the initial administrative user logs into the IPP web site with the User ID and password provided and accepts the IPP rules of behavior. Additional user accounts, including administrators, can be created after initial login.
Training
Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website. Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all IPP capabilities ranging from creating and submitting an invoice to setting up email notifications.

1.7 Government Furnished Equipment or Information
The Government will provide all location and contact information necessary for the vendor to access the site. The Government will supply the feedline, antenna, terminations, grounding kit and weather seal. The Government will provide the replacement SD214-SF2P2SNM 4-element antenna for installation.
1.8 Personnel Availability
The Contractor will coordinate with the COR and the broadcasting company that owns the
WKRG tower site for available times to conduct the Antenna Installation
1.9 Security Requirements
The Contractor must comply with all applicable federal, state, and local laws related to physical security, information protection, and personnel conduct while performing work under this contract. No access to Government facilities or Government information systems is required for this effort.
The Contractor must not receive, store, or process any Controlled Unclassified Information
(CUI), classified information, or sensitive Government data. All work must be performed using the Contractor’s own tools, systems, and facilities without connection to Government networks.
1.10 Government Representatives
The functions inherent to this contract shall be performed by the designated Contracting Officer.
The duly assigned COR shall ensure all actions pertaining to this contract are requested via the
Contracting Officer.
1.10.1 Contracting Officer Representative
The COR will be identified via letter of COR delegation authority for this contract. The COR is responsible, as applicable, for: receiving all deliverables, inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract;
providing direction to the Contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
The COR does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the
Government’s best interest to alter/change contractual obligations or the Scope of Work, the CO shall issue such changes. The COR for this contract will be assigned at contract award.

1.11 Travel and Other Direct Costs
No separate reimbursement will be provided for travel, materials, or other direct costs. All costs necessary to perform the work described in this SOW shall be included in the contractor’s firm‑fixed‑price quote.
Other Direct Costs (ODCs) are not authorized.
2.0 SERVICES AND PRICES/COSTS
The Contractor must provide a firm fixed price for the services/equipment as described in this
RFQ. Any discount from list price or government discount should be shown on the price quote.
Prices will be evaluated based upon the unit pricing quoted for the Period of Performance.
2.1 Pricing
The Contractor must provide detailed pricing in their normal pricing format.
3.0 TERMS AND CONDITIONS
In accordance with FAR 12.302(d), all applicable FAR, agency specific, and local clauses and provisions relevant to this acquisition are incorporated by reference and are provided in addendum “WKRG Antenna replacement-OTD 15F06726Q0000168”. Offerors are responsible for reviewing the addendum in full, as all terms contained therein are considered fully applicable to this RFQ and any resulting award.
4.0 REQUIREMENTS FOR QUOTE PREPARATION
4.1 General Instructions
Each quote shall be in two (2) separate and distinct parts: Part I – The Price Quote, and Part II – Technical Volume.
The offeror must, through an e-mail to jalittle2@fbi.gov, submit both Parts by May 22, 2026. The electronic copy, submitted through e-mail, shall be considered the intended version for review by the Government in response to this RFQ. Quotes shall have RFQ

#15F06726Q0000168 in the subject line of the e-mail. Offerors are hereby notified that if their quote is not received by the date, time and location specified in this announcement, it will not be considered by the agency.
Telephone questions or requests will not be accepted.
Offerors are expected to examine the entire RFQ. Failure to do so will be at the Offeror’s own risk.
Overall, the Government will take into consideration the offeror's proposal quality, detail and relevance of information presented in response to this RFQ. The contract will be awarded to the lowest priced technically acceptable offeror.
The Government may make an award based on initial quotes received, without discussion of such quotes. Quotes shall set forth full, accurate, and complete information as required by this solicitation package (including Attachments). The penalty for making false statements in quotes is prescribed in 18 U.S.C. 1001.
Part I - The Price Quote shall contain the following:
a. SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS - Request for Quotation (SF-1449). When completed and signed by the offeror, this document constitutes the offeror's acceptance of the terms and conditions of the proposed contract.
Therefore, the form must be executed by representatives of the offeror authorized to commit the offeror to contractual obligations. Offerors shall sign the SF-1449 in Block # 30a. This document can be found in Attachment One (1).
b. PRICING - The offeror shall provide itemized prices for all services required to comply with the requirements of this RFQ.
Part II - The Technical Requirement shall contain the following:
• Company Information – (1 page) General information name of business, established date, pertinent background on company organization, specific individual with whom the government will directly work with.
• Technical Information – The quoter shall provide their plan to meet the requirement as stated in this RFQ ensuring that the services offered meet and are in compliance with the technical specifications/descriptions as listed in Section 3.4. A timeline shall also be provided as listed in section 3.6.
4.2 Restrictive Data
Offerors submitting restrictive data in their quote that they do not want disclosed to the public for any purpose or used by the Government except for evaluation purposes, shall:

Mark the title page with the following legend: “This quote includes date that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed – in whole or in part – for any purpose other than to evaluate this quote or quotation. If, however, a contract is awarded to this offeror as a result of – or in connection with – the submission of this data, and the
Government incorporates the quote as part of the award, the Government shall have the right to duplicate, use, or disclose data. Also, this restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to the restriction is contained in page (insert numbers or other identification of pages); and mark each page of data that is restricted with the following legend: “Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this quote.”
The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 551).
4.3 Technical Assumptions
Offerors shall identify and address assumptions affecting the technical proposal citing the component(s) of the proposal to which they pertain. The Government reserves the right to reject any quote that includes any assumption that adversely impacts the Government’s requirements.
5.0 EVALUATION AND AWARD PROCESS
52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability of the item offered to meet the Government requirement and (ii) price at lowest price technically acceptable.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Part I of the RFQ response will be evaluated as follows:

Price Quote: Will be evaluated to determine 1) what is the overall price of the services; 2) is the quotation complete; and 3) if the pricing is fair and reasonable.
Part II of the RFQ response will be evaluated as follows:
Technical Capability: The Technical Proposal will be assessed to determine if it addresses the major elements of the statement of work. Technical will be rated on a pass/fail basis.
The contractor shall ensure they provide enough information to make this determination possible.
6.0 PROCESS SCHEDULE
6.1 Questions
Offerors are requested to submit their questions via email to Justin Little at jalittle2@fbi.gov. The questions shall be grouped by RFQ section and make reference to the particular section/subsection number. Questions must be received before Monday, May 18, 2026 at 12:00 PM ET. Questions or requests for an extension submitted after the cut-off date will not be considered.
Any information given to a prospective Offeror concerning this solicitation will be furnished promptly to other prospective Offerors as an amendment to the solicitation.
6.2 RFQ Response
Quotes not received by Friday, May 22, 2026 at 12:00 PM ET will not be considered.
Quotes must be submitted via email to jalittle2@fbi.gov. Mailed copies will not be accepted or considered.

Attachment 1 is required as a part of the Offeror’s quote.
