About this file

This document is a Single Source Justification for a Simplified Acquisition contract to provide preventative maintenance and repair services for a COBOD 3D concrete printer located at Tyndall AFB, Florida. The estimated contract cost is $161,434.32. The justification cites the technology novelty, lack of vendor responses to inquiries, and the manufacturer's failure to register in SAM.gov as reasons for the single source procurement. The Air Force intends to sole source this requirement to 1Print LLC, the only vendor that provided a quote and meets the qualifications. The related federal contract opportunity, Solicitation FA481924QA047, provides notice of the Air Force's intent to make a sole source award to 1Print LLC for these services. The anticipated award date is June 11, 2024. This is not a competitive solicitation, and the government is not requesting proposals.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 325 CONS

Project/Program Name: COBOD 3D Concrete Printer Preventative Maint Agreement (PMA)/SILVER CARE Package

Purchase Request / Local ID Number: F4ATA74115A001

Estimated Contract Cost (including Options): $161,434.32

Section B: Description of the Supplies/Services Required

To provide an annual preventative maintenance plan to service and maintain the COBOD 3D Concrete printer. Service maintenance for any equipment failures mechanical or technical. Provide priority service calls. Provide software/firmware updates to keep the machine current and compliant to industry standards.

Section C: Justification for Soliciting from a Single Source or Brand Name

The reason for sole source justification listed below:

(A) Technology is too new that there are limitations to who can service the equipment and certified to do the work on this 3D concrete printing machine.

(B) Multiple attempts were made to contact vendors via email to see if they could provide a service plan. I received either no response back from the few vendors I was able to locate or an email response stating they could not provide a preventative maintenance service.

(C) The manufacturer was contacted on Nov 11th 2023 and multiple times thereafter through email to register in SAM.gov and they already have a CAGE code. There is still no completed action from COBOD. A quote was provided.

(D) 1Print LLC who did take all measures and is registered in SAM.gov and also holds a CAGE code has met all requirements to provide a quote for a complete preventative maintenance plan for the 3D Concrete printing machine.

Section D: Efforts to Obtain Competition

I researched on-line for multiple vendors (minimum of 3) to obtain a preventative maintenance agreement plan and I received zero response for the few vendors that I contacted. Only one vendor was able to provide this outside of the actual manufacturer.

I did attempt on multiple occasions to have the actual vendor "COBOD" register in SAM.gov in order to be able to submit a price estimate. COBOD did not complete their registration and only submitted a price estimate. (emails can be provided upon request)

Section E: Steps to Preclude Future Single Source or Brand Name Awards

For future market analysis as the development of new manufacturers and need for service for multiple brands of 3D concrete printers hit the market and it moves from a new technology to a competitive multiple brand technology in the construction industry, new bids will need to go back out to ensure that request for a PMA to service and maintain the equipment is fair and equitable.
