Part 1
GENERAL
1.0 Part 1 - General Description of Parts and Labor
1.0.1 Modular UPS Revitalization Service (MPRS): The purpose of part one of the contract is to provide a down-sizing, Modular UPS Revitalization Service (MPRS), on two (2) Uninterruptible Power Supplies (UPS), APC Model Symmetra MW 1000kVA UPS with External Bypass Static Switches. The UPS systems to be revitalized are configured as a fully redundant systems, each with a Sync Panel and Remote Annunciator Status Panel (RASP). The two UPSs are currently configured as 400kVA (1+n; total module capacity 600kVA). The end configuration will be UPS-A and B configured as 200kVA (1+n; total module capacity 400kVA).

1.0.1.1 APC Systems: (See details of systems components in para. 1.1) This contract is to perform MPRS on two UPS systems. The contractor shall revitalize two (2) of the three (3) Power Modules per each of the two (2) APC Symmetra MW UPSs. The contractor shall dispose of the replaced components of the six (6) total Power Modules racks (18 invertor/rectifier 66kVA submodules). The contractor shall also provide and replace for both UPS systems; (new) static switch an intelligence modules, (new) Powerview displays, (new) Network Management Cards, (new) Switchgear boards, (new) battery monitor boards, (new) system PSUs, for each of the two UPS systems. The contract will include one year of full coverage warranty for the parts replaced. The contractor shall be responsible to ensure APC Symmetra UPSs perform to OEM specification at the new 200kVA 1+n configuration.
1.0.1.2 All services shall be performed on site at an operational telecommunications facility at Fort Detrick, Maryland. The telecommunications facility operates 24 hours per day 365 days per year including all federal holidays. In the event of an APC equipment failure the Contractor shall dispatch a service technician to site to repair the failure. Preventive Maintenance (PM) for APC systems shall be scheduled and performed on site by a service technician.
1.0.2 Battery Removal and Replacement: The purpose of part two of this contract is to remove 288 past expected service life, 16-volt front terminal batteries and replace them with 96 new 16-volt front terminal batteries. The brand or manufacturer of the replacement batteries is not specified but must be adaptable to fit Data Safe™ battery rack type ST64925384BL600A and must conform to the minimum specifications shown in paragraph 1.4.1.4 of this document. This project supports downsizing the number of battery strings from 12 strings (288 batteries) to 4 strings (96 batteries) that support two (2) Uninterruptible Power Supplies (UPS), APC Model Symmetra MW 1000kVA UPS (UPS-A populated to 400KVA and UPS-2 populated to 600kVA). The number of battery racks in use will decrease from 12 to 4 and the BTECH battery monitoring system will only be required to monitor 2 strings and 96 individual batteries per UPS.

1.0.2.1 UPS Battery Systems: (See details of systems components in para. 1.1) This contract is to remove and dispose of 288 old batteries and provide/install 96 new batteries for two UPS systems. The contract will include one year of full coverage warranty for the parts replaced.
1.0.3 All services shall be performed on a restricted access site at an operational telecommunications facility at Fort Detrick, Maryland. The telecommunications facility operates 24 hours per day 365 days per year including all federal holidays.
1.0.4 The Government will provide security escorts but will not exercise any supervision or control over the Contractor’s service providers performing the services specified herein.
1.1 Description of Services
1.1.1 The Contractor shall provide and install all new components of the Schneider Electric “Modular UPS Revitalization Service (MPRS) for two APC Model Symmetra MW UPS each currently populated with a total of 9 Invertor/Rectifier (66kVA submodules) to be downsized to a total of 6 Invertor/Rectifier (66kVA submodules)
1.1.1.1 The Contractor shall provide 1-year full coverage with emergency response for newly installed parts.
1.1.2 The Contractor shall remove and dispose of 288 old batteries and provide/install 96 all new batteries for two APC Model Symmetra MW 1000kVA UPS (populated to 400KVA) systems. All unused battery monitoring wires and battery power cables will be labeled and properly isolated from the active power system. The UPS and BTECH battery monitoring systems will be properly configured and operationally tested/validated after battery replacement.
