Performance Work Statement

1.0 Performance Work Statement

1.1 Background

The United States Coast Pilot® is a series of ten nautical publications that cover a variety of information important to mariners and others interested in the coastal and intra‐coastal waterways, as well as inland routes including the Great

Lakes. The Coast Pilot is a companion document to the nautical chart and it is required carriage for regulated vessels.

The Coast Pilot contains supplemental information that may be difficult to portray on a nautical chart, including channel descriptions, anchorages, pilotage, Federal regulations applicable to navigation and other navigationally significant information. The Coast Pilot is available to the public in a number of formats including Print‐on‐Demand (POD) books and a variety of up‐to‐date digital files (PDF, HTML, XML) that are available for free download on the web

(http://www.nauticalcharts.noaa.gov/nsd/cpdownload.htm). Traditionally, for users to maintain an updated copy of the

Coast Pilot, it was necessary to obtain periodically announced corrections to the book via the Notice to Mariners or the

NOAA website. Corrections were cut from a paper copy and taped into the book or the changes were made through hand‐written corrections.

NOAA’s Office of Coast Survey (OCS) is continuing an effort aimed at modernizing the Coast Pilot including online weekly updating of files, expanding sources of content, improving the quality of content, data sharing with other trusted sources and adding more display modalities and output formats. In order to realize these results, OCS has developed a custom production system with improved functionality over any other commercially available product by linking to associated services, and allowing for third party interactions to freely develop value‐added products. The Coast Pilot

Production System (CPPS) needs to maintain data management capability in order to share its information with other sources and offer a customizable product that is useful across several platforms. For example, an application developer might be interested in linking Coast Pilot content with NOAA charts, or other governmental agencies may wish to extract

Federal regulations for a set of specific geographic coordinates. This degree of customization requires more control than a traditional word processor, desktop publisher (DTP) or database system can provide, but Extensible Markup Language

(XML) with associated tools has this capability.

The results of this project will provide a U.S. Coast Pilot that continues to be updated weekly in multiple formats, that is more compatible with NOAA ENCs, compliant with International Hydrographic Organization (IHO) standards and is able to share data with other nautical products, services and developers. Ultimately, this will help promote safe navigation for all commercial mariners, military vessels and recreational boaters.

1.2 Objective

The objective of this contract is to provide one year of maintenance support with four option years for the CPPS, maintaining system stability and minimizing downtime. The system will be kept up‐to‐date and in compliance with all the latest NOAA Information Technology (IT) security directives and be available for use by the Coast Pilot Branch to maintain the ten volumes of the Coast Pilot.

1.3 Scope of Work

The Contractor will be part of a team effort that is responsible for system maintenance and should be knowledgeable in desktop publishing using the Adobe Creative Suite, Adobe InDesign Server, XML and database publishing. They should have in‐depth knowledge and experience with United States Coast Pilot practices and procedures including: information type, updating procedure, workflow, output formats and data structure. The Contractor should also be knowledgeable about other OCS products and services including NOAA electronic navigational charts (ENCs).

1.3a ‐The Contractor shall provide utilities, services and maintenance support relating to the current CPPS including:

fault analysis, testing, debugging, system upgrades, implementation, operational and technical support. The Contractor shall provide documentation and updating of the online help feature to reflect new maintenance items or upgrades to the system if required.

1.3b ‐ The Contractor shall maintain installation of the current release of Adobe InDesign Server and any subsequent patches or updates, NOAA corporate database and security software as well as NOAA’s desktop operating systems. The

Contractor shall coordinate any upgrades or integration efforts with the Government to reduce disruptions in the weekly update schedule.

1.3c – The Contractor shall implement these specific enhancements to maintain the core code of the CPPS. The core enhancements shall be implemented within 18 months of the contract award. The enhancements are:

i) Updating the current Microsoft .Net to latest version

ii) Updating Bootstrap to the latest version

iii) Updating the CK Editor to latest version

1.4 Deliverables

The Contractor shall provide documentation describing the product’s technical and functional capabilities. The

Contractor shall meet with OCS to provide the transfer of knowledge and provide technical and functional training if required. The Contractor shall provide OCS the opportunity to perform progress review and acceptance testing to minimize the risk of developing a product that does not meet with the requirements. The Contractor shall work with

OCS IT to determine the effort and resources needed to integrate the product into the CPPS.

The Contractor shall provide for telephone and e‐mail support during regular business hours (8am to 4 pm Monday through Friday). When the CPPS is down and impacting the production environment or the CPPS is generating corrupt data that halts production, the Contractor shall take immediate steps to resolve the error until it is resolved.

The Contractor shall conduct periodic performance reviews with the Government Program Manager. The Contractor shall also submit a monthly written report of tasks accomplished, deliverables submitted and hours worked during the reporting period, planned tasks and deliverables for the next reporting period, as well as cumulative hours worked.

Performance reviews will be held by tele‐conference or at OCS headquarters (see address below) when needed.

