About this file
This document is a Statement of Work (SOW) for an annual preventative maintenance service agreement for a Magnetoencephalography (MEG) system and integrated Helium Recycler System (HRS) at the National Institute of Mental Health (NIMH). The CTF MEG system, installed in 2002, is a sophisticated neuroimaging research instrument used by over 40 investigators. The maintenance contract covers two preventative maintenance visits per year, comprehensive repair parts, labor, and travel, with a special refurbishment service for the HRS coldheads required every two years.
The service agreement will be for the period of September 16, 2025 to September 15, 2026, and will be located at the NIHBC Clinical Center in Bethesda, MD. The contractor must provide manufacturer-authorized technicians factory trained by the original equipment manufacturer, with all primary service personnel having at least one backup field service representative. The system requires regular maintenance to ensure operational integrity, particularly for the helium recycling system that manages liquid helium at approximately 12 liters per day. All personnel must be certified and factory-trained technicians, and the contractor will be responsible for providing any necessary replacement components due to malfunctions.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project: Annual Preventative Maintenance CTF MEG and HRS Annual Preventative Maintenance Service Agreement
Statement of Need and Purpose:
The Magnetoencephalography (MEG) Core Facility operates a 275 channel whole head CTF MEG system as a shared resource for the Intramural Research Program of NIMH as well as other institutes. MEG, magnetoencephalography, is a sophisticated technique allowing high resolution recording of brain activity and as such forms a vital part of the neuroimaging research program. The instrument is in full time use by over 40 investigators as part of the program mission of the institutes. In order to ensure availability of the system and reliability of patient data a full time maintenance contract is essential.
The integrated Helium Recycler System (HRS) is a vital part of the MEG machine as liquid helium is a necessary cryogen for maintaining the MEG sensors in a superconductive (operational) state. The helium in the MEG system boils off at a rate of approximately 12 liters a day and must be replenished at regular intervals. This is accomplished by the integrated HRS, which captures and compresses escaped gas to a liquid state before being transferred back into the MEG dewar (reservoir). The HRS is in constant operation managing the helium reclamation cycle, and therefore requires regular maintenance, as provided in the annual maintenance contract.
As part of the regular maintenance cycle of the HRS, a special service for the coldheads is required every two years. The last coldhead service was provided by CTF during the 2023 maintenance cycle, therefore the next service is due this year.
Background Information and Objective:
The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people’s health and save lives.
The CTF MEG™ system was purchased from VSM MedTech System, Inc. and installed in 2002. The system has been under a full-service maintenance contract that has been renewed each year since 2002. VSM MedTech reorganized several years ago as CTF MEG International Services (MISL), and more recently to CTF MEG Neuro Innovations Inc., and has all the proprietary rights to the CTF MEG system.
