DESCRIPTION
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch / Leukemia Biology Section, has a need for one (1) Brand Name or Equal Cytek Biosciences Northern Lights (NL) 2000 Flow Cytometer.
This is a Combined Synopsis/Solicitation for commercial items, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice, and shall be processed in accordance with Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures. This announcement constitutes the only solicitation that will be provided in relation to the stated need contained herein. This solicitation is a request for quote (RFQ) and includes applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2021-04 (1-19-2021).
This requirement is a Total Small Business Set-Aside, under North American Industry Classification Code (NAICS) 334516 (Analytical Laboratory Instrument Manufacturing) for which the small business size standard is 1,000 or fewer employees. One Firm-Fixed-Priced award is anticipated to be made in relation to this solicitation.
1.0 BRAND NAME OR EQUAL
This requirement is for one (1) brand name or equal Cytek Biosciences NL 2000 Flow Cytometer.
The Federal Acquisition Regulation (FAR) provision 52.211-6 Brand Name or Equal (AUG 1999) is applicable to this requirement.
2.0 BACKGROUND
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch (GB)/Leukemia Biology Section uses flow cytometry for the characterization of leukemias in mice. Leukemia is sporadic and unpredictable; typically providing little advance notice as to when sick/moribund mice will need to be euthanized. One major classification scheme for both human and mouse leukemias is based on identification of proteins located on the surface of the leukemic cell. These proteins are identified through the use of antibodies which bind specifically to the protein of interest on the cell surface.
The antibody that binds is engineered to contain a fluorochrome (a molecule similar to a dye), which will fluoresce when stimulated by light of a certain wavelength. The fluorochrome releases light that has unique characteristics and can be detected by a detector set at a specific wavelength. A major advantage of the newer spectral flow cytometer is that they have 24 detectors, as opposed to one or two detectors. This allows a more detailed characterization of the light emitted by the fluorochrome.
The detailed characterization of the light emitted allows the scientist to more simply use several (potentially as many as 24) different fluorochromes simultaneously. This in turn allows the scientist to detect cells with unique combinations of proteins on the cell surface, resulting in a more detailed, state-of-the-art characterization of the leukemic cell. The combination of cell surface proteins is referred to as the immunophenotype of the leukemia, and is optimally carried out using fresh, as opposed to cryopreserved leukemia samples.
The current instrument is used not solely by the GB lab, but by members of five additional labs.
These labs use the flow cytometer for several additional assays. Cells are often genetically modified to determine the effect of a particular gene; the modified cells are often “tagged” with a protein that fluoresces green (green fluorescent protein; GFP) or other fluorescent proteins. Successfully modified cells can be identified by the flow cytometer. The flow cytometer also allows scientists to identify cells undergoing programmed cell death, or apoptosis. Finally, some labs will use flow cytometry to determine which phase of the cell division cycle a cell, or population of cells, is in.