1.5 Responsibilities of the Government

The Government, when the Contracting Officer’s Representative determines that the delivery order requires onsite support, shall furnish office space in the Silver Spring Complex for the Contractor. When the Contractor is performing services onsite, the Government will furnish all supplies and equipment. Access to Government computers will be provided within the scope of these efforts. All travel costs to the Government’s office are the responsibility of the

Contractor, in accordance with the Federal Travel Regulations.

1.6 Period of Performance

The period of performance is as follows:

Base Year – 17 April 2022 through 16 April 2023

Option Year 1 – 17 April 2023 through 16 April 2024

Option Year 2 – 17 April 2024 through 16 April 2025

Option Year 3 – 17 April 2025 through 16 April 2026

Option Year 4 – 17 April 2026 through 16 April 2027

1.7 Type of Order

The Government anticipates the award of a Firm Fixed Price (FFP) contract.

1.8 Hours of Operation/Place of Performance

The Contractor is responsible for performing between the hours of 08:00 am 4:00 pm Monday through Friday except

Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential. The Contractor will normally be performed at the Contractor’s work site.

1.9 Special Qualifications

There are no special qualifications needed for this contract.

It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement to compensation except as set forth within the contract.

1.11 Security Requirements

The Contractor shall be responsible for safeguarding all government property provided for Contractor use. The

Contractor shall abide by all property regulations in effect during the period of performance. At the close of each work period, government facilities, equipment and materials shall be secured.

1.12 IT Security Requirements

The Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239–72 do not apply, and a Security

Accreditation Package is not required.

The Contractor is required to meet the DOC IT Security Program Policy (ITSPP) and Commerce Information Technology

Requirements (CITRs) (available at: https://connection.commerce.gov/policy/20140528/it‐security‐program‐policy‐and‐ commerce‐information‐technology‐requirements).

The government will provide the necessary Government Furnished Equipment (GFE) and information to connect to the

OCS network to perform maintenance on the production system. The Contractor shall not attach a Contractor owned desktop or laptop computer to any internal Department of Commerce (DOC) network. Coast Pilot is Internet accessible and contains only public information. This acquisition will require the use of a Contractor‐owned IT system for development which will not process or store privileged access information (i.e., non‐public) on behalf of the DOC. The

Contractors will deliver development results for government testing and code reviews, approved prior to release into production. The resulting application will comply with Section 508 of the Rehabilitation Act as applicable.

The Contractor must consider IT Security controls throughout the lifecycle of this contract as outlined in NIST Special

Publication 800–64 (http://csrc.nist.gov/publications/nistpubs/800‐64‐Rev2/SP800‐64‐Revision2.pdf).

It is a mandatory requirement for every NOAA IT user (government, Contractor, associate or temporary personnel) to complete the NOAA Information Technology Security Awareness Course every year. Temporary personnel include visitors, guest workers, etc. who plan on working at a NOAA site and are using NOAA IT resources. Both new and temporary employees must take the course within three days after initial issuance of NOAA IT equipment and annually.

The Contractor shall guarantee strict confidentiality of the information/data that it is provided by the Government during the performance of the task order. The Government has determined that the information/data that the

Contractor will be provided during the performance of the task order is of a sensitive nature.

Disclosure of the information/data, in whole or in part, by the Contractor can only be made after the Contractor receives prior written approval from the Contracting Officer. Whenever the Contractor is uncertain with regard to the proper handling of information/data under the contract, the Contractor shall obtain a written determination from the

Contracting Officer.

2.0 General Information

2.1 Conservation of Utilities

The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

2.1 Post Award Conference/Periodic Progress Meetings

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officer’s Representative (COR), Technical Point of Contact (TPOC), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. These meetings shall be at no additional cost to the government.

2. 2 Contract Manager

The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.

2. 3 Processing and Identification of Contractor Employees

Prior to commencing work under this contract, the Contractor shall submit or have their employee submit the required security forms and number of copies as informed by the TPOC. The Contractor, when notified that the Government rejected the suitability assessment forms shall either have the rejected forms made compliant and resubmitted or withdraw the employee from consideration from working under this contract.

All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractors who need NOAA badges will be given one.

3.0 Government Furnished Property/Equipment

3.1 Equipment

The Contractor will be supplied with a Government Furnished Equipment (GFE) which is covered and managed by an existing government Assessment and Authentication (A&A) package. The Contractor will utilize a government‐furnished computer, authorized VPN account and CAC authentication for IT maintenance of Coast Pilot production system, as required.

The Contractor is required to ensure the GFE is connected to either NOS internal networks or the Internet, at a minimum of once every two weeks and be operated for approximately two hours while connected to allow for the Government to perform the necessary configuration management and vulnerability management of the GFE. The Contractor will ensure the GFE is connected to the network by VPN for required OCS Vulnerability Scanning. The computer shall be returned to the Government upon the completion of the contract.

4.0 Contractor Furnished Items and Services