1.1.2.1 The Contractor shall provide 1-year full coverage with emergency response for newly installed batteries.
1.2 Configuration
US Army Signal Activity - Fort Detrick Operates and Maintains the telecommunications facility known as the Gateway Telecommunications Center (GTC) The facility supports two Satellite Communications Earth Terminals and a Technical Control Facility. The facility’s power systems supply both critical and non-critical loads.
The GTC’s critical power load is satisfied by two (2) UPS’s. The two APC Model Symmetra MW 1000kVA UPS (populated to 400KVA n+1 (600kVA)) are configured to provide critical power to two independent critical busses (A & B) which may be tied together via a power breaker. The batteries provide power to the UPS in case input utility power is lost. See: Figure 1: Current power system in the GTC.

1.3 Scope
The scope of this contract is to provide work necessary to restore the station’s two parallel UPS systems (UPS-A and UPS-B) to original reliability by performing the MPRS revitalization service. The contract also requires the replacement of end-of-life UPS batteries supporting both GTC’s UPS systems. The replacement requirement is to reduce the total number of batteries from 288 to 96. The requirement will also require the downsizing of each battery’s Amp hour (Ah) specification from 925Ah to 550Ah. Although the battery replacement requirement is a downsize in number and size of battery, the contract requires the removal and disposal of all existing 288 16HX925F-FR batteries currently in the system.
1.3.1 MPRS:
1.3.1.1 The Contractor shall provide and install new power modules, part number SYPM200KG. This service shall be performed on two parallel UPS systems from the current 3 Power Modules to 2 Power Modules in each UPS system.
1.3.1.2 The Contractor shall provide and install new static switch & intelligence module on two UPS systems.
1.3.1.3 The Contractor shall provide and install Powerview display (2 ea.)
1.3.1.4 The Contractor shall provide and install Network Management Card (2 ea.).
1.3.1.5 The Contractor shall provide and install switchgear boards (2 ea.),
1.3.1.6 The Contractor shall provide and install battery monitor boards (2.ea.).
1.3.1.7 The Contractor shall provide and install system PSU (2.ea.).
1.3.2 Batteries:
1.3.2.1 The Contractor shall remove 288 old 16-volt front terminal batteries.
(24 batteries per rack, 12 racks, 288 batteries total.)

1.3.2.2 The Contractor shall provide and install 96 new 16-volt front terminal batteries. (24 per rack x 4 racks, two racks per UPS A & B Battery Dimensions: Length < or = 27.2”, Width < or = 7.0”, Height < or = 12.3”
1.3.2.3 The Contractor shall properly install the recommended battery hardware and torque all connectors to specifications.
1.3.2.4 The Contractor shall measure and record the initial internal battery impedance values, individual battery and string voltages, cell-to-cell connection resistance (in ohms), and terminal connection resistance (in ohms).
1.3.2.5 The Contractor shall update the BTECH battery monitoring system vales.
1.3.2.6 The Contractor shall properly label, isolate/terminate unused battery, bus, and battery monitoring system cables.
1.3.2.7 The Contractor shall dispose of 288 old batteries. (16HX925F-FR)
1.4. Equipment description
The following is a description of the UPS and Battery Strings. The UPS are APC Symmetra 1MW frames configured as synchronized redundant with each one capable of taking on the full station load. The UPS are 480VAC, 3 Phase input and output. Each UPS currently has 6 battery strings (3 Negative and 3 Positive Half Strings). Each sting is 384VDC with a System Float Voltage: 432-435.8. The batteries are 16 Volt front terminal VRLA. There are 24 x 16VDC front terminal batteries in each string. The condition of all battery strings and individual batteries are monitored by a BTECH battery monitoring system.
