STREAMLINED SOLICITATION FOR COMMERCIAL ITEMS

COMPETITIVE

COMBINED SYNOPSIS / SOLICITATION

Title: Ultrasound System

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 75N95024Q00582 and the solicitation is issued as a quotation (RFQ). This acquisition is for a commercial item and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, and FAR Part 12 – Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-06, with effective date August 29, 2024.

(iv) The associated NAICS code 423450 and the small business size standard is 200 employees. This requirement is a small business set-aside procurement.

(v) The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease.

Neuromuscular ultrasound allows for dynamic imaging of muscle and/ or nerve. It is helpful especially in the pediatric population through adulthood as there is little or no discomfort, it can be performed even in infants and younger pediatric patients who are moving (unlike MRI) and thus does not require sedation. Ultrasound of skeletal muscle can be evaluated looking at size (atrophy/ hypertrophy), edema, echogenicity, abnormal spontaneous activity, and can assess the relative differences in muscle involvement compared to other groups. The assessment of differential patterns of muscle involvement may be unique to specific genetic myopathies or muscular dystrophies, or can give clues (eg: proximal versus distal/ symmetric vs asymmetric differences).

Muscle ultrasound can add to the clinical phenotyping for a patient and can also potentially help clinicians to determine an appropriate muscle for future muscle biopsy.

In addition, it will build on our ongoing clinical and research collaborations with the Children’s Hospital of Philadelpia (CHOP).

(vi) The purpose of this acquisition is to procure a Terason uSmart Ultrasound System brand name or equal.
