About this file
This is a Justification for Exception to Fair Opportunity (J&A) document for a bridge contract modification under FAR 16.507-6(b)(3) for sole source procurement based on economy and efficiency.
The Defense Information Systems Agency (DISA) J6 Command, Control, Communications, and Computers Enterprise (C4E) Directorate seeks a 12-month sole-source bridge modification to existing task order HC102820F0943 with incumbent ValidaTek-CITI, LLC. The modification covers Engineering and Development for the Enterprise (ED-E) Bridge services, extending performance through June 2027 and incorporating a 40% surge capacity for emergent mission demands across the Pentagon enterprise network. The procurement supports resilient Non-classified Internet Protocol Router (NIPR)-Net and Secret Internet Protocol Router (SIPR)-Net Microsoft SharePoint and Customer Relationship Management platforms serving the National Capital Region. Services include full-spectrum systems and security engineering, complete lifecycle application development and sustainment, and endpoint and operating system optimization with secure base image deployment across NIPR, SIPR, and classified networks. The bridge modification will prevent critical service lapses affecting over 35,000 end users in the Pentagon and related DoD facilities until the follow-on contract award is finalized. The contracting officer will determine fair and reasonable pricing by comparing the contractor's proposal against an Independent Government Cost Estimate and historical order pricing under the existing CIO-SP3 GWAC, with additional discounts sought to ensure best value. Market research completed within the past 12 months demonstrates that only the incumbent contractor can meet current government needs without substantial service disruption. The prior ED-E award was competed as a small business set-aside via CIO-SP3 in 2020 and did not require a sole-source justification.

(b) A previous justification was not required as ED-E was competed as a small business set-aside via CIO-SP3 in 2020. A sole-source environment will exist for the purposes of this bridge modification.
(c) The prior award was accomplished without the need for an exception to fair opportunity, as it was competed as a small business set-aside via CIO-SP3.