1.4.1 UPS and associated power equipment systems in the Gateway Telecommunications Center Room 1031 (UPS Room), Building 1668 Porter Street, Fort Detrick, MD. 21702-5002.

1.4.1.4 BTECH BVM Model S5 Battery validation monitor systems.
1.4.1.4.1 Contractor shall calibrate the B-Tech BVM to new battery baseline readings.
1.5 Period of Performance
The period of performance shall be from July 31, 2023, and December 31, 2023. The Contractor will advise the Contracting Office of the projected work completion date when this contract is awarded. The period of performance may be extended if the materials for the MPRS service or batteries cannot be procured within this period of performance. The Contractor will work with the Contracting Office to extend the period of performance if or when it becomes necessary.
1.6 Hours of Operation (Administrative)
The Contractor shall conduct administrative business with the Government between the hours of 0800 to 1700 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Business with USASA - Detrick shall normally be conducted from the Contractors facility via telephone and or E-mail. Business may be conducted on Site, but it must be coordinated with the Government.
1.7 Place of performance
Repairs and services shall be performed at 1668 Porter Street, Fort Detrick, MD, 21702-5002.
1.8 Type of Contract
Firm Fixed Price (FFP).
1.9 Security Requirements
The contractor shall coordinate with the Fort Detrick Provost Marshall Office for Fort Detrick access and with US Army Signal Activity – Fort Detrick for site access.
1.9.1 Personnel Security Requirements for Access to Fort Detrick:
Contractor personnel shall be United States Citizens and comply with Fort Detrick security office guidelines for base access outlined on the Fort Detrick website at Visitors :: U.S. Army Fort Detrick
1.9.2 Personnel Security Requirements to Schedule Access to 1668 Porter Street, Fort Detrick MD (worksite): Contractor personnel shall coordinate on-site access with Mr. Brian Timmer (301) 619-3601 email; brian.d.timmer.civ@army.mil
1.9.3 Contractor personnel who require access the work site will be briefed on applicable security and safety policies before they are granted access to the facility. Applicable security and safety policy excerpts shall be provided to the contractor upon request.
1.10 Contractor Qualifications
The Contractor who responds to UPS onsite warranty maintenance, shall:
1.10.1 be factory trained by the Original Equipment Manufacturer (OEM) on the APC Model Symmetra MW 1000KVA UPS MPRS and UPS Battery installation procedures. Be able to update the BTECH battery monitoring systems after the installation of the new batteries.
1.10.2 The contractor shall provide evidence of qualified personnel with their proposal and anytime during the contract when requested by the Government.
1.10.3 Be physically able to deinstall, move, dispose 288 (254 lbs per battery.) batteries and unload, move, and install 96 (151 lbs.) batteries during the allotted time.
1.11 Contract Security Classification Specification
1.11.1 DD 254 is not required for this contract.
1.12 Contact Information

1.13 Technical Point of Contact (TPOC)
1.13.1 The TPOC monitors all technical aspects of the contract and assists in contract administration. The TPOC is authorized to perform the following functions; assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and facilitate site entry for Contractor personnel.
1.13.2 The Contractor shall be aware that the designated TPOC(s) are not authorized to approve any changes in cost or price, estimates, or changes in delivery dates. The TPOC is not authorized to change any of the terms and conditions of the resulting order.

PART 2
DEFINITIONS & ACRONYMS
2.0 Part 2 - Definitions and Acronyms
2.1 Definitions
2.1.1 Contractor
A supplier or vendor awarded a contract to provide specific supplies or services to the Government. The term used in this contract refers to the Prime Contractor.
2.1.2 Contracting Officer
A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The Government Contracting Officer (KO) is the only individual who can legally bind the Government.
2.1.3 Contracting Officer’s Representative (COR) (if applicable) An employee of the U.S. Government appointed by the Contracting Officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4 Defective Services
A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5 Deliverable
Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.6 Key Personnel
Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS.
2.1.7 Physical Security
Actions that prevent the loss or damage of Government property.
2.1.8 Quality control
All necessary measures taken by the Contractor to assure that the quality of a product or service shall meet contract requirements.
2.1.9 Subcontractor
One that enters a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3.0 Part 3 - Government Furnished Items and Services
3.1 Services
The Government will provide site access, personnel escort while the Contractor is on-site at the Fort Detrick GTC. On a case by case basis the Government will provide limited access to the Government’s telephones for the Contractor to conduct business related to this contract.
3.2 Facilities
The Government will provide toilet facilities while the Contractor is on site, Alternating Current (AC) power for small power tools. The Contractor shall coordinate the use of this power to ensure the existing power system is not overloaded.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4.0 Part 4 – Contractor Furnished Items and Services
4.1 General
The Contractor shall furnish all the services, equipment, repair parts transportation and skilled/physical labor to successfully accomplish the work required under this contract.
4.2 Tools and Test Equipment
The contractor shall provide all required tools, test equipment, and repair parts to provide the services described in this PWS. All the repair parts shall be new. Used or refurbished repair parts are not permitted. Battery substitutions are not allowed.
4.3 Personnel Protective Equipment (PPE)
The contractor shall provide all PPE required to provide the services described in this PWS. OSHA standards for battery installation will be followed.
PART 5
SPECIFIC REQUIREMENTS
5.0 Part 5 – Specific Requirements
5.1. MPRS: The Contractor shall perform the Modular UPS Revitalization Service (MPRS) for two APC Symmetra 1MW UPS frames known as GTC UPS-A and UPS-B as specified by the OEM (Schneider Electric).
Responsible to removed replaced UPS part and perform proper disposal or recycling in accordance with any hazardous material handling and disposal requirements.
The contractor shall provide telephonic technical assistance, on-site demand maintenance during the warranty period of the service provided. The Contractor shall provide all material, repair parts, test equipment, software, firmware, and skilled personnel to repair the UPS to fully operational condition.
During the warranty period of newly installed parts, the Contractor shall respond to telephonic requests for assistance within 30 minutes of a request by the Government. The request by the Government will be telephonic. The Contactor shall respond 24 hours per day 7 days per week 365 days per year.
During the warranty period of newly installed parts, the Contractor shall respond to Government requests for on-site demand maintenance by having a qualified technician physically on site the next business day. The Contactor shall respond 24 hours per day, 7 days per week, 365 days per year to Government requests for on-site demand maintenance.
5.2 Batteries: The contractor shall remove and dispose of 288 (248 lbs. each) Data Safe HX 16HX925F-FR batteries (144 each UPS).
Disconnect, isolate and label unused battery power cables and monitoring system wires in the spare battery cabinets.
Provide and install 96 new 16-volt front terminal batteries (approx. 151 lbs. each) Replacement Battery Specifications:
Nominal Voltage: 16 volts Length 27.2”, Width 4.6”, Height 12.3” Front Terminals WPC (watts per cell) for 15 min. to 1.67 VPC at @ 77°F: 550 Internal Resistance (mΩ): 4 Use the new hardware supplied with the batteries or recommend manufacture hardware for the battery connections.
Follow the instructions in the BTECH installation manual when making the battery terminal connections.
Clean any corrosion from cables if re-using existing cables. Add a thin coat of no oxide grease to the face of the connector and to the contact surface of the battery terminal.
Torque all connections using an insulated torque wrench to the specific “inch pound” requirement specified by the manufacturer.
Measure and record the initial internal battery impedance values, individual battery and string voltages, cell-to-cell connection resistance (in ohms), and terminal connection resistance (in ohms).
Perform a Commissioning Charge on the batteries with a constant voltage and duration as recommended by the battery manufacturer.
Update the BTECH BVM Model S5 Battery validation monitor systems.
Adjust UPS float voltage if required.
Test charged batteries to validate operational condition.
Replace any defective/bad batteries that do not pass test.
Correct any system issues.
The Contractor shall commission and test the UPS/Battery system(s) per manufacturer’s standards, procedures and best business practices. The Contactor shall develop and submit to the Government a System Status Report, with narrative of the tests performed and the current status of the UPS system, including manufacturer’s minimum standards and comparative narrative/tables of the current status of the UPS systems versus those standards, after new battery replacement. The Contractor shall report general information as the overall health, condition, available power status, working status, expectations if required to provide emergency power, etc. of the UPS systems. Provide required records and documentation required for warranty.
Warranty:
Contractor is responsible for storing and moving batteries to and from site.
The government’s acceptance of items covered under this PWS won’t occur until all batteries are installed and properly working. Batteries shall be delivered on-site free from any damage incurred by improper storage, transportation, loading/unloading, etc.
The Contractor will provide a full parts and labor warranty (including travel, per diem, etc.) on the entire completed installation for one year after acceptance by the Government.
The Contractor shall provide a phone number to receive service call requests should the Government observe a malfunction during the warranty period and shall perform all repairs needed to keep the equipment at the functional level specified by the Original Equipment Manufacturer and within this SOW.
Response time shall be within 24 hours of service call, and repair time shall be within twenty four (24) working hours of Response Time as stated above or as scheduled by the Government.
Special Requirements:
Unless otherwise noted in the contract documents, contractor shall strictly comply with the manufacturer’s installation instructions, specifications, etc.
There shall be no deviations made from this specification without the prior written approval of the Contracting Officer. Any deviation from the manufacturer’s installation procedures must be supported by a written certification on the manufacturer’s letterhead and presented for the specifier’s consideration.
The Contractor shall be required to containerize and clean up (to the satisfaction of the base environmental officer IAW State, County & Federal Regulations) any liquid spills he/she causes at the work site that might endanger or degrade human health or the environment.
The transportation of the batteries will follow DOT requirements for Hazardous Material.
“Hazardous Material” means any hazardous or toxic substance, material, or waste, including but not limited to, those substances, materials, and wastes listed in the Department of Transportation Hazardous Material Table (49 CFR 172.101) or by the Environmental Protection Agency as hazardous substances (40 CFR Part 68.130) and amendments thereto, petroleum products, or such other substances, material, and wastes that are or become regulated under any applicable local, state, or Federal law.
5.3 Response Time (UPS Telephonic Technical Assistance)
During the warranty period of newly installed parts, the Contractor shall respond to telephonic requests for assistance within 30 minutes of a request by the Government. The request by the Government will be telephonic. The Contactor shall respond 24 hours per day 7 days per week 365 days per year.
5.4 Response Time (UPS On-site Demand Maintenance)
During the warranty period of newly installed parts, the Contractor shall respond to Government requests for on-site demand maintenance by having a qualified technician physically on site the next business day. The Contactor shall respond 24 hours per day, 7 days per week, 365 days per year to Government requests for on-site demand maintenance.
5.5 Repair Parts (UPS)
5.5.1 Contractor Provided Repair Parts
The Contractor shall provide all repair parts and material to troubleshoot and repair the UPS to a fully operational state. The Contractor shall make repair parts available on-site within 24 hours of determining what repair parts are required to repair the UPS. There will be two categories of repair parts, those shipped or brought to site by the Contractor and those on-site spare parts that are provided up front by the Government, stored on-site, and made available to the contractor to expedite UPS repair.
5.5.2 On-Site Repair Parts.
On-site repair GFE parts will be provided by the Government, stored on-site by the Government, and made available to the Contractor to expedite on site repairs. The Contractor may consume these parts to repair the UPS and then replenish parts, used. The Contractor shall replenish these repair parts within 14 business days at no additional cost to the Government. The Contractor may request additional time for replacement of the GFE parts that are used when proof of purchase which shows direct shipment to USASA-Fort Detrick can be provided. The Government will secure and store the repair parts on site in an environmentally controlled area and will not use or open repair parts unless directed by the Contractor as part of a telephonic troubleshooting effort.
